1. INTRODUCTION
This Method of Statement outlines the procedures, resources, and quality control measures for the execution of
Excavation and Backfilling Works at the BP Fuel Farm and Unloading Station, Erbil Airport.
2. SCOPE
This scope covers all necessary activities related to earthworks, including excavation, backfilling, filling,
grading with granular material, and compaction for building foundations. All works shall be carried out in
accordance with the drawings and project specifications. All Safety measures and environmental
considerations – such as proper barricading, construction signs, lighting, and protective measures shall be
implemented within the working area. Only trained personnel with relevant experience shall be permitted to
operate the equipment.
The scope of work includes the following items:
Stripping and preparation of areas beneath the fill and pavement layers to make them ready for
construction,
Execution of project excavations,
Filling for slope adjustment where necessary,
General filling works
Clay sub-base filling
Construction of perimeter(belt) drainage channels
Installation of external settlement benchmarks (reference points)
All works to be executed as per standard specifications, technical datasheets, and Inspection and Test Plans
(ITPs).

7. RESPONSIBILITIES
Construction Manager, Site Engineer & Site Supervisor, QA/QC Engineer and HSE Supervisor are responsible
for the implementation of the Method Statement.
Construction Manager
Oversee all activities to monitor compliance with Scope of work.
Responsible for distribution updated work instructions, method of statement and drawings.
Supports on implementation & promotion the Quality Management System.
Review the project in-depth to schedule deliverables and estimate costs.
Coordinate with workers and sub-contractors.

Oversee all activities to monitor compliance with scope of work and Inspection and Testing plan.
Ensuring all audit findings on non-conformance are properly addressed.

The HSE Supervisor shall be responsible for overall HSE requirements, executes random verification of
the works at site, monitoring all applicable HSE requirements and implementing the HSE project
procedure requirements at site.
Foreman
Foreman is responsible for all site activities ensuring that the work is carried out in a safe and efficient
manner in respect of this Method Statement and Risk Assessment. Foreman shall coordinate with
construction work to priorities and plans adhering to project safety and quality plan. Foreman shall but not
limited to produce work plan with responsible engineer, monitor the work, allocate general and daily
responsibilities, supervise and train the crew as required, guarantee all safety precautions and quality
standards are comply with project requirement, resolve the problems when arise, report on progress to
managers, engineers etc.
8. HSE REQUIREMENT
Conduct awareness to all workers about the excavation operations which should be committed to avoid
accidents.

Inspect the excavation daily by a person with experience to ensure the safety of the excavation before
allow any body to enter the excavation area
Report any signs of cracks in soil or any leakage of sand or water as well as any bulged at the sides of the
excavation
Any excavation edges shall be sloped with an inclination depending by the nature of the ground in order to
prevent edges collapse
If excavation is considered confined space, all the safe work instruction of confined space must be
followed.
All excavations shall be provided with safe access/egress points
Barriers and warning signs must be placed around the excavation area to prevent falling
Ensure the availability of alternative roads for persons and vehicles before start the excavation operations.
Ensure that all personnel employed on the job wear their PPE
9. CONSTRUCTION WORKS
9.1 Site Survey Works
Setting out the excavation setting out of the foundation and civil works, levels, formworks, installation of
embeds and fresh concrete levels in accordance with the approved drawings including, but not limited to any
other works may be required to execute the activities related to the scope of work as required under the
contract.
The execution of the surveying works will be performed by qualified surveyors.
The surveying devices i.e. total station, auto levels will be subjected to a regular basis calibration program
associated with the related calibration follow up sheet for each device working in site to ensure calibration
before the next calibration due date and this will be a direct responsibility to the quality control surveyor.
Verify the detail of excavation according to the latest construction drawing before the start of the work.
Drawing must be indicated inside PTW, in particular for Brownfield. In these areas before excavation
activities, UG utilities must be verified by scanning. Conduct a survey and mark the location and the limits of
the area to be excavated. Allowance should be provided to have enough working space between the foundation
to be constructed and the edge of the bottom of the excavation for the personnel and forms, bracing and
supports to be installed. In marking the excavation limits, consideration should also be given for additional
area to accommodate side slopes of the excavation.
Determine the depth of the excavation from the existing ground taking reference from a latest construction
drawing.
Coordinate with other disciplines involved to verify any existing service/utility lines such as water line, power
line and telephone line running through boundaries of excavation.
Scanning- to identify the presence of underground facilities prior mechanical or by hand excavation in the
project site.
Trial Digs and/or slit trenches to be performed as per project drawings, to verify the site existing underground
facilities.

9.2 Excavation Works
Set up barricade and signboards around the area to prevent unwanted personnel from the excavation site.
Report immediately any unknown underground installation encountered during excavation. Stop work and
wait for further instructions
After trial digs, Manual excavation shall be performed in the existing facility where existing utility lines or
facilities are encountered, to establish the exact location. The excavation shall be done manually and
carefully in order not to damage the utility lines or facilities.
Where the excavation site is close to the existing structures, proper shoring and bracing system shall be
planned and approved by client and then built against the excavation wall to prevent any possible collapse
of the excavation slope and also damage to the structures. In case the excavation extends below the
foundation of existing adjacent structures the work will not proceed until well planned and proper
measures to protect that structure will be approved by client.
Excavate up to the design level, width and length as required to conform to the latest construction drawing.
The vertical tolerance shall be as per specification.
Once design bottom elevation is reached, levelling and compaction shall be done on ground by using an
appropriate machine such as 1 ton roller or plate compactors up to the required density to conform with the
Project Specification.
Provide a monitoring crew during excavation equipped with a dumpy level to avoid unnecessary over
excavation.
9.3 Backfilling Works
Before filling, the compacted area shall be inspected and approved. QC Inspector shall witness the
sampling of fill material to be conducted by an approved independent testing laboratory to determine the
maximum density value and optimum moisture content and test reports shall be submitted accordingly.
Backfill areas to contours and elevations with approved materials.
Backfilling layer thickness will be max 200 mm and compaction test frequency will be as below:

Note: Sub base material report will be issued later.
Backfilling shall commence after the compaction of the natural ground, with the backfill material placed
layer by layer.
Backfill material is to be compacted layer by layer in loose depth for full with of the cross section.
Full survey control of each layer depth is required.
Compaction of backfill material shall be facilitated by maintaining its moisture within +-3% of optimum
moisture content. Layers shall be compacted to at least 95 % of maximum modified proctor density as
determined by ASTM 1557 for cohesive soils
Compaction areas shall be kept separate and no layer shall be covered by another until the proper density
Compaction and testing activities shall continue until the final level is achieved.
Structural fill shall be compacted to 70 % relative density for cohesive less soil or 95 % of the maximum
density as per ASTM D1557.
The excavated areas and each layer of backfill shall be levelled by a grader and immediately checked by
the Subcontractor’s surveyor
Ground shall be restored to its original contour as shown in the project drawing after the completion of
backfilling works. Final area to be cleaned of debris and other construction materials
10. SAFETY, HEALTH AND ENVIRONMENTAL ISSUES
Permit to Works should be prepared and signed before commence of any work activities on site as agreed
with the company.
Conditions and precautions listed in the project specifications shall be followed as a minimum.
All staff involved in the project shall be inducted on the safety, health and environmental issues associated
with the work.
Only trained personnel with relevant experience shall be allowed to handle machinery.
All the activities will be envisaged a week in advance and job safety requirements will be worked out by
analyzing the likely hazards and resorting to preventive.
Proper housekeeping at the end of the day is a part of the mandatory tasks assigned to workers to avoid
accidents due to littered tools and materials.
