I. Terms and Conditions of Contractors with respect to Environment, Health and
Safety
1.0 The Contractor will nominate a full time qualified and experienced safety engineer/officer
at site. He will be responsible to achieving and maintain the environment, health & safety
standards as per Isgec Heavy Engineering Limited EHS manual.
Safety officer qualifications: Any Engineering Diploma/BSc and in addition a
Diploma/Certificate in Industrial safety from any state technical board/recognized
University and 03 experience in the safety field, (minimum one safety person shall be
deployed per 100 workers/as per client requirement)
2.0 Workers will be allowed to enter only if they carry a valid medical fitness certificate, prior to
joining the work, workmen must attend the safety induction program of Isgec.
3.0 Nobody is allowed to enter site without wearing mandatory personal protective equipment
like safety helmet, Safety shoes.
4.0 Smoking is strictly prohibited at workplace. Mobile is strictly prohibited while working.
5.0 Contractors shall ensure adequate supervision at workplace. They shall ensure that all
persons working under them shall not create any hazard to self or to co-workers.
6.0 No one is allowed to work at more than two meters height without wearing full body
harness and anchoring the lanyard of body harness to firm support preferably at shoulder
level.
7.0 All the electrical connections shall be routed through 30mA rated ELCB/RCCB. Other than
the electrician no one is allowed to carry out electrical connections, repairs on electrical
equipment or other jobs related thereto. Power to start the site will not be given unless
above condition is met. Independent earth pits shall be made for all electrical panels /
equipment’s, only experienced/qualified electrician must be deployed.
8.0 Inserting of bare wire for tapping the power from electrical socket is completely prohibited.
Industrial type metal switch boards and plug tops must be used.
9.0 Ladders being used at site shall be adequately secured at bottom and top. Ladders angle
shall be 70-750 degree. Ladders must extend minimum 1m after landing. Ladder must not
be used horizontally as a replacement for scaffolds. Ladders shall not be used as work

platforms. Before erection of columns the same shall be fixed with H-type ladders and rope
grab fall arrester arrangement, without this erection will not be permitted.
10.0 All Gas cylinders shall be stored properly at designated area; Gas cylinders shall be fitted
with flash back arrestors both sides, adequate cylinders trolleys should be provided for
transportation.
11.0 Usage of eye protection equipment shall be ensured when workmen are engaged for
grinding, Chipping, Welding and gas cutting. For other jobs as and when site safety
coordinator insists eye protection has to be provided.
12.0 All PPE like shoes, safety helmet, coverall, safety glasses, hand gloves, full body harness etc.
shall be arranged before starting the job as per recommendation of Site safety officer.
13.0 All excavated pits shall be barricaded. Barricading to be maintained till the backfilling is
done. Safe approach to be ensured into very excavation.
14.0 Adequate illumination at workplace shall be ensured before starting the job at night. No
one allowed to shift the lights from one place to other without intimation to site engineer
15.0 All the dangerous moving parts of the portable / fixed machinery being used shall be
adequately guarded.
16.0 Erection and dismantling area shall be barricaded and nobody will be allowed to stand
under suspended loads. Floor/grating openings shall be guarded / closed. Unauthorized
removal of gratings is not acceptable.
17.0 Horseplay is completely prohibited at workplace. Running at the site is completely
prohibited, except in case of emergency.
18.0 Materials shall not be thrown from the height. If required the area shall be barricaded and
one person shall be posted outside the barricading for preventing the trespassers from
entering the area.
19.0 All major, minor accidents and near misses to be reported to site in charge / safety officer
to enable the management to take necessary steps to avoid the recurrence.
20.0 All scaffolding / work platforms shall be strong enough to take the expected load. The
width of the working platform and fall protection arrangements shall be maintained as per
recommendation of site safety officer.
21.0 All lifting Man basket/Welder basket, tools, tackles and equipment’s shall be inspected
before use. Defects to be reported immediately. No lifting tackle to be used unless it is
certified by the concerned competent person.

22.0 Sufficient manpower shall be engaged to maintain the housekeeping and the site Passages
shall not be blocked with materials. Materials shall not be stacked to the dangerous height
at workplace.
23.0 Debris, scrap and other materials to be cleared from time to time from the workplace and
at the time of closing of work every day; all the scrap materials to be removed from the
work place on weekly basis and removed scrap shall be deposited in designated location.
24.0 Adequate firefighting equipment shall be made available at work place and persons are to
be trained in firefighting techniques with the co-ordination of Site safety officer.
25.0 All the unsafe conditions, unsafe acts identified by contractors, reported by site supervisors
and / or safety personnel to be corrected on priority basis.
26.0 No children shall be allowed to enter the workplace, Female workmen are not allowed to
work on height and other high-risk areas.
27.0 Other than the driver / operator, no one shall travel in a Crane/Hydra/tractor / Excavator/
etc. Winch operation shall be carried only experienced and designated person.
28.0 No one shall be allowed to sit or rest under the transport vehicles/lifting equipment’s.
29.0 All vehicles like Hydra, Tractor, truck, tipper, dumper, trailer, car etc. shall be provided with
reverse horn.
30.0 Adequate measures shall be taken to avoid oil spillage to the ground. Spill kit shall be
provided to heavy machineries/oil storage/chemical areas.
31.0 Life line rope shall be 8-12mm galvanised or Stainless Steel rope to prevent corrosion or
25mm polypropylene rope (PP rope), free of defects and designed to offer a suitable
breaking force.

improper storage/handling).
8 No fencing/barricading of excavated areas / Trenches, Not Rs. 1000/- per occasion
providing shoring/strutting/proper slope and not keeping the
excavated earth at least 1.5M away from excavated area or as per
client requirement.as per IS guide lines
9 Traffic rules violations like over speeding of vehicles, rash driving, Rs. 200/- per person
talking on mobile phones/using head phones/FM during vehicle
driving, wrong parking, not using seat belts, vehicles not fitted with
Reverse horn / warning alarms / flicker lamps during foggy
weather.
10 Absence of Contractor’s Site in charge or his nominated Rs. 1000/- per meeting
representative from site EHS meetings whenever called by Isgec &
failure to nominate his Immediate deputy (in the site-organogram)
11 Poor House Keeping and waste disposal at designated area on Rs. 1000/- per occasion per

14 Any incident / accident at project site has been caused because of Rs. 2500/- per occasion
willful negligence or gross violation of safety measures / provisions
on the part of the Contractor or any of its sub-agencies
