THE PUNJAB PRICE CONTROL OF ESSENTIAL COMMODITIES


(AMENDMENT) BILL 2025
A
Bill
further to amend the Punjab Price Control of Essential Commodities Act 2024.
It is necessary further to amend the Punjab Price Control of Essential Commodities Act
2024 (VII of 2024) for the purposes hereinafter appearing.
Be it enacted by Provincial Assembly of the Punjab as follows:
1. Short title and commencement.- (1) This Act may be cited as the Punjab Price
Control of Essential Commodities (Amendment) Act 2025.
(2) It shall come into force at once.

2. Amendment of section 3 of Act VII of 2024.- In the Punjab Price Control of


Essential Commodities Act 2024 (VII of 2024), for brevity referred to as ‘the Act’, in
section 3:
(a) for sub-section (1), the following shall be substituted:
“(1) There shall be a Price Control Council comprising of:
(a) Minister for Price Control and Chairperson
Commodities Management or any public
representative nominated by the Chief
Minister.
(b) Minister for Agriculture. Member
(c) Minister for Industries, Commerce and Member
Investment.
(d) Chief Secretary, Punjab. Member
(e) Secretary to the Government, Home Member
Department.
(f) Secretary to the Government, Price Member
Control and Commodities Management
Department.
(g) Secretary to the Government, Agriculture Member
Department.
(h) Secretary to the Government, Livestock Member
and Dairy Development Department.
(i) Secretary to the Government, Industries, Member
Commerce and Investment Department.
(j) Chairperson, Punjab Agricultural Member
Marketing Regulatory Authority.
(k) Chairperson, Punjab Sahulat Bazaars Member
Authority.
(l) three experts in the fields, as may be Members
prescribed through the regulations, to be
nominated by the Chief Minister.
(m) three commodity-specific representatives Members
of the stakeholders, nominated by the

Chairperson.
(n) any other co-opted member. Member
(o) Director General (Commodities), Price Secretary /
Control and Commodities Management Member”.
Department.
(b) after sub-section (2), the following shall be added:
“(3) The Directorate General (Commodities), Price Control and
Commodities Management shall be the secretariat of the Council.”.
3. Amendment of section 5 of Act VII of 2024.- In the Act, in section 5, in sub-
section (2), for the expression “Industries, Commerce, Investment and Skills
Development”, the words “Price Control and Commodities Management” shall be
substituted.

STATEMENT OF OBJECTS AND REASONS


The Price Control and Commodities Management Department was established and the
Punjab Price Control of Essential Commodities Act 2024 was placed under its
administrative control in terms of the Punjab Government Rules of Business 2011. The
Price Control Council was headed by the Minster for Industries, Commerce, Investment
and Skills Development. Further, the Secretary Industries, Commerce, Investment and
Skills Development Department shall be the Provincial Controller General. Therefore,
necessary amendments are needed in the Act to exercise the powers by the
Administrative Department. Hence, this Bill.
