RESOLUTION ENDORSING THE BARANGAY ANTI-DRUG ABUSE PLAN FOR ADOPTION OF


THE SANGGUNIANG BARANGAY OF ______________________________ G. DEL PILAR, ILOCOS SUR

WHEREAS, Section 5 of the 1987 Philippine Constitution emphasized maintenance of peace and order as
one of the essentials for the enjoyment by all the people of the blessings of democracy;

WHEREAS, the general welfare clause of Republic Act 7160 otherwise known as the Local Government
Code of 1991 mandated that every local government units shall exercise the powers expressly granted to them for
the promotion of general welfare- among them are the maintenance of peace and order and preserve the comfort
and convenience of their inhabitants;

WHEREAS, the proliferation and increasing use of illegal drugs have significantly contributed to the rise
in criminality which necessitate a more aggressive and unified stance against illegal drugs to help ensure
community peace and harmony;

WHEREAS, Section 4 (iii) of Dangerous Drugs Board (DDB) Regulation No. 4 dated September 2016
provides that all city and municipal mayors are enjoined to ensure that every barangay in their respective
jurisdiction shall formulate the Barangay Peace and Order and Public Safety (BPOPS) Plan and Barangay Anti-
Illegal Drug Abuse Council (BADAC) Plan of Action as its component;

WHEREAS, the Barangay Anti-Drug Abuse Council as the implementing arm of the Municipal Anti-Drug
Abuse Council shall formulate a plan of action, strategize, implement and evaluate programs and projects and
activities on drug prevention or educational programs and the rehabilitation and treatment of drug-dependents;

WHEREAS, the 2017-2019 Barangay Anti-Drug Abuse Plan of Action was formulated as an integrated
approach to the elimination of illegal drugs and thus promote peace and order as well as meaningful and
economic development in the community;

WHEREAS, after thorough deliberation and discussion on the different issues and concerns and the
identification of comprehensive strategy to deter occurrence of crimes in the barangay, there is a need to approve
and endorse to the Sangguniang Barangay for its adoption the Barangay Anti-Drug Abuse Council Plan of Action
that will serve as blueprint to guide law enforcers and other stakeholders in the society towards a unified
direction for the protection of lives and properties and ensure public safety in the barangay;

WHEREAS, programs, projects and activities identified were truly responsive and were aimed in
maintaining peace and order and promoting public safety in the municipality in consonance with existing laws;

NOW THEREFORE, be it:

RESOLVED as it is hereby RESOLVED by the members of the BADAC of ______________________________ G. del


Pilar assembled in session, on motion made and duly seconded to approve and endorse the BADAC Plan of Action
to the Sangguniang Barangay for its adoption.

RESOLVED FURTHER that copies of this resolution be furnished to all concerned offices for their
information and reference.
