Dear Sir,
We acknowledge receipt of your letter referenced above and sincerely appreciate the
Engineer’s continued engagement and reminders regarding the importance of accelerating
the works at the STP and CETP sites. We would like to respectfully offer the following
response and clarifications:
1. Suspension of Work at STP – Justification & Corrective Action
It is correct that site works at the STP have not resumed in full force post-Eid holidays. This
delay was primarily caused by the following unforeseen operational constraints:
Persistent waterlogging at the STP site, compounded by continued seepage, made
mobilization of machinery difficult.
Delay in finalization of lift station design parameters, pending results of geotechnical
investigations.
Delayed disbursement of interim cash flows, leading to financial constraints in re-
mobilizing sub-contractors and suppliers.
However, these issues are now being actively addressed:
Site dewatering is underway as of July 23, 2025.
A revised micro-program for STP works is being prepared and shall be submitted by July
28, 2025.
Mobilization of formwork and steelworks sub-contractors has already commenced.
Geo-tech investigation for the lift station at STP is scheduled to commence by July 27,
2025, with completion expected by August 3, 2025.

We fully understand the gravity of the matter and assure you that the works at STP will
visibly resume by July 30, 2025, as committed in the revised plan.
2. Slow Progress at CETP – Clarification & Future Outlook
Regarding progress at CETP, we acknowledge that the pace of Geo-Tech investigation has
been slower than anticipated due to the following reasons:
The site terrain remained submerged and soft due to stagnant rainwater and high
groundwater levels, making borehole access extremely limited.
The geotechnical drilling equipment faced breakdown delays due to hard sub-layers
and required urgent replacement of augers and stabilizers.
Additionally, the contractor’s technical team had to reverify locations after
adjustments to the proposed lift station layout and structures, which contributed to the
delay.
As of July 24, 2025:
8 out of 10 boreholes at CETP have been completed.
Remaining boreholes are targeted for completion by July 28, 2025.
Lab testing and report submission for the CETP site will follow in 10 working days,
allowing timely initiation of detailed design.
We anticipate accelerated progress at CETP by the first week of August, including site
clearance, excavation, and foundations.
3. Commitment to Recovery & IPC Generation
We value the Engineer’s observation that timely progress will support the generation of
Interim Payment Certificates (IPCs) and smooth workflow. In this regard, we confirm:
Updated micro-programs for both CETP and STP will be submitted by July 28, 2025.
Resource mobilization plans for labor, equipment, and supervision will be shared with
the Engineer.
Daily and weekly progress reporting will be ensured with full transparency.
We also request your continued support in fast-tracking technical approvals and
administrative clearances that will help streamline field execution.
4. Conclusion & Request for Cooperation
We are fully committed to the timely and quality completion of the works and understand the
expectations of PQA and the Engineer. The recent delays were circumstantial, not
intentional, and are now being proactively addressed.
We once again assure you that we remain dedicated to meeting our obligations under the
Contract and are mobilizing all necessary resources to resume full-scale activities at both
STP and CETP.
We thank you for your patience and guidance and look forward to your continued
cooperation.
