AGRICULTURE ENHANCEMENT BILL, 2024

The proposed bill focuses on protecting marginal and female farmers and other farmers by ensuring fair
access to resources, land rights, and equitable opportunities. It strengthens their position in the agricultural
sector by providing legal safeguards against exploitation and market vulnerabilities. Additionally, the bill
promotes the welfare of marginalized farmers, ensuring they receive adequate support, access to modern
farming techniques, and protection from external pressures. Through these measures, the bill ensures a
more inclusive and secure environment for small and female farmers, fostering sustainable agricultural
development.
Be it enacted by the Central government in the 75th year of the Republic of India, as follows:-
1. Short title, extent and commencement:-
(1) This act may be called as FARMERS EMPOWERMENT BILL, 2024.
(2) It extends to the whole Republic of India.
(3) It shall come into force on such date as the Central Government may, by notification in the official
Gazette, appoint.
2. Definitions:-
(1) ‘Enhancement’ refers to the act of improving or increasing something in terms of its value,
quality, or attractiveness. It involves making an item or concept better, whether through physical
upgrades, added features, or other means of improvement.
(2) ‘Attractiveness’ in the context of a constitution and government typically refers to the
appeal or desirability of certain constitutional values, principles, and governance structures that
resonate with the populace.
(3) ‘Empowerment’ is about enabling individuals and communities to take charge of their lives,
make informed choices, and participate actively in shaping their futures. It is a multifaceted
process that requires societal support, access to resources, and the dismantling of barriers that
prevent full participation in governance and decision-making.

3. Amendments and policies for economy of agriculture:-


1. Implementing Swaminathan Report’s recommendation - Cost of production +50% profit to
calculate MSP for produces.

 Cost of production = A2 (All Paid Out Cost Directly Incurred By The Farmer)+FL (estimated
value of unpaid family labour)+Rental Value of owned land or rent paid for leased-in land +
interest on owned capital(amount invested in farm)

2. Including Soil Texture, water resource and other important elements in Soil Health Card. As
this is not clearly mentioned.

3. Encouragement of Vertical Farming

4. Investment in R&D to develop of technology helping the procurement of Short shelfed food
items.

5. Decentralization of Cold storage to local self governments.


6. Increasing the budget allotment from 0.4% to 2% (reference Brazil, china)

4. Policies and welfare for farmer of India:-

(1) Agriculture Loan Commission Of India (ALCI) to be formed to fight with natural calamities
issues for farmers.

(2) Educational Training Session For Farmer (ETSF) in each village of India must be organized
twice a year to promote advanced farming.

(3) For technological advancement for agriculture, farmer must be provided for financial
support by the government through a scheme launched that is:-

PM Finance Support For Technology (PM-ST). This will provide each farmer having less
than 1 hectare land to provide Rs. 10,000 every year.

(4) The Telecommunication Department for agriculture (TDA) to be established in each state for
the farmers issues running to them.

(5) Agriculture must be launched as a subject in each Indian school.
