RATIONALE
Section 3 (b) of RA No. 7160, otherwise known as the
Local Government Code of 1991, provides that, “there
shall be established in every local government unit an
accountable, efficient, and dynamic organizational
structure and operating mechanism that will meet the
priority needs and service requirements of its
communities.”
This principle is anchored on the recognized value of
continually improving governance to ensure the
efficient and effective delivery of public goods and
services to the people.
An important aspect in the pursuit of good
governance is building the capacity of the local
government units to perform their mandates.

A structured and objective technique in enabling a group to achieve
consensus on a set of priority CapDev projects.
Provides the means for ranking CapDev interventions or projects based on
a set of criteria that is agreed upon by the team.

1) Establish the prioritization criteria (Impact/Contribution to Desired LGU
Outcome, Timeframe, Resource Constraints, Acceptability)
2) Establish rating scale
3) Establish criteria weight
4) Create the matrix
5) Score the projects
6) Discuss results and prioritize the list
