Constitution of the Commission
• Article 218 (1):
For the purpose of election to both the Houses of Majlis-e-Shoora (Parliament),
Provincial Assemblies and for election to such other public offices as may specified by
law, a permanent Election Commission shall be constituted in accordance with this
article.

• Article 218 (2):


The Election Commission shall consist of,

a) The Commissioner who shall be the chairman of the Commission


b) Four Members, one from each province

• Article 215 (1):

Constitutional Obligation
Article 218 (3):

“It shall be the duty of the Election Commission to organize and conduct the election and to
make such arrangements as are necessary to ensure that the election is conducted honestly,
justly, fairly and in accordance with law, and that corrupt practices are guarded against.”
Duties
• Preparation of Electoral Rolls / Voter List for election to NA, PA and LG, and
revising/updating such rolls periodically.

• Organizing and conducting elections to Senate, National Assembly, Provincial


Assemblies and Local governments.

• Appointment of Appellate and Elections Tribunals

• Delimitation of Constituencies of the National Assembly, Provincial Assemblies, and


the Local governments in the Provinces, the Federal Capital and Cantonments

• Election to the Office of the President


Assistance to ECP

Article 220:

“It shall be the duty of all executive authorities in the Federation and in the Provinces to
assist the Commissioner and the Election Commission in the discharge of his or their
functions.”
Powers of the Commission
The Elections Act 2017 enacted on 2nd October, 2017 empowered the
Commission on following aspects:

• Power to make rules


• Power to punish for contempt
• Power to declare a poll void
• Establishment of monitoring system
• Power to initiate disciplinary proceedings against election officials
• Taking measures for Training of election officials.
Electoral Rolls
• Under Article 219 (a) of the Constitution, Election Commission of Pakistan is charged with
the duty of preparing electoral rolls for election to the National Assembly, Provincial
Assemblies and local governments, and revising such rolls periodically to keep them up-to-
date

• Chapter IV of the Elections Act 2017 provides for:


• Qualification of a person to get registered as voter
• Preparation of electoral rolls
• Periodical revision of electoral rolls and
• Enrolment other than revision of electoral rolls
• Computerization of electoral rolls etc.

• LG Election in Punjab and Islamabad (ICT) was not held due to repeated amendments in Local
Government Laws *.

* ECP has proposed amendment in the Election Act not to amend the Local Government laws one year
before the expiry of the tenure.

Periodical Revision of ER 2021-22

• 121 Million voters were verified through door to door verification exercises through 86,000
Verifying Officials
• More than 3 Million deceased voters removed from the Electoral Rolls
• Display Centers established - 20,458
• Vigorous media campaign on Electronic, print and social media was launched during the
revision process

• 2080 Facilitation Centers established on permanent basis


• More than 11 million voters registered during last 3 years
• Regular uploading of Updated Voter stats with graphs and historical data on ECP Website
• Guidelines for vote registration procedure on ECP Website

Computerized Electoral Rolls System (CERS):
