 2. SITUATION:
The geographical location of the
Philippines, being situated between the Pacific and
Eurasian Plates, makes it a constant target of highly
destructive natural disaster and calamities, such as
storm surges, floods, tidal waves, landslides, volcanic
eruptions and earthquakes. With at least 22 tropical
storms traversing every year and compounded
periodically by high-intensity earthquakes in an
average of six years, the country experienced the
dislocation of thousands of families, loss of many
lives, massive destruction to property and
agricultural products, and tremendous effect on its
economy.
 2. SITUATION:
With the increasing damage caused
by these natural disasters, the Philippine
Government enacted into law Republic Act
No. 10121 on May 27, 2010, which further
strengthens the Philippine Disaster Risk
Reduction and Management System, provides
for the National Disaster Risk Reduction and
Management Framework, and institutionalizes
the National Disaster Risk Reduction and
Management Plan.
 2. SITUATION:

In order to keep abreast with the

national government’s enhanced concepts on
disaster risk reduction and management
system, the Philippine National Police (PNP)
revisited and revised its disaster preparedness
and response operations which led to the
crafting of the Policing during Disaster.
 2. SITUATION:

For purposes of this IMPLAN, natural

disaster shall include but not limited to floods,
typhoons, storm surge, tidal waves, tsunamis,
drought, volcanic eruptions, earthquakes,
landslides and other natural disasters that
may lead to colossal loss of lives and
properties.
 3. MISSION:
The PNP, as a member agency of the
National Disaster Risk Reduction and Management
Council (NDRRMC) which is the principal policy-
making and coordinating body, shall conduct disaster
risk reduction and management activities through a
three-stage approach, namely, Pro-active Assessment
Stage, Disaster Incident Management and Support to
Recovery and Rehabilitation efforts. This will be
supervised by the PNP Critical Incident Management
Committee headed by The Deputy Chief, PNP for
Operations (TDCO) and to be carried-out by TDPCR as
Chairman/Task Coordinator, PNP Sub Committee on
Disaster Management (PNP SCDM).
 4. EXECUTION:

The PNP shall observe the concept of

disaster risk reduction and management program of the
NDRRMC, being the principal policy-making and
coordinating body, in the operationalization of its three-
stage disaster preparedness and response operations to
be executed by TDPCR, Chairman/Task Coordinator, PNP
Sub-Committee on Disaster Management (PNP SCDM)
as stipulated under Memorandum Circular Number
2013-021 re Critical Incident Management Operational
Procedures (CIMOP).

delivered to where they are needed most.

and safety of personnel shall always be the primary
concern.

all police operations during disaster.

 OBSERVATIONS
a. STG Law and Order is the Incident Command System;
b. CODAN radios failed in some areas. No emergency or
alternate communications for use of both local and
augmentation units in affected areas;
c. No heavy equipment, there is danger in manual clearing of
debris;
d. No generators for Police Stations;
e. Unattended cadavers from airport to city was a media story
and gave impression that government response was slow;
f. No refrigerated containers to preserve cadavers for DVI;

g. 1st responders were not able to effectively secure themselves
and their families before disaster struck thus became victims
and was rendered ineffective for a long period;
h. Police offices was not reinforced thus destroyed.
h. SAF tear gas ran out in TAC to stop would be looters;
i. Flat tire problems due to heavy load on PNP vehicles carrying
supplies and relief goods;
j. No security guards. PNP personnel are now temporarily
securing commerce, executive villages and utilities; and
k. There are commanders adjacent to the affected PROs who
took extra effort and initiative to coordinate the overall
government effort to deliver the needs in the disaster area,
fast. Especially, in resolving the relief traffic in Matnog Pier,
Sorsogon.

 RECOMMENDATIONS
a. Procurement of generators for all stations, alternate
communications, air-sea-land lift capability, road clearing
equipment's like chainsaw and heavy equipment, and
refrigerated containers for preservation of DVI cadavers;
b. Upgrade the Situation Monitoring Room by integrating all
forms of emergency/alternate commo and electronic media
manned by reps from all tasked units. An alternate/mobile
operations center is a must;
c. NHQ representatives to be deployed earlier with DPRTG to
assess and Identify what more can be done to help affected
personnel get back on their feet;
d. Incident Command System refresher course for all Senior
Officers/Commanders;

e. MOA with airlines and shipping companies for PNP
immediate deployment and response;
f. Security agencies in would be affected area to make sure that
they have replacement guards available;
g. Bicycle or motorcycle is best form of transportation by
augmentation troops;
h. Tetanus vaccination and other meds a must for all
responders;
i. Faster retrieval of cadavers for faster normalization;
j. All PNP personnel should be taught basic Disaster Victim
Identification to assist SOCO for faster processing of the
dead;

k. Augmentation teams should be self-sustained with water
dolly, generators, tents and Meal Ready to Eat (MRE),

cameras to document activities and immediately post it in

o. All PROs to identify secure evacuation sites for PNP

p. COMMEL should have reaction teams equipped with generators to
install, repair & activate a repeater antenna for easier coordination of
augmentation units;
q. Deployment of augmentation personnel for law and order can be earlier;
r. Chain of command should never be broken. An affected police station
may be filled or replaced by personnel from the PPO, PPSC and adjacent
stations. PPO in turn by PRO, RPSB and adjacent PPOs. PRO by NHQ, SAF
and adjacent PROs;
s. Monthly Disaster Simulation exercises should be observed; and
t. A review of PNP Response to Disasters.
u. All commanders to makes sure that PNP building are reinforced (tied
down roofs, plastered windows, sand bagging, bring down antenna)
before disaster strikes. All Personnel should be able to report to a
working office after disaster.
