1.0 INTRODUCTION
Public speaking is an essential part of most jobs and at some point, all of us will have to
give a speech in public to inform, to persuade or to inspire others. Through public
speaking competitions, it is hoped that awareness is created among pupils on the
importance of the English language.
2.0 AIM
2.1 To encourage the development of oral communication skills among pupils or
pupils.
2.2 To promote the use of the English language.
2.3 To promote better understanding amongst young people.
3.0 ELIGIBILITY
3.1 This competition is divided into 2 categories:
a) primary school
b) secondary school
3.2 This competition is open to;
- Year 4 to Year 6 pupils only from government and government-aided primary schools;
and Form 1 to Form 5 pupils only from government and government-aided secondary
schools.
3.3 The winners from the previous year may participate in the current year but the prepared
text must not be an exact replica.
4.0 COMPETITION RULES
4.1 The competition is divided into two sections, as follows;
Section 1 : Prepared Speech – any topic
Section 2 : Impromptu Speech (for state and national levels only)

4.2 For Section 1 (Prepared Speech), contestants are to observe the following rules:
4.2.1 Primary school contestants will deliver a prepared speech on a topic of
their choice for 4 to 6 minutes. 2
4.2.2 Secondary school contestants will deliver a prepared speech on a topic of
their choice for 6 to 8 minutes.
4.3 For Section 2 (Impromptu Speech), contestants are to observe the following
rules:
4.3.1 Each contestant will get their turn to present their impromptu speech.
4. 3 . 2 Contestants are given a topic 4 minutes before they are due to present
the speech.
4.3.3 A l l contestants speak on the same topic.
4. 3 . 4 The time allocated for the impromptu speech is 3 minutes.
4. 3 . 5 A warning bell will be sounded at the 2nd minute and a final bell at the
3rd minute. Marks will be deducted thereafter.
4.3.6 The timekeeper will announce the time taken by each contestant after
the presentation.
4.4 The school identity should not be visible throughout the performance.
5.0 ADJUDICATION
5 . 1 The competition at the state level will be judged by a panel of 3 judges,
appointed by Jabatan Pendidikan Negeri Sarawak and PPD Sarikei
5.2 Points will be allocated according to the scoresheet.
5. 3 J udges will collectively determine the placing by a clear majority vote.
5. 4 The decision of the judges is final. No appeal is allowed.
5.5 Individual marks will not be disclosed.

5.6 The judging criteria for both the Prepared Speech and the Impromptu Speech
are on two aspects as follows:
5.6.1 Subject Matter
i) the subject matter of the speech should be suitable and substantial.
ii) the speech should be original and intelligent in its exploration of the
subject. To ensure originality, the prepared text should maintain a
threshold of no more than 20% for plagiarism and AI-generated
content.
iii) the speaker should develop the argument and the line of thought
logically and effectively.
iv) there should be a satisfactory conclusion which leads to a sense of
finality to the speech.
v) the speech should carry a worthwhile and convincing message.
5.6.2 Use of Language
i) the message or point of view should be conveyed in clear,
correct, comprehensible and appropriate language;
ii) tone, pace, pauses and projection are effective;
iii) the speaker avoids distractions;
iv) the speaker’s style is confident, fluent and natural.
v) the speaker:
.. should not use ineffectual repetitions e.g. “Ladies and Gentlemen”
.. should not use pompous and condescending language
.. should not overdramatize
.. should not make awkward pauses
.. should not over depend on notes, reading, shuffling palm cards
.. should not use inappropriate quotations
.. should not make jokes that are irrelevant or inappropriate
5.6.3 Additional judging criteria for the Impromptu Speech include the
following:
i) the speaker demonstrate the ability to think clearly and creatively
ii) the speaker express his views with conviction and / or humour
iii) the speaker’s remarks accurate, relevant, interesting and lucid
iv) the speaker use clear, correct, simple and fluent speech
v) the speaker’s impromptu speech is vary greatly from the prepared
speech

6.0 PRIZES AND CERTIFICATE
6.1 Prizes are awarded as follows:-
(a) Trophies and certificates of achievement will be awarded to

● Second Place
● Third Place
(b) Certificates of achievement will be awarded to
● Fourth Place
● Fifth Place
(c) Certificates of participation will be awarded to
● sixth placing onwards
7.0 EXCEPTION
All matters not stated in the concept paper or any exclusion to the rules and all other
unexpected matters and issues on interpretation will be decided by the organising
committee of the competition.

*This concept paper is valid for 2025 until further notification or revision from the Ministry of Education
Malaysia and can be used at all levels for competitions organized by the Ministry. The competition will
abide by the above rules ONLY.
