RATIONALE
Section 3 (b) of RA No. 7160, otherwise known as the
Local Government Code of 1991, provides that, “there
shall be established in every local government unit an
accountable, efficient, and dynamic organizational
structure and operating mechanism that will meet the
priority needs and service requirements of its
communities.”
This principle is anchored on the recognized value of
continually improving governance to ensure the
efficient and effective delivery of public goods and
services to the people.
An important aspect in the pursuit of good
governance is building the capacity of the local
government units to perform their mandates.

To provide an integrated and more responsive


approach to capacity development (CapDev),
LGUs are enjoined to design and implement a
CapDev Agenda.
Training is generally seen as popular
intervention to address performance gaps and
organizational enhancement needs.

However, studies show that training for LGUs,


aside from being generic, are provided without
prior assessment of the LGU needs and resources
available.
Several reports received by the DILG that there
are training programs conducted which do not
really respond to the competency requirements
of the LGU.
In response thereto, the DILG issued DILG
Memorandum Circular No. 2007-71 which
provides for the guidelines to facilitate the
development and implementation of responsive
capacity development interventions for LGUs.
Under the said Memorandum Circular, all LGUs
are required to prepare their Capacity
Development (CapDev) Agenda responsive to the
results and findings of relevant assessment
tools such as the System on Competency
Assessment for Local Governments (SCALOG).

To facilitate the Capacity Assessment and
formulation of the Capacity Development

and CapDev Agenda Formulation shall be

Objective
At the end of this program, the Local Government of
Dumalinao shall be able to produce a Three-Year
Capacity Development Agenda to be implemented
within the period CY 2020 – 2022 in order to better
improve, as well as to address the competency gaps
and organizational weaknesses affecting the overall
LGU performance.

Step 5: Prioritize Capacity Development


Interventions
 Prioritizing solutions that will address capacity and performance gaps in
the LGU and enable it to achieve its desired goals and objectives;
 Come up with a list of priority capacity development interventions that will
bring the LGU closer to meeting its development goals and objectives.

Prioritization Matrix
 A structured and objective technique in enabling a group to achieve
consensus on a set of priority CapDev projects.
 Provides the means for ranking CapDev interventions or projects based on
a set of criteria that is agreed upon by the team.

Step 6: Determine Risks and Mitigation


Strategies
 Helps in determining the risk associated with a capacity development
intervention and in minimizing the impact of possible adverse or
unwelcome circumstances, should they arise during the implementation.
 Designed to remove or reduce the risks that may threaten the achievement
of project objectives.

2. Decide on the risk level or intensity of the risk using a
rating scale. Categorize the risk into high, medium or low.
Factors to be considered in categorizing the risk:
• Probability of occurrence
• Impact on the project/program/intervention

4. Identify the risk owner.

Agenda
 Details the scope of each intervention and its resource requirements;
 Identify the outputs, targets, timeframe, funding requirements, process
