Will the Minister of Women and Child Development be pleased to state:

(a) the number of rape cases of girls/women registered and the number of such cases tried in
fast track courts each year during the last five years, State-wise/UT-wise;
(b) the cost of projects submitted by each State/UT each year for approval in the last five years
under Nirbhaya Fund, details of list of approved projects and approved funds for each
State/UT each year in last five years; and
(c) funds released by Government and spent by State/UT under Nirbhaya Fund during the last
five years?

(SHRIMATI SAVITRI THAKUR)

(a): The National Crime Records Bureau (NCRB) compiles and publishes data on crimes,
including crime against women, in its publication “Crime in India” available on the website
on NCRB, https://ncrb.gov.in. The said report is available upto the year 2022. The State/
UT-wise cases registered (Girls below 18 yrs & Women above 18 yrs), cases charge-
sheeted (CCS) and cases in which trials were completed (CTC) under Rape during 2018-
2022 is enclosed at Annexure-l.

Further, a Centrally Sponsored Scheme for the establishment of Fast Track Special
Courts (FTSCs), including exclusive POCSO Courts for expeditious disposal of Rape and
POCSO Act cases was introduced by the Central Government under Nirbhaya Fund,
following the enactment of the Criminal Law (Amendment) Act, 2018 and the order of
Hon’ble Supreme Court [Suo Motu Writ (Criminal) No. 1/2019]. The Scheme has been
extended up to March, 2026 with a target of establishment of 790 FTSCs across the
country. As per the information received from the High Courts, as of 31.10.2024, a total
of 750 FTSCs including 408 exclusive POCSO Courts are functional in 30 States/UTs,
which have disposed of more than 2,87,000 cases. The State/ UT-wise details of
cumulative disposal since the inception of the Scheme and cases pending as on
31.10.2024, are given at Annexure-II.
The Department of Justice which is the nodal department of Central Government for
FTSCs, has released a total of ₹ 1008.14 Crore to the State/ UTs as the central share for
implementation of FTSCs Scheme since its inception. In line with the CSS pattern, funds
are released on a reimbursement basis, only after the States/ UTs have incurred
expenditure, including those made on behalf of the Central Government.

(b) & (c): Since the inception of Nirbhaya Fund, 49 projects/ schemes sponsored/ received
from various Ministries/ Departments of the Central Government and States/ UTs have
been appraised by the Empowered Committee (EC) under the Framework for Nirbhaya
Fund. The projects/ schemes under Nirbhaya Fund are demand driven. The projects/
schemes appraised by EC have a staggered implementation schedule.
There are some appraised projects that are directly implemented by Central Ministries/
Departments. Further, there are some projects like Emergency Response Support
System (ERSS), Cyber Crime Prevention against Women and Children (CCPWC), One
Stop Center (OSC), Universalization of Women Helplines (WHL), Women Help Desks
(WHDs) in Police Stations, Anti-Human Trafficking Units (AHTUs), Central Victim
Compensation Funds (CVCF) under which, the Central Government has provided
financial assistance to States/ UTs for implementation for measures aiming to improve
safety and security of girls and women.
Details of 49 projects along with the amount appraised by EC, amount approved by
Competent Financial Authority (CFA) in the respective nodal or implementing Ministry/
Department and the funds released/ utilized out of Nirbhaya Fund by the Implementing
Agencies including States/ UTs is at Annexure-III.
