Introduction to Digital Library for Legacy Archives and Learning Materials

The advent of digital libraries has significantly transformed the methodologies adopted for the management, accessibility, and
preservation of archival records and accessing the learning material in the library through a single interface. A digital library for archives
functions as a comprehensive online repository, encompassing an extensive array of documents, images, and multimedia content,
systematically organized and preserved for posterity. These digital libraries utilize advanced technological frameworks to ensure that
historical documents and cultural artifacts are both preserved and made accessible to a wider audience.

Advantages of Digital Libraries for Archives and Learning Material

 Accessibility: Digital libraries transcend geographical limitations, offering global users the ability to access archival materials
remotely. This facilitates research, educational pursuits, and the exploration of historical collections without necessitating
physical presence.

 Preservation: Digitization plays a crucial role in safeguarding fragile documents that are susceptible to deterioration over
time. By converting physical records into digital formats, the risks associated with handling and environmental factors are
markedly mitigated.

 Searchability: Enhanced search functionalities within digital libraries enable efficient retrieval of specific documents or
information. Metadata tagging and indexing allow for rapid and precise access to relevant materials.

 Cost-Effectiveness: The maintenance of physical archives entails substantial costs. Digital libraries alleviate the need for
extensive storage facilities and associated expenses such as climate control, security measures, and maintenance.

 Collaboration and Sharing: Digital libraries promote collaborative efforts among institutions and researchers. Shared access
to archival collections fosters collective research initiatives and the exchange of information.

Challenges in Implementing Digital Libraries

 Resource Intensity: The digitization process demands significant resources, including time, manpower, and funding.
 Technological Maintenance: Continuous upkeep and upgrades are necessary to maintain the functionality and security of
digital libraries
 Data Management: Effective data management and storage solutions are vital for handling large volumes of digital content.
 Legal and Ethical Considerations: Copyright and intellectual property rights must be meticulously managed to avoid legal
repercussions.
 Training and Support: Adequate training for staff and users is imperative to ensure proficient utilization of digital libraries.

Background

Deen Dayal Upadhyaya Gorakhpur University would like to implement National Level Digital Library in their University to ensure:

a) Preservation of brittle old maps (approx.-500)


b) Digitization and Preservation of rare out of copy right books (approx. 50,000)
c) Host all the above material digitized in an institutional repository
d) Collate all the publications of the faculty of the University in an author profile based institutional repository
e) Have a powerful library management system that can help in cataloging new material and manage the circulation and inventory of
physical books in the library. The data from the current software needs to be migrated to this new software
f) All the e-resources subscribed by the library (including e-books and e-journals), the institutional repository, the library OPAC and
the Mock Test should be accessible through a single search platform of the Digital Library.
g) The Digital Library should be available to all the users 24*7 for 365 days within the campus and at their hostel or house on any
device remotely.
h) A Digital Library that provides tool for research publications for assisting in research manuscript for easy acceptance by publisher
will be an added feature to the library.
i) The librarian should have tools to monitor the usage of each of the publishers and create an ROI for their investment.
j) The University may plan to implement RFID system in the coming days based on the needs of the library and the security system.
k) The Library will have an advanced computer lab with most sophisticated touch workstations for using the Mock Test platform
which shall be available on the digital library.
l) The University will have an advanced data center on the cloud. Investment on local data center will be an expensive solution.

The Solution
Based on the background reflecting the requirement of the Digital Library, The following architecture of Digital Library has been
conceived for Deen Dayal Upadhyaya Gorakhpur University

.
The following are the key activities that will be carried out in implementing Digital Library

1. Digitization of maps and books


2. Creation of Institutional Repository based on DSPACE
3. Installation of DSPACE CRIS
4. Creating author profile and migrating data of authors (we will create the community, each author will create his own profile)
5. Installing Open Source LMS – Koha and migrating data from existing LMS
6. Implementing a Federated Engine powered Digital Library Platform and linking all the e-resources on that platform.
7. Implementing remote authentication system to facilitate users access the e-resources from campus and home and on any kind of
device.
8. Introduce a Grammar Check solution Rubriq as part of the Digital Library Platform
9. Integrate with the Digital Library Platform a SUSHI powered usage harvesting system to monitor the usage of the e-resources.
10. Set up an advanced computer lab to access digital library and mock tests.
Assumptions

a) E-resources like e-journals and e-books are already a part of the subscription of library
b) Mock Test platform are already available with the University
c) RFID will be implemented in Phase – 2
d) Faculty and university authors have many publications of theirs in journals and have copies of those publications with them for
hosting in their repository.
e) Infrastructure and Space will have made available for Advanced Computer Lab

Important Note on Copyright Act for rare books digitization

The Indian Copyright Act permits digitizing rare books, especially by non-commercial public libraries, but with limitations. Section
52(1)(n) allows libraries to digitize works if they already possess a non-digital copy. Copyright protection is still in place for these
works, meaning unauthorized digital reproduction and distribution are generally prohibited.

