Consultant– Certification Unit (Quality & Patient Safety)
National Health Systems Resource Centre (NHSRC) is a technical support institution
under the National Health Mission (NHM), Ministry of Health & Family Welfare.
NHSRC works closely with the MoHFW and the States for Health Systems
strengthening and supporting implementation of other interventions under the NHM.
Work at the NHSRC is organised around eight (8) divisions, namely– Community
Processes & Comprehensive Primary Care, Healthcare Financing, Healthcare
Technology, Human Resources for Health, Information Technology, Knowledge
Management Division, Public Health Administration and Quality & Patient Safety.

certification of public healthcare facilities. This is an opportunity to support health
systems strengthening at scale, learn while coordinating & monitoring the activities
from national level and enable realization of the vision of universal health coverage.
For improving the Quality of care of services, delivered at the public health facilities,
National Quality Assurance Standards were developed under the National Health
Mission. Operational Guidelines of Quality Assurance of Public Health facilities and
Quality Standards for District Hospitals to AAM-HSC were launched by Ministry of
Health and Family Welfare. There is an explicit system of measurement of extent of
compliance against each of the National Quality Assurance Standards (NQAS). Each
Quality standard had measurable elements and checkpoints. Quality and Patient
Safety Division (QPS), NHSRC performs tasks of the secretariat on behalf of the
Ministry of Health & Family Welfare in implementation of National Quality Assurance
Standards at Public Health Facilities in States/UTs. Under this mandate, QPS division
performs two major roles, first being setting the standards for different level of health
facilities as per need and supporting the states in its implementation through capacity
building and handholding and second function is of verification of attainment of
standards at the health facilities through a robust system of Quality certification.
Certification unit has been developed under QPS of NHSRC for managing Quality
Assessments of public health facilities under NQAS. Managing Quality Assessments
and improvise and strengthen level offers a unique challenge for an incumbent to
innovate, improvise and strengthen the existing system. The task performed at the
certification unit are dynamic in nature and expects a full-time commitment from their
consultants. Tasks undertaken at Certification Unit NHSRC, harness the skills of
planning, Liaoning, teamwork, timeliness, analytical, promptness in the incumbent. For
supporting above mentioned tasks, NHSRC intends to induct a Consultant-CU in the
Certification Unit, QPS Division. The incumbent is expected to have excellent writing
& communication skills. Expertise in English language for official communication. The
Position reports to Advisor- Quality & Patient Safety and is on Contractual basis. This
Position requires a strong moral and ethical code of conduct with essence of integrity,
confidentiality while undertaking the responsibility. Also, commitment for long term stay
with the organization is desirable.
Roles & Responsibilities:
The expected roles of the incumbent are summarised below –
1. Support in the conduct of the National level assessments in the allocated states
from receipt of application till result declaration.
2. To monitor all certification-related activities and ensure completion of activities
in a time bound manner.
3. Correspondence of final reports for final decision-making on the Quality
Certification Status of assessed facilities.
4. Manage the data generated for the preparation of fact sheets/data sets for
analysis and putting up for national-level review.
5. Tracking of result declaration & certificate preparation.
6. Coordination for National Level External Assessors Training.
7. Management of pool of Empanelled External Assessors & Ayushman
Assessors.
8. Preparation of the certification guidelines, short notes, and resource materials
for certification activities.
9. Any other responsibility as allocated by Advisor- Quality & Patient Safety
Qualification & Experience:
For achieving above-mentioned deliverables, the applicant is expected to possess
following qualifications & experience –
Essential Qualification –
Possess at least two years’ full-time Post graduate degree from a reputed
institute:
Master’s in Hospital Administration
Master’s in Public Health
Post Graduate Diploma in Hospital and Health Management
Experience:
At least two years of post-qualification work experience of managing NQAS
certification at the State or National Level.
Knowledge of MS Office (Excel, PowerPoint, Word, Outlook, etc.)
Note-

their writing skills and language proficiency.
Age Limit: 45 Years (maximum age will be counted from the last date for
receiving the applications).

Remuneration Range: Between Rs. 60,000/ to 1,20,000/-
*Fee offered within the band will be commensurate with qualification and
experience.
Other Benefits: In addition to the remuneration mentioned above, Consultants
of NHSRC are entitled to Free Accidental insurance, Subsidized Medical
insurance, Mobile bills reimbursement, Laptop reimbursement (As per NHSRC
Policy), 30 days Consolidated leave, fully paid Maternity leave (For Female
Consultants) as per Government of India policy, performance linked increments, TA/
DA and per diem for on- duty visits.
Duration of Contract: Initial Contract till 31st March 2027 (with further extension
subject to satisfactory performance)

सावज नक वा य सु वधाओं के गण
ु व ा आ वासन और िजला अ पताल के लए एएएम-
एचएससी के गुणव ा मानक के प रचालन दशा नदश वा य और प रवार क याण मं ालय
वारा शु कए गए थे। रा य गुणव ा आ वासन मानक (एन यू ए एस) म से येक के
अनुपालन क सीमा के मापन क एक प ट णाल है। येक गुणव ा मानक म मापने
यो य त व और चेकपॉइंट थे। गुणव ा और रोगी सुर ा भाग ( यू पी एस), एन एच एस सी
रा य /क शा सत दे श म सावज नक वा य सु वधाओं म रा य गुणव ा आ वासन मानक
के काया वयन म वा य और प रवार क याण मं ालय क ओर से स चवालय के काय का
नवहन करता है ।
इस अ धदे श के तहत, यूपीएस भाग दो मुख भू मकाएँ नभाता है, पहला आव यकतानुसार
वभ न तर क वा य सु वधाओं के लए मानक था पत करना और मता नमाण और
हडहोि डंग के मा यम से रा य को उनके काया वयन म सहायता करना, और दस

माणीकरण इकाई को एन यू ए एस के तहत सावज नक वा य सु वधाओं के गुणव ा
मू यांकन के बंधन के लए एन एच एस आर सी के यूपीएस के अंतगत वक सत कया
गया है । गण
ु व ा मू यांकन का बंधन करना तथा मौजद
ू ा णाल म सुधार एवं उसे सु ढ़
करना कसी भी पदधार के लए नवाचार, सुधार और णाल को मजबूत करने क एक
अनूठ चुनौती तुत करता है । माणीकरण इकाई म कए गए काय कृ त म ग तशील ह
और अपने सलाहकार से पूणका लक तब धता क अपे ा रखते ह।
एन एच एस आर सी क माणीकरण इकाई म कए गए काय पदधार म योजना, संपक,
ट मवक, समयब धता, व लेषणा मक मता और त परता के कौशल का उपयोग करते ह।
उपयु त काय का समथन करने के लए, एन एच एस आर सी, यूपीएस भाग क
माणीकरण इकाई म एक सलाहकार-सीयू क नयुि त करने का इरादा रखता है। पदधार से
उ कृ ट ले खन एवं संचार कौशल अपे त ह। आ धका रक संचार के लए अं ेजी भाषा म
वशेष ता आव यक है। यह पद सलाहकार- गुणव ा एवं रोगी सुर ा को रपोट करता है
और सं वदा मक आधार पर है । इस पद के लए िज मेदार नभाते समय स य न ठा,
गोपनीयता के सार के साथ एक मजबूत नै तक आचार सं हता क आव यकता है। साथ ह ,
संगठन के साथ द घका लक जुड़ाव क तब धता वांछनीय है ।
