This qualification specification is designed to outline all you need to know to offer this qualification

Qualification regulation and support
The Highfield Entry Level Award in Fundamental British Values (Entry 3) (RQF) has been developed
and is awarded by Highfield Qualifications and sits on the Regulated Qualifications Framework
(RQF). The RQF is a qualification framework regulated by Ofqual. The qualification is also regulated
by Qualifications Wales.

Qualification overview and objective
The objective of this qualification is to meet relevant programmes of learning, such as an
apprenticeship. The qualification aims to provide learners with knowledge of British values;
democracy, the rule of law, individual liberty and mutual respect and tolerance for those with
different faiths and beliefs.
It also covers the aims of Prevent, the concepts of extremism, radicalisation and terrorism and the
impact of extremism on both local communities and the nation. Learners will know how to identify
the warning signs of radicalisation and how to keep themselves safe.
Entry requirements
To register on to this qualification, learners should be 14 years of age or above.
It is also advised that learners have a minimum of Entry Level 3 in English, or equivalent.
Geographical coverage
This qualification is suitable for delivery in England and Wales.
Guidance on delivery
The total qualification time for this qualification is 17, of which 15 are recommended as guided
learning hours.

TQT is an estimate of the total number of hours it would take an average learner to achieve and
demonstrate the necessary level of attainment to be awarded with a qualification, both under direct
supervision (forming guided learning hours) and without supervision (all other time). TQT and GLH
values are advisory and assigned to a qualification as guidance.
Guidance on assessment
This qualification is assessed by portfolio of evidence which will be internally assessed and internally
quality assured by the centre. This qualification is graded as pass/refer.
Suggested paperwork is available to download from the Highfield Qualifications website.
Centres must take all reasonable steps to avoid any part of the assessment of a learner (including
any internal quality assurance and invigilation) being undertaken by any person who has a personal
interest in the result of the assessment.
Guidance on quality assurance
Highfield Qualifications require centres to have in place a robust mechanism for internal quality
assurance of training delivery and internal assessment processes. Internal quality assurance must
be completed by an appropriately qualified person and that person must not have been involved in
any aspect of the delivery or assessment of the course they are quality assuring.
Recognition of prior learning (RPL)
Centres may apply to use recognition of prior learning or prior achievement to reduce the amount
of time spent in preparing the learner for assessment.
For further information on how centres can apply to use RPL as described above, please refer to the
Recognition of Prior Learning (RPL) policy in the members’ area of the Highfield website. This policy
should be read in conjunction with this specification and all other relevant Highfield Qualifications
documentation.
Tutor requirements
Highfield Qualifications recommends nominated tutors for this qualification meet the following:
• hold a relevant subject area qualification or experience, which could include any of the
following:
− Level 1 or Level 2 Qualifications in British Values
− Experience of delivering British Values courses
• Hold, or be working towards, a recognised teaching qualification or have experience, which
could include any of the following:
− Level 3 Award in Education and Training
− Level 4 Certificate in Education and Training
− PTLLS
− CertEd
− 30 hours training in any subject
• maintain appropriate continued professional development for the subject area

Assessor requirements
Highfield Qualifications recommends nominated assessors for this qualification meet the following:
• hold a relevant subject area qualification or experience, which could include any of the
following:
− Level 1 or Level 2 Qualifications in British Values
− Experience of delivering British Values courses
• Hold, or be working towards, a recognised assessing qualification, which could include any
of the following:
− Level 3 Award in Assessing Vocationally Related Achievement
− Level 3 Award in Assessing Competence in the Work Environment
− Level 3 Certificate in Assessing Vocational Achievement
• maintain appropriate continued professional development for the subject area
Internal quality assurance (IQA) requirements
Highfield Qualifications recommends internal quality assurers for this qualification meet the
following:
• hold a relevant subject area qualification or experience, which could include any of the
following:
− Level 1 or Level 2 Qualifications in British Values
− Experience of delivering British Values courses
• hold, or be working towards, a recognised internal quality assurance qualification, which
could include any of the following:
− Level 4 Award in the Internal Quality Assurance of Assessment Processes and Practice
− D34
• maintain appropriate continued professional development for the subject area
Countersigning strategy
While it is a minimum requirement for centres to have the appropriately qualified workforce in
place, it is understood that centres may have new personnel who are working towards those
requirements. During this period, centres are required to have a robust countersigning strategy in
place that supports and validates unqualified assessment/quality assurance decisions, until the
point where they meet the requirements as detailed above.
Reasonable adjustments and special considerations
Highfield Qualifications has measures in place for learners who require additional support. Please
refer to Highfield Qualifications’ Reasonable Adjustments Policy for further information/guidance.
ID requirements
It is the responsibility of the centre to have systems in place to ensure that the person taking an
assessment is indeed the person they are claiming to be. All centres are therefore required to ensure
that each learner’s identification is checked before they undertake the assessment. Highfield
Qualifications recommends the following as proof of a learner’s identity:

