THE PRESIDENT OF THE REPUBLIC,
In light of the Constitution,
Considering decree No. 2004/320 of December 8, 2004, organizing the
government

DECRETE:
TITLE I: GENERAL PROVISIONS
ARTICLE 1er.(1) The Ministry of Secondary Education is under
the authority of a Minister, assisted by a Secretary of State.
The Minister of Secondary Education is responsible for
the development, implementation, and evaluation of the policy of
Government in the field of general and technical secondary education and
normal education.
In this regard, he is responsible:
of the organization and functioning of general secondary education and
technique and normal teaching;
from the design of study programs and the research of methods of
the general and technical secondary education and the monitoring of its implementation
work
from the design of study programs and the research of methods of
normal and technical education and the control of their implementation;
from the moral, civic and intellectual education of students in education
general and technical secondary
of the development and monitoring of the implementation of the school map for this order
of education;
of the monitoring and control of the administrative and educational management of the structures
of public and private education;
the development of standards and the monitoring of their application;
of guidance and school planning ;
on the book policy for this level of education;
of the management and continuing education of teaching staff subject to
attributions delegated to other heads of ministerial departments;
of the liaison with UNESCO for issues within its scope

He ensures the oversight of the Cameroon Baccalaureate Office (O.B.C) and
the General Certificate of Education Board (G.C.E. Board)
ARTICLE 2.- For the execution of its missions, the Minister of Education
Secondaries available:
- of Private Secretariats;

- of a General Inspection of Services;
- of a General Inspection of Education;
- of a Central Administration;
- deconcentrated services;
- of Secondary Establishments;
- Advisory Organizations, concerning these types and levels
of teaching.
TITLE II: SPECIAL SECRETARIATS
ARTICLE 3.- Each placed under the authority of a Chief of Private Secretariat, the
Private Secretariats are responsible for the reserved affairs of the Minister and the
Secretary of State.
TITLE III: TECHNICAL ADVISORS
ARTICLE 4.- The Technical Advisors carry out all missions assigned to them.

TITLE IV: OF THE GENERAL INSPECTION OF SERVICES
ARTICLE 5.-(1) Placed under the authority of a General Inspector of Services,
The General Inspectorate of Services is responsible for:
- of the evaluation of service performance in relation to the established objectives in
liaison with the Secretary General ;
- of internal control and the evaluation of the functioning of the services of
Ministry;
- information from the Minister and the Secretary of State on the quality of
operation and performance of services;
- from the evaluation of the application of organizational techniques and methods as well
that simplifies administrative work, in connection with the competent services
of the Administrative Reform;
- the implementation of the anti-corruption strategy within the
Ministry, in liaison with the Ministerial Cell for the Fight against Corruption.
It includes, in addition to the General Inspector, three (03) Inspectors of
Services.
ARTICLE 6.-(1) In the fulfillment of control and evaluation missions,
The Inspector General and the Inspectors have access to all documents of the services
checks. As such, they can:
- request information, explanations or documents from the responsible parties
controlled services that are required to respond within the allotted time;
- to temporarily allocate the necessary staff from other departments of the
Ministry;
- request, in case of necessity after advice from the Minister, the public force for the purpose of

ARTICLE 7.-(1) Placed under the authority of a General Inspector, the Inspection

- of coordination, supervision, monitoring, and evaluation of activities
dedicated to Educational Inspections;
- of monitoring the activities of the bodies responsible for exams and competitions;
- of the control and evaluation of the Cameroonian educational system;
- the permanent adaptation of pedagogy to the evolution of science;
- of the implementation of government policy regarding textbooks
school supplies and other teaching tools;
- relationships in research and training program;
- from the definition of continuing education programs and teaching to
Distance of teachers.
(2) It includes:
- a Support Cell for Pedagogical Action;
- pedagogical inspections;
- a Secondary Education Establishments Control Brigade
Private.
CHAPTER I: FROM THE SUPPORT CELL TO PEDAGOGICAL ACTION
ARTICLE 8.- (1) Placed under the authority of a Cell Leader, the Support Cell
The Educational Action is responsible for:
- from the implementation of research programs;
- relations in research training program matters;
- of the promotion and dissemination of research results.
It includes, in addition to the Cell Leader, four (04) Study Officers.

