Digital Citizens are “those who use the Internet
regularly and effectively” as defined by K.
Mossberger, et al.
Digital citizens are generally skillful and
knowledgeable about the use of the Internet
through mobile phones, web ready devices, and
computers to intermingle with the government,
private, and public groups.