Copyright Protection:

Under the Copyright Act, 1957, literary, dramatic, musical, and artistic works (including books) are protected by copyright. This
protection extends to digital reproductions.

Digitization by Libraries:

Section 52(1)(n) of the Copyright Act allows non-commercial public libraries to digitize works if they already own a physical copy
of the work. This is a crucial exception that enables libraries to create digital archives of their collections.

Limitations:

While libraries can digitize, they cannot distribute digital copies without permission from the copyright holder, except for specific
purposes like research or study. The "fair dealing" provision in section 52(1)(a) allows for limited reproduction and copying for
personal use, education, or criticism.

Digital Lending:

The concept of "controlled digital lending" (CDL), where libraries provide digital copies of copyrighted works to users, is still being
debated in the context of Indian law. While some courts recognize the importance of access to knowledge, the legal status of CDL is
not entirely clear.
1. The Digitization of Maps and Rare Books

Digitization of Maps and Rare Books – Steps involved


The physical copy of the books and maps will be digitized using appropriate type of production scanners. To ensure that you receive the
highest quality standards, we will use the most current procedures and techniques to optimize the quality of the scanning process. As part
of the overall digital imaging quality control process, the scanning equipment will undergo regular calibration, testing, and maintenance
by authorized manufacturer technicians. We are equipped with high quality production scanners, which will be used for digitization
process.

Overhead Scanner:
We are equipped with Fujitsu, Bookeye, Zeutschel and customized overhead scanners for digitizing rare and fragile documents. With
their overhead scanning methodology, these scanners are combined with a motorized book cradle, integrated glass plate and LED
illumination for capturing bound documents.

Auto Documents Feeder (ADF) Scanner:


The ADF scanner will be used for documents types, which are available as loose sheets or which can be unbounded to feed scanner.
These production scanners will ensure high quality standard resolution images.
Flatbed Scanner:
The Flatbed Production Scanners will be used for digitizing bounded documents and photographs. The qualities produced by these
scanners are very high with highest resolution.

2. Creation of Institutional Repository on DSPACE

DSPACE is an open source Institutional Repository service that collects, preserves, and distributes digital material. The platform allows
capture of items in any format – in text, video, audio, and data sets.

It facilitates the capture and ingest of materials, including metadata about the materials. It helps to easily access the materials, both by
browsing and searching. It enables digital preservation and scholarly communication. The DSpace Repository has a pool of great
features which will be very useful for any public library. The Use Cases of the DSpace Institutional Repository is outlined below:

 Infrastructure: The DSpace Repository can be hosted on any local server and cloud server architecture. The DSpace platform is
scalable up to million user environment and the minimum hardware required can be estimated based on the total documents and the no.
of concurrent end users accessing the repository simultaneously.

 Front-end Design: The reader-facing, front-end design reflects organizational branding as well as how the reader interacts with the
DSpace Repository. Integrated front-ends, customizable repository designs, and mobile-optimized pages help ensure an optimal
browsing experience. Mobile-compatible designs and HTML5 web pages help the growing number of mobile researchers easily access
content hosted in the repository.

 Content Organization & Control: Since the core function of DSpace Repository is to store and retrieve the content in an
organized manor, content management features has been an integral part of the program. The platforms offer varying levels of pre-built
and customizable access control ranging from password protected for individuals, user access, and confidentiality management.
 Content Retrieval: The variety of documents stored in centralized DSpace Repository will be retrieved using search and browse
features. Features such as advanced and faceted search tools, full text indexing, graphical navigation and customizable browse options
allow users to more easily browse content within the repository and have made the DSpace Repository a destination rather than a storage
place for all Documents. The following browse options are available in the DSpace Repository.

 Content Management Tools: The admin user is equipped with dedicated content management tools that have the ability to manage
documents from submission to final deposition. Flexible content management workflows allow admin to adapt to each document type’s
needs. Customizable submit forms and metadata guarantee that the document will capture all the necessary information for each
submission. Additional batch content management tools also play an important role by offering tools for revision, collection, and
bringing back content to the repository. Similarly, batch revision tools allow editors to quickly make metadata or full-text changes to a
large number of records.