CHAPTER II: PEDAGOGICAL INSPECTIONS
ARTICLE 9.- (1) Placed under the authority of the Pedagogical Inspectors, the Inspections
of Pedagogy are in charge:
- from the definition and development of programs as well as methods
of teaching the different disciplines;
- of monitoring, control, and permanent evaluation of programs, of
teachers, textbooks and teaching materials;
- educational surveys with Provincial Delegations;
- from the definition of educational research programs;
- of the monitoring and evaluation of Distance Training for teachers;
- of the ongoing training of teachers, in connection with the Management
of Human Resources;
- of the preparation of teaching sheets;
- of the preparation of the semi-annual evaluation report of educational activities;
- of the formatting and control of the subjects of exams and competitions in
liaison with the Provincial Educational Inspections;
- of the issuance of technical opinions on the initial training of teachers and
supervisory educational frameworks;
- of the issuance of technical opinions on the proposals of the lists of correctors,
mission managers and chairpersons of official examination boards in connection with the
organizations responsible for the organization of examinations and competitions.
They are distributed as follows:
- The Pedagogical Inspection responsible for the promotion of Bilingualism: promotion
of English in French-speaking secondary schools and normal, and of
French in English-speaking secondary schools of the same levels;
- The Pedagogical Inspection responsible for Tertiary Sciences and Technologies;
- The Inspection of Pedagogy responsible for teaching letters, arts,
foreign languages (French, English, German, Arabic, Spanish, Chinese, Japanese)
Italian, Portuguese;
- The Educational Inspection in charge of Industrial Techniques;
- The Educational Inspection responsible for the teaching of human sciences:
history, geography, civic education, philosophy, ethics;
- The Pedagogical Inspection responsible for science teaching:
mathematics, physical sciences, chemistry, technology, life sciences
land, environment, hygiene, and biotechnology;
- The Pedagogical Inspection in charge of technical and normal education;
- The Pedagogical Inspection responsible for teaching Computer Science
(computer science, computer graphics, computer maintenance).
(3) Each Educational Inspection is led by two or three (02
National Educational Inspectors by subject or group of subjects.
(4) The Inspection of Pedagogy of Sciences and Technologies of
Tertiary and the Industrial Techniques Education Inspection include
Sections animated by one (01) Coordinating Pedagogical Inspector
National.
ARTICLE 10.-(1) Each placed under the authority of a Pedagogy Inspector,
Pedagogical inspections provided for in Article 9 paragraph (2) above are responsible for
supervise and coordinate the activity of the National Educational Inspectors.
The Inspection of Pedagogy of Sciences and Technologies of
Tertiary includes:
- the Section of Economic Sciences and Management Techniques
Accounting and Finance, Economic and Social Sciences, Insurance
Financial mathematics, Law, Legislation;
- the Section of Administrative and Commercial Action and Communication
(secretarial and administrative office professions, communication and administrative management,
marketing, Social and Family Economy, hospitality and tourism.
(3) The Inspection of Pedagogy of Industrial Techniques includes:
- the Department of Electrical Engineering and Mechanical Engineering;
- the Department of Civil Engineering, Wood Engineering, and Agricultural Techniques;
- the Section of Industrial Chemistry and Biomedical Disciplines;
- the Arts and Fashion Section.
CHAPTER III: ON THE ESTABLISHMENT CONTROL BRIGADE
PRIVATE SECONDARY EDUCATION
ARTICLE 11.-(1) Under the authority of a Brigade Chief, the Control Brigade
The Secondary Private Education Establishments are responsible for supervision of
private establishments of general, technical, and normal secondary education and of
the use of state subsidies and other sources of funding.
Controls give rise to the drafting of at least one report
quarterly addressed to the hierarchy.
(3) It includes, in addition to the Brigade Chief, two (02) Controllers of
Service.
TITLE VI: OF CENTRAL ADMINISTRATION
ARTICLE 12.-The Central Administration includes:
- the General Secretariat;
- the Directorate of General Secondary Education;
- the Directorate of Technical and Normal Education;
- the Directorate of Examinations, Competitions and Certification;
- the Human Resources Department;
- the Directorate of Financial and Material Resources;
- the Division of Projects, Cooperation, Planning, and
School Orientation.
CHAPTER I: OF THE SECRETARIAT GENERAL
ARTICLE 13.-(1) The General Secretariat is under the authority of a Secretary
General, chief collaborator of the Minister, who follows the management of affairs of
Department and receives for this purpose the necessary signature delegations.
In this regard:
- he coordinates the actions of the Central Administration services and the Services
Dispersed and holds coordination meetings for this purpose, which he addresses the
minutes to the Minister;
- it defines and codifies the internal procedures of the Ministry;
- he ensures the ongoing training of the staff and organizes under the authority of
Minister, seminars and refresher training courses, improvement or
specialization;
- he follows, under the authority of the Minister, the actions of the attached services of which he
approves the action plan and receives activity reports;
- he ensures the speed in processing files, centralizes the archives and
manages the documentation.
In case of absence or incapacity of the Secretary-General, the

