Country: Islamic Republic of Iran
Committee: United Nations Office on Drugs and Crime
Agenda Item: Preventing illicit activities in dark web and
illegal dark web marketplaces.
The Dark Web has become a platform for various forms of criminal activity, including
drug trafficking, arms trafficking, money laundering, terrorism, and cybercrime. These
activities are a serious threat to global security and stability. Iran recognizes the need
for global measures to address these challenges and stresses the importance of
international cooperation in this effort. The Iranian government has typically taken a
tough stance against activities on the dark web. The dark web is a part of internet that is
not indexed by search engines and often associated with illegal activities. It has been
viewed with suspicion by many governments around the world, Including Iran. Iran is
notable for the level of government censorship of the internet. The Iranian government
has tight control over access to the Internet and monitors online activity. This is an
indication that the Iranian government is aware of illegal activity on the dark web and
acts against it. In 2019, for example, Iran's cyber police (FATA) announced the arrest of
individuals involved in drug dealing via the dark web. In addition, the government is
taking technical measures to block tools that provide access to the dark web, such as
Tor. These measures include filters that block access to the Tor (The Onion Router)
network and restrict tools such as VPNs. The Iranian government has taken steps to
combat illicit activity on the dark web, including monitoring and shutting down online
criminal networks. Iran has an important role to play in efforts to reduce drug
trafficking, particularly as it faces challenges due to its proximity to Afghanistan, one of
the world's largest producers of opium. As a result, Iran authorities has worked to
strengthen border controls, enhance law enforcement capabilities, and perform drug
demand reduction programs in addition to this Iran has strict anti-drug laws including
severe punishments for drug-related crimes. Iranian law enforcement agencies,
including the police, the Islamic Revolutionary Guard Corps (IRGC) and the Drug Control
Headquarters (DCHQ), have been actively involved in tackling drug trafficking. They
conduct regular anti-drug operations, raids on drug production facilities and shutdown
of trafficking networks.
In summary, as the Islamic Republic of Iran, we reaffirm our strong commitment to
preventing illicit activities in dark web and illegal dark web marketplaces. We recognize
the multi-layered nature of this issue, and we emphasize the importance of
international co-operation and collaborative action in confronting the challenges raised
by the dark web.