• a valid passport (any nationality)
• a signed UK photocard driving licence
• a valid warrant card issued by HM forces or the police
• another photographic ID card, e.g. employee ID card, student ID card, travel card etc.
If a learner is unable to produce any of the forms of photographic identification listed above, a
centre may accept another form of identification containing a signature, for example, a credit card.
Identification by a third-party representative, such as a line manager, human resources manager or
invigilator, will also be accepted.

On successful completion of this qualification, learners may wish to continue their development by
undertaking one of the following qualifications:
• Qualifications in counterterrorism or security
• Any apprenticeship

Indicative content
Understand the concept of democracy in Britain
• an understanding of how citizens can influence decision-making through the democratic
process
• A form of government in which the common people hold political power and can rule either
directly or through elected representatives.
• The idea of voice to the people rather than one ruler/decision-maker
• Examples of democracy:
o Local or general elections
o Voting for leaders in student unions or other groups
o Deciding as a group for actions or next steps to take in a project
Understand the concept of rule of law in Britain
• an appreciation that living under the rule of law protects individual citizens and is essential for
their wellbeing and safety
• The law applies to everyone
• Breaking the law results in penalties such as imprisonment, community orders or fines
Understand the concept of individual liberty in Britain
• an understanding that the freedom to choose and hold other faiths and beliefs is protected in
law
• Having individual liberty gives you the freedom to do anything you like as long as it is within the
law, such as:

• an acceptance that other people having different faiths or beliefs to oneself (or having none)
should be accepted and tolerated, and should not be the cause of prejudicial or discriminatory
behaviour
• an understanding of the importance of identifying and combatting discrimination
o mutual respect: treating others as you would like to be treated
o tolerance: accepting the right for others to have different views from yours
o discrimination: the unjust or prejudicial treatment of people, especially on the grounds
of protected characteristics, such as sex, age or sexuality
• different faiths or beliefs:
o religion
o agnostic / atheist
o cultures
o vegetarianism / veganism
• ways of showing tolerance and mutual respect:
o listening to points made by others even if you disagree
o ensuring food provided respects others’ religious practices or beliefs

Understand the concepts of extremism, radicalisation and terrorism
• extremism: defined by the UK Government as: vocal or active opposition to fundamental
British values, including democracy, the rule of law, individual liberty and mutual respect and
tolerance for those with different faiths and beliefs.
• radicalization: the action or process of causing someone to adopt radical or extremist views on
political or social issues
• terrorism: United Kingdom's Terrorism Act 2000: the use or threat of serious violence, harm or
damage towards a person, property or electronic system which is designed to influence the
government or to intimidate the public and is made for the purpose of advancing a political,
religious or ideological cause
• impact on society: issues of community cohesion and national security
Know how to keep safe from radicalisation
• key aims of Prevent:
o a Government developed initiative to combat radicalisation and extremism known as
Prevent
o recognising and safeguarding people from radicalisation and extremism
o Prevent aims:
▪ raising awareness through working with providers of education, businesses and
partnership agencies
▪ providing advice and training

▪ supporting those people who are at risk of adopting extreme political, social or
religious beliefs/behaviours (radicalisation) using Channel
▪ supporting community groups, faith groups, charities and social enterprise

o isolated or lonely
o angry at people or the government
o unhappy with themselves or what people think of them
o looking for purpose or sense of importance
• warning signs:
o becoming withdrawn or secretive and rejecting contact with friends or family
o sudden interest in politics alongside strong views
o buying into propaganda or extremist websites
o talk positively about dangerous groups
o refusing to talk to people with certain characteristics e.g. from a different country or
following a particular belief
o being very rude or aggressive towards people with certain characteristics
• how to keep safe and actions:
o if you are concerned, speak to somebody you trust for help
o talk to ChildLine or another charity
o being cautious when speaking to people you don’t know online, e.g. don’t give out your
personal details, ensuring privacy settings on social media are high, don’t give out your
password to anyone