ARTICLE 14.- Are attached to the General Secretariat:
- the Division of Legal Affairs;
- the Monitoring Cell;
- the Communication Cell;
- the Translation Cell;
- the IT Cell
- the Planning Cell
- the Sub-Directorate for Reception, Mail and Liaison;
- the Sub-Department of Documentation and Archives.
SECTION I: ON THE DIVISION OF LEGAL AFFAIRS
ARTICLE 15.-(1) Placed under the authority of a Division Chief, the Division of
The Legal Affairs Department is responsible:
- the respect for the legality and legal regularity of acts;
- of the preparation and formatting of draft texts of a character
legislative or regulatory initiatives by the Ministry or submitted for signature
Minister;
- legal opinions on issues related to the Ministry;
- of the promotion and dissemination of legal culture within
Ministry;
- in defense of the interests of the State whenever the Ministry is involved
in a case.
(2) It includes:
- the Studies and Regulation Cell;
- the Litigation Cell.
ARTICLE 16.-(1) Placed under the authority of a Head of Unit, the Studies Unit and
is responsible for the Regulation:
- of all the studies related to the compliance of the texts and acts taken by the
Minister regarding the current legislation and regulations;
- from the drafting of texts or draft texts of a legal nature adopted by the
Minister;
- on the codification of legislative and regulatory texts.
It includes, in addition to the Cell Leader, two (02) Study Officers.
Assistants.
ARTICLE 17.-(1) Placed under the authority of a Cell Leader, the Cell of
Litigation is charged:
- of the instruction of administrative and contentious appeals, in connection with the
technical directions;
- in defense of the interests of the Ministry in court.
It includes, in addition to the Cell Leader, two (02) Study Officers.

SECTION II: FROM THE MONITORING CELL
ARTICLE 18.-(1) Placed under the authority of a Cell Leader, the Monitoring Cell
carries out any study or mission entrusted to her by the Secretary General. She is particularly
in charge
- of monitoring the activities of central and decentralized services;
- from the synthesis of action programs, economic reports and
activity reports transmitted by the central and decentralized services of the Ministry.
It includes, in addition to the Cell Leader, three (03) Officers.