 Reports: The DSpace Repository offers highly discoverable content across the web portal using browse and inbuilt search engines.
Engaging, browsable user interfaces have made the DSpace Repository a destination rather than a holding pen for Documents. While
these improvements have improved traffic and visibility of the documents, the need for reporting tools to provide feedback to
administrators, and repository stakeholders remains a crucial aspect of proving a successful DSpace Repository. Reports for document
metadata, usage and downloads, and Google Analytics integration come in a variety of pre-built for providing the necessary reports to
the stake holders.
 Authentication: The customization of access rights for each user to access various documents in the repository plays an important
role. The complete document can be login & password protected as per the requirement. The DSpace can be customized up to restricting
accessibility of certain documents only to certain users.
 Digital Rights Management (DRM) using Flipbook Reader for protection of copyright for digital media and also to prevent
unauthorized use will be used for your library. Some of the popular controls available in Flipbook Reader are used to:
o Prevent unauthorized viewing
o Prevent sharing
o Prevent copying & modifying
o Prevent printing of documents
o Revocation of users & documents
o Watermarks
 DRM-enabled PDF files can be viewed using Flipbook reader on Windows, Mac, iOS, Android, etc. or in a web browser (supports
any OS). They enforce the DRM controls applied to the PDF documents. There are multiple options for choosing the most appropriate
reader that meets the requirements of your university

 DSpace Institutional Repository Architecture: The DSpace Digital Repository platform is separated into three distinct
layers, as illustrated below. From the bottom up, these layers are the storage, business logic and service layers.

The lowest layer is the storage layer. This presently consists of a relational database for storing metadata and a “bitstream” storage
module for storing content data. Each of these has an API accessible to the business logic layer. The union of these APIs comprises the
storage interface.

The central layer contains the modules that perform the business logic of the system. The diagram above displays the internal plumbing
between these modules. Each module has a “public” API. The union of these APIs comprises the Institutional Repository “in-process
application interface.”

3. Installation of DSPACE CRIS

DSPACE CRIS logic and report are the same as DSPACE. But this version will be used to create the profiles of the authors and add their
publications with links to each author.
DSpace-CRIS 7 is an extension of the basic DSpace. DSpace-CRIS moves the CRIS objects to the DSpace items with the extended
concept of Configurable Entities, maintaining the Authority Framework as an efficient, flexible, performant way to manage relations
among objects, successfully used in hundreds of real installations around the world since more than 10 years.

DSpace-CRIS 7 has many additional features and tailored procedure that enhance the UX and are not available in DSpace 7, some key
points are:

 Support for structured metadata, ternary relationships and nested metadata.
 Configurable layout for entities in tabs and boxes
 ORCID v3 complete integration (pull and push of profile information, publications, projects, employments, qualification)

4. Creating Author Profile and Migrating Data


We will create an author community in the DSPACE CRIS and make provision for each faculty to migrate his data into DSPACE CRIS.
If IRINS by INFLIBNET provides API, we will be able to integrate the API of IRINS.

5. Installing of Open Source LMS – Koha


Koha – The Open Source Library Management System (LMS) customized to replace the existing software in the University Library will
provide facilities for cataloguing and issue/re-issue/return of physical as well as digital content. The Customized LMS will have all the
modules that your university would expect in a fully functional library software - Acquisitions, Serials, Members, Circulation,
Cataloguing, Report and Tools. The Customized LMS is also standards compliant LMS - MARX 21 (or UNIMARC) for cataloguing,
Z239.50 for copy cataloguing, UTF-8 for non-English catalog data and SIP2 for RFID integration.

6. Implementing a Federated Search Engine Powered Digital Library Platform


The Digital Library Platform will have pool of great features which will be very useful in accessing the library facilities and collection.
The major Use Cases of the Platform are outlines below:
 The portal provides brief information about the library, its history, the staff, etc.
 The portal will integrate Web OPAC of the library to explore the library catalog, including e-books.
 The search box in the platform enables library members to search the e-resources available in the library. This 'single search' feature
enables users to retrieve the results from OPAC, E-Journals, book chapters from the e-book platform and Institutional Repository, as
well as from the content provided by the other Digital Libraries.
 The portal will have a provision for users to access the library resources remotely through this website. We will enable Remote
Authentication Solution to members of the library for accessing all the e-resources available in the library remotely with the help of
suitable user credentials. Library Members, who wish to access the library from outside the University premises, will have to click a link
on the Library portal, to login remotely. Upon clicking this link, the users will be asked to submit their user name and password
credentials and login.
 The portal will have online library membership form and membership is compulsory for users to avail the services of the library.
Upon registration, the users will be provided their authentication details (user name and password credentials). However, the library
portal and the OPAC (library catalog) are available for public access from any location with Internet access, without login
7. Implementation of Remote Authentication System (RAS)
The RAS will be implemented by using a subscription based metaware which will be hosted on cloud. This metaware is a web proxy
server allows the user to access from outside the library's computer network to restricted-access websites that authenticate users by IP
address. Using this solution the library patrons at home or elsewhere to log in through their library's Metaware server and gain access to
e-Resources.
The RAS works by dynamically altering the URLs within the webpages provided by the database vendor. The URLs of these webpages
are changed to reflect your metaware server instead, causing your users to return to the metaware server as they access links on these
webpages. The result is a seamless access environment for your users without the need for proxy configuration on the user's client.
