Disaster risk assessment shall be conducted at the local
and national level in order to reduce risk. Assessing the
hazards, vulnerabilities, capacities of a community is a
participatory process.

The assessment includes looking into the factors, such as


physical, geographical, economic, social, and political
factors that make these people vulnerable.