SECTION III: FROM THE COMMUNICATION CELL
ARTICLE 19.-(1) Placed under the authority of a Cell Leader, the Cell of
Communication is overloaded:
- from the implementation of the government communication strategy within
of the Ministry;
- from the design and formatting of specific messages from the Minister;
- from the collection, analysis, and preservation of documentation
journalistic and audiovisual of the Ministry;
- from the exploitation of articles related to school problems published in the
national and international press;
- of the ongoing promotion of the Ministry's brand image;
- of the protocol and the organization of the ceremonies in which participates the
Minister or Secretary of State;
- from the production of school broadcasts in the media;
- of the organization of press conferences and other communication actions
of the Minister;
- public relations of the Ministry;
- from the writing and publication of the information bulletin and all
other publications interesting the education system.
It includes, in addition to the Cell Leader, two (02) Study Officers.
Assistants.
SECTION IV: FROM THE TRANSLATION CELL
ARTICLE 20.- (1) Placed under the authority of a Cell Leader, the Cell of
Translation is loaded:
- of the current translation of documents;
- of the quality control of the current translation;
- the establishment of a bank of terminological data related to
education.
It includes, in addition to the Cell Leader, two (02) Study Managers.
Assistants, responsible respectively for translation into French and of the
translation into English.
SECTION V: OF THE COMPUTER CELL
ARTICLE 21.- (1) Placed under the authority of a Cell Leader, the IT Cell
is in charge:
- from the design and implementation of the IT master plan of
Ministry;
- of the choice of equipment in the field of operating IT
systems;
- the establishment of banks and databases related to the different
computer subsystems of the Ministry;
- of the security, availability, and integrity of the information system;
- assistance and advice to the Human Resources Department on matters
staff training for the operation of the computer system;
- of technological watch in the field of computing;
- on the conservation and publication of data necessary for decision-making
strategic decisions in education;
- from the promotion of information and communication technologies.
It includes, in addition to the Cell Leader, two (02) Study Officers.
Assistants.
SECTION VI: OF THE SUB-DIRECTORATE OF RECEPTION, MAIL AND
OF LIAISON
ARTICLE 22.-(1) Placed under the authority of a Deputy Director, the Sub-Directorate of
The Reception, Mail and Liaison is responsible for:
- of welcoming, information, and guidance for users;
- from the reception, processing, and distribution of mail;
- of the filing and preservation of signed documents;
- of the reproduction and distribution of individual and regulatory acts
as well as any other service documents;
- the resumption of services for processing files.
(2) It includes:
- the Reception and Orientation Service;
- the Mail and Liaison Service;
- the Recovery Service.
ARTICLE 23.- (1) Placed under the authority of a Department Head, the Reception Service and
of the Orientation is responsible:
- from the receipt of the files;
- from the reception of requests;
- of welcoming and informing users;
- of the compliance control of the files.
(2) It includes:
- the Office of Information and Control
- The Rejection Office.
ARTICLE 24.-(1) Placed under the authority of a Head of Service, the Mail Service and
The Liaison is in charge:
- of mail processing;
- of the classification and preservation of signed documents;
- of the reproduction of individual acts and any other service document;
- from the notification of signed acts;
- from the creation of virtual folders.
(2) It includes:
- The Incoming Mail Office;
- the Departure Mail Office;
- the Reproduction Office.
ARTICLE 25.-Under the authority of a Department Head, the Recovery Service is
charged
- the recording of users' requests;
- of the automatic resumption of services in case of non-compliance with deadlines
standards for processing files;
SECTION VII: OF THE DOCUMENTATION SUB-DIRECTORATE AND OF
ARCHIVES
ARTICLE 26- (1) Placed under the authority of a Deputy Director, the Sub-Directorate of the
Documentation and Archives is responsible:
- from the implementation of the Ministry's internal policy on the subject
of archive organization;
- from the collection and dissemination of written documentation, in terms of
of education;
- of promoting reading and documentary research in the environment

- the Documentation Service;
- the Archives Service.
ARTICLE 27.- Placed under the authority of a Department Head, the Service of the
Documentation is loaded:
- from the collection and dissemination of written documentation;

ARTICLE 28.- Placed under the authority of a Head of Service, the Archives Service is
in charge of the design and implementation of the internal policy of the Ministry
in terms of archive organization.
CHAPTER II: ON THE MANAGEMENT OF SECONDARY EDUCATION
GENERAL
ARTICLE 29.-(1) Placed under the authority of a Director, the Directorate of

- of the administrative coordination of public education institutions

- the Sub-Department of Studies and Statistics.

