Topic: Understanding the Classroom Observable and Non-observable Indicators in the Performance
Management and Evaluation System (PMES) for Proficient Teachers

I. Introduction:
In adherence to DepEd Memorandum No. 17, s. 2025, or the Interim Guidelines for the Department of
Education Performance Management and Evaluation System (PMES) for Teachers in the School Year 2024-
2025, Candelaria Elementary School 1&2 held a School Learning Action Cell (SLAC) session on March 5, 2025
with focused on deepening the understanding and practical application of Classroom Observable and Non-
observable Indicators in the Performance Management and Evaluation System (PMES) for Proficient Teachers.
The purpose of this session was to equip teachers with the information and additional knowledge regarding the
indicators.

II. Objectives:

By the end of this SLAC session, participants were expected to:


 Gain a clearer understanding of the purpose and key components of the PMES
 Identify the different classroom and non- classroom observable indicators in the PMES

 Engage in collaborative discussions regarding best practices applicable for each indicator in daily
lessons and in performing tasks outside the classroom.

III. Activities and Discussions:


The SLAC session was conducted through a combination of presentations, and interactive discussions.
The facilitators provided a thorough review of the Classroom and Non- Classroom Indicators in the PMES.
Participants analyzed the different indicators within each domain, discussed observable behaviors that
demonstrate these indicators, and clarified the rating scale through the rubrics used in classroom observations.

The session concluded with an open forum where teachers could ask clarifying questions and share
their experiences, challenges, and best practices regarding the presented indicators. This collaborative sharing
aimed to foster a supportive environment and build collective understanding within the school.

IV. Key Insights and Conclusions:


Participants gained clearer insights into the specific indicators within the PMES and their direct link to
the PPST domains and strands, providing a more concrete understanding of expected teaching practices. The
session reinforced the understanding that PMES is an essential tool for determining areas for improvement and
guiding professional growth plans and not just an assessment tool. Moreover, open communication,
collaboration, and a growth mindset are essential for effectively utilizing these tools and fostering a culture of
continuous improvement within the school.

V. Recommendations and Next Steps:


Insights gained by teachers in the discussions were agreed to be applied in crafting their lesson plans
to be used for the upcoming classroom observations. This also prepares teachers for the PMES cycle and ensure
that classroom observations are based on well-informed and thoughtfully designed lessons.
