I. OBJECTIVES
 To promote a safe, nurturing, and child-friendly school environment.
 To fully implement DepEd Order No. 40, s. 2012 (Child Protection Policy).
 To prevent and address all forms of bullying and abuse in school.
 To increase awareness among learners, parents, and staff on child rights and
responsibilities.

III. BEST PRACTICES IN CHILD PROTECTION AND


ANTI-BULLYING
1. Strong and Active Child Protection Committee (CPC)
o The CPC was trained and met quarterly to address concerns, review cases, and
implement interventions.
2. Integration of Child Rights Education
o Lessons and activities on children’s rights and responsibilities were integrated in
Edukasyon sa Pagpapakatao (EsP) and Homeroom Guidance.
3. Safe Reporting Mechanisms
o Anonymous drop boxes, a trusted adult system, and open-door policies for
learners were in place.
4. Peer Support Programs
o Student-led peer support groups provided emotional guidance and early
identification of concerns.
5. Stakeholder Engagement
o Barangay officials, parents, and community leaders were part of prevention and
awareness campaigns.
6. Use of Positive Discipline
o The school promoted a culture of respect and kindness, avoiding corporal
punishment in favor of restorative practices.
7. Responsive Counseling and Referral
o Cases needing intervention were properly documented and referred to relevant
agencies (DSWD, PNP-WCPD, etc.).

IV. RESULTS AND IMPACT


 Bullying Incidents: Decreased by 75% compared to the previous school year (based on
incident reports).
 Reported Cases Addressed: 100% of cases were resolved or referred within 5 working
days.
 Learner Confidence: 91% of learners felt safe and supported in school (based on year-
end survey).
 Parental Involvement: Increased participation in parenting seminars and discipline
forums.
 Teacher Preparedness: 100% of teachers trained on child protection reporting
protocols.

V. CHALLENGES ENCOUNTERED
 Some learners hesitant to report due to fear of retaliation or lack of awareness.
 Limited access to professional mental health services.
 Need for more localized IEC materials (in native dialect).

VI. RECOMMENDATIONS
 Strengthen mental health support and increase training for guidance services.
 Create learner-friendly IEC materials on bullying and abuse in local languages.
 Sustain and expand the peer support and “Bata Alalay” mentoring system.
 Institutionalize positive discipline and trauma-informed teaching as part of regular in-
service training.
VII. CONCLUSION
Balinsasayao Elementary School successfully implemented child protection and anti-bullying
initiatives for SY 2024–2025. Through collaborative and holistic interventions, the school
maintained a safe, inclusive, and nurturing environment for every learner. The continued
commitment of the school, families, and the community ensured that learners' rights are upheld
and their dignity protected.