PUBLIC ESTABLISHMENTS OF GENERAL SECONDARY EDUCATION
ARTICLE 30.- (1) Placed under the authority of an Assistant Director, the Sub-Directorate of the
The Management of Public Secondary Education Institutions is responsible for:
- from the administrative coordination of Public Education institutions
General Secondary;
- of the monitoring and administrative control of Public Institutions
General Secondary Education.
(2) It includes:
- the General Secondary Education Management Service;
- the Service for the Management of General Education Colleges.
ARTICLE 31.- Placed under the authority of a Department Head, the Services provided for
Article 30 paragraph (2) above are responsible:
- of the monitoring of the movement of teaching staff in secondary schools
General, in connection with the General Inspectorate of Education, the Directorate of
Human Resources and the Provincial Delegations of the Ministry;
- from the management of the records of the establishments;
- from the exploitation of the reports of the heads of establishment.
SECTION II: FROM THE SUB-DIRECTORATE OF MONITORING ESTABLISHMENTS
GENERAL EDUCATION PRIVES
ARTICLE 32.-(1) Placed under the authority of a Deputy Director, the Sub-Directorate of
The monitoring of Private General Education Institutions is responsible for:
- of administrative and financial control of private educational institutions
of general secondary education;
- of the maintenance of the file of private secondary education institutions
general;
- the finalization of the files for creation, opening, extension or
closure of private general secondary education institutions in connection
with the Legal Affairs Division and the Infrastructure Department,
Equipment and Maintenance;
- the follow-up of the partnership, if applicable, with private institutions
general secondary education;
- the drafting of contracts with private educational institutions
general secondary.
(2) It includes:
- the Service for the Management of Private Secondary Education Institutions
General;
- the Grants Service;
- the File and Statistics Service.
ARTICLE 33.-Placed under the authority of a Head of Service, the Management Service of
Private Establishments of General Secondary Education is responsible:
- from the study of requests for creation, opening, or extension of
private general secondary education establishments;
- of the maintenance of the files of the corresponding schools;
- from the exploitation of reports from heads of private educational institutions
general secondary, particularly those at the beginning and end of the school year;
- relationships with the Secretariats of Education.
ARTICLE 34.-Placed under the authority of a Department Head, the Grants Service
is charged:
- from the preparation of the statements of state grants and other sources of
financing in connection with the Division of Projects and Cooperation;
- the drafting of contracts with private educational institutions
general secondary.
ARTICLE 35.- Placed under the authority of a Chief of Service, the File and Information Service
Statistics is loaded:
- from the analysis of statistical data related to private establishments
of general secondary education;
- the maintenance, operation, and update of the establishments file
deprived of general secondary education in connection with the IT Unit.
SECTION III: FROM THE UNDERDIRECTORATE OF STUDIES AND STATISTICS
ARTICLE 36.- (1) Placed under the authority of a Deputy Director, the Deputy Directorate of
Studies and Statistics is in charge:
- of the coordination of studies related to the needs for teaching staff of
General Secondary Education;
- of the centralization and synthesis of studies related to the opening of
new public secondary general education institutions or their
transformation
- from the analysis and publication of statistical data of the establishments
publics of General Secondary Education;
- of the management of the file of private Secondary Education establishments
General;
- of the maintenance of the staff file.
(2) It includes:
- the Studies Department;
- the File and Statistics Service.
ARTICLE 37.-Placed under the authority of a Head of Service, the Studies Department is
charged
- studies related to the needs for teaching staff;
- studies related to the opening of new public establishments
General Secondary Education;
- studies related to the transformation of Teaching Colleges
General Secondary.
ARTICLE 38.- Under the authority of a Head of Service, the File and Service
Statistics is loaded:
- from the centralization, analysis, and production of statistical data
public institutions of general secondary education, in connection with
Computer Cell and the Division of Planning and School Guidance;
- of the maintenance of the File of General Secondary Education establishments;
- from the maintenance of the personnel file.
CHAPTER III: ON THE DIRECTION OF TECHNICAL EDUCATION AND
NORMAL
ARTICLE 39.- (1) Placed under the authority of a Director, the Directorate of
The Technical and Normal Education is responsible for:
- of the administration and control of public educational institutions
Technical Secondary;
- of the administration and control of the Normal Schools for Teachers of
Technical Education;
- from the realization of studies and the formulation of personnel needs
teacher in connection with the General Inspection of Education and the Directorate
of Human Resources;
- of the follow-up of the personnel file of the institutions under its jurisdiction in liaison
with the Human Resources Department;
- from the study of the needs for teaching staff in connection with the Inspection
General Education and Human Resources Management;
- of the monitoring of private technical and normal education institutions.
(2) It includes:
- the Sub-Directorate of Public Technical Education Institutions;
- the Sub-Department of Management of Normal Schools for Teachers of
Technical Education;
- the Sub-Directorate of Studies and Statistics;
- the Sub-Directorate for Monitoring Private Educational Institutions
Technique and Normal.
SECTION I: FROM THE SUB-DIRECTORATE OF PUBLIC ESTABLISHMENTS
TECHNICAL EDUCATION
ARTICLE 40.-(1) Placed under the authority of a Deputy Director, the Deputy Directorate of
Public Technical Education Establishments are responsible for:
- of the administrative management of the institutions;
- of monitoring and administrative control of the establishments;
- the preparation of transfers and assignments;
- on the processing of the back-to-school and end-of-year reports of the institutions;
- the processing of various files from the establishments.
(2) It includes:
- the Service for the Management of Technical and Vocational High Schools;
- the Service for the Management of Technical Education Colleges.
ARTICLE 41.- Each placed under the authority of a Chief of Service, the Services provided

