RECOMMENDING TO THE SANGGUNIANG BAYAN THE DECLARATION OF


STATE OF CALAMITY FOR THE ENTIRE MUNICIPALITY OF RODRIGUEZ,
RIZAL BROUGHT ABOUT BY THE SOUTHWEST MONSOON AND TROPICAL
STORM “CRISING”.

WHEREAS, pursuant to Section 17 of the “Local Government Code of 1991”, the


Municipality of Rodriguez is mandated to exercise all powers necessary for the
promotion of health and safety and general welfare of its inhabitants among others;
WHEREAS, in accordance with Rainfall Warning No. 28 of the Philippine
Atmospheric, Geophysical, and Astronomical Services Administration of the
Department of Science and Technology (PAGASA-DOST) dated 22 July 2025 and
issued at 11:00 a.m. of the same day, the Province of Rizal is among the provinces
and/or municipalities categorized under the RED WARNING LEVEL, which indicates
SERIOUS FLOODING in flood-prone areas;
WHEREAS, that continuous monitoring and/or assessment by the Municipal Disaster
Risk Reduction and Management Office (MDRRMO) revealed that the water levels
thereof has already reached RED warning levels, which is a clear showing of the
continuous increase in the volume of water that resulted to flash floods in and
inundation of almost all areas in the Municipality;
WHEREAS, the affected population has reached 101,157 individuals or 21,470
families (based on 2025 Census) or equivalent to the 90% of the population of the
Municipality of Rodriguez, Rizal;
WHEREAS, it can be considered that almost all residents of the Municipality have
been severely devastated by the onslaught of the aforesaid weather system, as
evidenced by the overwhelming number of rescues and forced evacuations affected
by disaster responders – both from the government (municipal and national
government) and civil society organizations;
WHEREAS, according to the DROMIC Report No. 2 submitted by the Municipal
Social Welfare and Development Office, the ongoing onslaught of the above-referred
weather system and southwest monsoon resulted to the devastation of eight (8)
barangays of this Municipality;
WHEREAS, considering the foregoing circumstances, including the increasing
number of damages to property and displacement of individuals in this Municipality,
that a declaration of a state of calamity in the whole of Rodriguez, to be effected and
issued by the Sangguniang Bayan, is in order, to enable the Municipal Government
to further respond to all disaster-stricken barangays and areas, to repair and/or
rehabilitate severely damaged public infrastructures, and to stabilize the situation, so
as to achieve normalcy thereafter.
NOW THEREFORE, ON MOTION of ______________, unanimously seconded by
the body;
BE IT RESOLVED, as it is hereby resolved by the Municipal Disaster Risk Reduction
and Management Council (MDRRMC) to recommend to the Sangguniang Bayan to
declare the entire Municipality in a State of Calamity.
APPROVED AND ADOPTED during the ___ Special Meeting of the Council, held 23
July 2025, at the Municipal Conference Room, 2 nd Floor Municipal Hall, J.P. Rizal
Avenue, Barangay Balite, Rodriguez, Rizal.
