The spread of the COVID-19 virus was contained and prevented as a result of the positive response of the community to the
intervention implemented by the government. Programs of the government including the Bayanihan and the “To Heal as One” project was
responsive and greatly help the flattening of the curve. Continuous positive response of the community in the implementation of social
distancing through the Enhance Community Quarantine really helps.
Due to the continuous flattening of the curve of those affected by COVID-19, areas without probable, suspect or positivs of COVID-19,
some areas in the country may now be under a revised community quarantine and to allow businesses and industries to function but in
observance of the “New Normal”. Observance of social distancing with mask and proper hygiene should still be strictly implemented and
observed. Provided further, that the medical capability of the area was already sufficiently operational to address isolation and medication of
those who are probable, suspect or positive of COVID-19.

The government have not clearly put in place solutions. Interventions were unresponsive making the spread of the virus even worse.
Programs of the government including the Bayanihan and the “To Heal as One” project did not help at all. Government must elevate the
complexity of existing scenarios used for testing and simulations to assess preparedness for pandemic events. This includes testing against
scenarios that evaluate their response to extended periods of outages; total shutdown of a major operational facility, city or region; increased
of unemployment; multiple outages; and so on.

The spread of the virus even worsen and becomes unmanageable. Government's response needs to be re-evaluated and interventions
improved. Communities response to the government's effort truly affects the programs on response. The government must rehearse crisis
management governance and response, including executives and delegations of authority at least two levels down from primary decision-
makers, so that delegates are well prepared to execute timely decisions in the event primary decision-makers are not available. Government
should also include critical third parties in select tabletop simulations to gain a better understanding of interdependencies and points of
coordination, and to assess effectiveness of their resilience plans to improve interventions and encourage the cooperation of the community.

The spread of the virus tremendously rising while the response and intervention of the government descended. Public unrest greatly
influence the solution prepared by the government. Prolonged implementation of ECQ created public unrest as the funds of the government
and individuals were exhausted. Many of the people cannot sustain daily food for the family and the government cannot provide any
augmentation for their needs.
In the event of a crisis, there are instances when government need to deviate from standard policies and procedures to best meet the
needs of the public. For instance, a government may not support remote work/project and/or have stringent policies however, exceptions
may be necessary and permissible during an actual crisis. Alternative solutions may also be implemented to meet the needs of the public
without sacrificing the implementation of the intervention programs of the government. Daily assess and evaluate the systems until
intervention become more responsive.