- from the maintenance of school records;
- from the exploitation of the reports from the heads of establishments;
- the preparation of transfers and assignments of teaching staff, in
liaison with the General Inspection of Education and the Directorate of Resources
Humans.
SECTION II: FROM THE SUB-DIRECTION OF SCHOOL MANAGEMENT
NORMAL SCHOOLS OF TECHNICAL EDUCATION
ARTICLE 42.- (1) Placed under the authority of a Deputy Director, the Deputy Directorate of
Management of Normal Schools for Technical Education Teachers is
charged
- of the coordination of studies related to staffing needs, to
operation, at the creation and opening of the Normal Schools for Teachers of
Technical Education;
- from the synthesis and exploitation of school statistics at the level of
The Normal Education relevant to the ministry;
- the preparation of the reports of teaching staff and management;
- of the monitoring of assignments and transfers of teaching staff and
of supervision, in connection with the General Inspection of Education, the Directorate
of Human Resources and the Decentralized Services of the Ministry.
(2) It includes:
- the Management Service of Normal Schools for Teacher Training
Technique;
- the File and Statistics Service.
ARTICLE 43.- Placed under the authority of a Chief of Service, the Management Service of
Normal Schools for Technical Education Teachers are responsible:
- studies related to the needs for teaching staff;
- studies regarding the opening of new Teacher Training Schools
of Technical Education;
- of the inter-provincial movement of teaching staff, in connection
with the General Inspectorate of Education, the Human Resources Department
and the Decentralized Services of the Ministry;
- of the management of the records of educational institutions and Normal Schools
of Technical Education Teachers;
- from the exploitation of the reports of the heads of establishment.
ARTICLE 44.-Under the authority of a Head of Service, the File and...

- from the analysis of statistical data relating to Teacher Training Colleges
of Technical Education;
of the maintenance, operation, and updating of the file of Normal Schools
of Technical Education Teachers, in connection with the IT Unit.

TECHNICAL AND NORMAL TEACHING PRIVES

- from the synthesis of statistical data and their preservation.

of a permanent mission for the inspection of teaching staff and programs
with the Department Delegations of the Ministry and the responsible parties of
establishments;
of the organization of internships, seminars, and educational conferences;
from the design, production and dissemination of documentation
educational aimed at supporting teachers and the various partners of
the educational community
the promotion and dissemination of educational research work carried out in
the Provincial Delegations of the Ministry;
of the validation of the documents produced by the teachers, in connection with
The General Inspection of Education;
from the popularization of experimental approaches and practices;
help for the distance training of teachers.
Each Coordinating Inspector is assisted by two (02) or three (03) Inspectors.
Provincial Educational by subject or group of subjects.
The Provincial Inspections of Pedagogy are distributed as follows:

Francophone institutions at the normal levels,

ARTICLE 102.-(1) Placed under the authority of a Deputy Director, the Deputy Directorate of
General Affairs is responsible:
of the preparation, execution and control of the budget of the Provincial Delegation
of the Ministry, in coordination with the central services;
the management of all staff of the Provincial Delegation, in connection with
the central and departmental services;
of the management and maintenance of materials and equipment.
(2) It includes:
the Personnel and Payroll Service;

the Department of Material, Infrastructure, Maintenance, and Equipment

ARTICLE 103.- Placed under the authority of a Head of Service, the Personnel Service and

ARTICLE 105.- Placed under the authority of a Head of Service, the Equipment Service,
Infrastructures, Maintenance and School Equipment is, in connection with
the competent departments of the central services, in charge:
of the evaluation and monitoring of school construction and equipment projects;
of the monitoring of the receipt, of the use of the received works as well as of the
respect of their warranty period;
of the monitoring of the refurbishment and maintenance of the equipment, of the
buildings and school equipment.
ARTICLE 108.- Placed under the authority of a Head of Service, the Medical Inspection
Scolaire is, in connection with the relevant structures of the central services, responsible
:
of the organization and monitoring of the implementation at the provincial level of the policy
sanitary in the school environment;
of the organization of care programs and biomedical monitoring of students and the
staff of the Provincial Delegation;
from the coordination of activities and the control of school infirmaries;
information, social assistance, and systematic medical visits to
level of the educational institutions within its area of competence.
SECTION IV: OF THE SCHOOL CARD SERVICE, OF ORIENTATION
SCHOOL AND POST AND EXTRA-CURRICULAR ACTIVITIES
ARTICLE 107.- (1) Placed under the authority of a Head of Service, the Card Service
School, from the School Guidance and Post- and Extra-Curricular Activities is responsible:
from the development of statistics and the school map at the provincial level;
from the coordination of post and extracurricular activities;
of the monitoring and management of studies on the performance of the educational system, in connection
with the Provincial Pedagogical Inspections;
information for students and the general public about studies and opportunities;
the orientation of students in the Province according to their abilities.
(2) It includes:
The School Card and School Orientation Office;
the Office of Post and After-School Activities ;
The Documentation Resource Office.
ARTICLE 108.-Placed under the authority of a Head of Office, the Office of the Map
School and School Guidance is responsible:
from the synthesis of scholarship proposals;
on the follow-up of students' orientation according to their abilities;
the development of the provincial school map and its updating;
the establishment of a statistical database;
from the collection and processing of statistical data.
ARTICLE 109.- Placed under the authority of a Chief of Office, the Office of Activities
Post and After-School Activities is responsible for monitoring post and extracurricular activities in the
province.
ARTICLE 110.- Placed under the authority of a Head of Office, the Office of Resources
Documentaries is busy:
from the preservation of archives at the level of the Provincial Delegations of the Ministry;
of the monitoring of school library activities.
SECTION V: FROM THE SUB-DIRECTORATE OF EXAMS, COMPETITIONS
AND CERTIFICATION
ARTICLE 111.- (1) Placed under the authority of a Deputy Director, the Deputy Direction of
Exams, competitions, and certification are in charge:
of the general organization of exams and competitions at the provincial level;
from the dissemination of results;
the awarding of diplomas;
exam statistics;
the monitoring and oversight of financial operations related to exams and competitions.
(2) It includes:
the Department of Examinations and Competitions of General Education;
the Service for Examinations and Competitions of Technical and Normal Education;
the Results and Archives Department.
ARTICLE 112.- Each placed under the authority of a Department Head, the Services of
Exams and competitions provided for in article 111 paragraph (2) above are charged:
from the management of stocks of documents and materials for exams and competitions;
of the litigation instruction of examinations;
from the graduation ceremony;
public information, dissemination of texts regarding exams and
competitions organized by the Ministry;
of the instruction of the candidates' files.
ARTICLE 113.- Placed under the authority of a Department Head, the Results Service and
of the Archives is responsible:
from the publication of the results of the exams and competitions organized within the jurisdiction of
Provincial Delegations of the Ministry;
the development and maintenance of statistics;
of the preservation of the minutes of examinations and competitions and any other
document resulting from the publication of results.

ARTICLE 114,- (1) Placed under the authority of a Departmental Delegate, the Delegation

of the stimulation of actions aimed at ensuring the rooting and the radiance of
the school in its environment;
of the monitoring of maintenance and upkeep actions for buildings and equipment

the development of continuing education plans for staff;
the pedagogical, administrative, and financial management of the staff of
general, technical and normal secondary education within its area of competence;
from the material management of exams and competitions at the department level.

Administrative and Financial is responsible:
from personnel management at the departmental level;
from the preparation and settlement of the financial commitments of the Delegation.

ARTICLE 124.- All previous contradictory provisions are repealed, in particular
those of decree n° 2003/321 of August 27, 2003 organizing the Ministry of
Technical Education and Vocational Training and decree No. 2004/066
of March 31, 2004 concerning the organization of the Ministry of National Education.
ARTICLE 125;- This decree shall be recorded and published according to the procedure
emergency, then inserted in the Official Journal in French and English.
