• A tool to ensure that programs and
What is the projects undertaken by the government
HGDG? in their various stages are gender
responsive.

• The formulation and development of the

HGDG was initiated by NEDA,
NCRFW, ODA-GAD Network with
funding assistance from UNDP and
ADB in 2004 to ensure that programs
and projects of the government (from
design to M&E) are gender-responsive
4
Who are expected to use the
HGDG?
• Program officers as part of their regular functions; the HGDG checklists
encourages them to ensure GAD is integrated in the design,
implementation and M&E of program and projects they are
implementing; and

• GAD Focal Point System Members: the checklists serves as guides to

enhance program documents, determine activities that could be
included in the next GAD plans and budgets and determines how much
of the cost of the major or flagship programs can be attributed to the
GAD Budget.

5
Features of HGDG
The HGDG consists of 4 parts:

PART 1 - Program/Project Development Guidelines (Generic)- Set of guidelines in the

form of questions which can be applied to project development in general regardless of
sector or project type

Part 2 – Sector Specific Design Guidelines - Set of guidelines for the development of
sector-specific programs or projects

Part 3 – Program/Project Implementation, Management, Monitoring & Evaluation -

Guidelines for the management, implementation, monitoring and evaluation of
development projects.

Part 4 - Funding Facilities Checklists-Guidelines for design and the management,

implementation and monitoring and evaluation of projects funded under aid modalities

6
Elements of a Gender-Responsive
Program or Project

1. Participation of women and men in 1. Gender analysis of designed project

problem identification 2. Gender-sensitive M&E system that
2. Generation/use of SDD would capture GAD results
3. Gender analysis to identify gender 3. Requirement of sex-disaggregated
issues database
4. GAD in goals, objectives, outcomes 4. Commitment of resources to address
or outputs the gender issues

Part II: Sectoral GAD Checklists
for Program/Project Design

9
What are Design Checklists?
Consists of different colored pull-outs for 19 sectors
(boxes 9-15; 18 to 27 and B1), one for funding facilities
(F1) and generic checklist (7a&b)
Used to measure gender-sensitivity of program design
documents such as concept papers, log frames,
performance measurement frameworks, activity
proposals, etc.
Maximum points for Design Checklists: 20 pts
(Project Identification: 6 points + Project Design: 14
points)

10
When to Use to the Sectoral
Checklists?
• Evaluating the gender-sensitivity of the design of
a major or flagship program pertaining to a sector
 If the program is not related to a specific sector, then
the Generic Checklist (Box 7) may be used
Attributing the cost of a major or flagship program to

related information, or that successfully promote gender
responsiveness among funded projects.

Consists of Box F1 (Facilities Design Checklist) and Box F2 (Facilities

Implementation, Management and Monitoring and Evaluation
Checklist)

Used to measure gender-sensitivity of documents of funding

modalities such as implementing guidelines, project proposals,
project implementation plans, performance measurement
frameworks, status reports, accomplishment reports, etc.

The scoring system and the interpretation of the scores

also has maximum of 20 points

15
When to use the Funding Facilities
Checklists?

When designing and appraising the gender-

responsiveness of funding mechanisms and aid
modalities such as facility, trust fund or joint
programs
Examples of programs that can be assessed using the
Funding Facilities Checklists are 4Ps, PAMANA, BUB
and PCF
Agencies implementing the grant may opt to attribute
their counterpart funds by using the relevant sector-
specific GAD checklist

16

21
How to Accomplish the HGDG
Checklist

22
Guidelines for Scoring
1. Put a check in the appropriate column (2a to
2c)under “Response” to signify the degree to which a
project proponent has complied with the GAD element:
under col. 2a if nothing has been done; under col. 2b if
an element, item, or question has been partly complied
with and under col. 2c if an element item, or question
has been fully complied with.

23
Done Score for Gender
Element and item/question an item/ issues
(col. 1) No Partly Yes element identified

(max score: 2; for each item, 1)

1.1. Participation of women and men in /

beneficiary groups in problem identification
(possible score: 0, 0.5, 1.0)
1.2 Participation of women and men in /
beneficiary groups in project design (possible
score: 0, 0.5, 1.0)

For Element 1.0, a “partly yes” to Item 1.1 means meeting with male officials and only a woman or a few women
who also happen to be officials in the proponent or partner agency or organization; or with male and female
officials and some male beneficiaries.

In contrast, full compliance involves meeting with female and male officials and consulting other stakeholders,
including women and men that may be affected positively or negatively by the proposed project.

A “partly yes” to Item 1.2, on the other hand, means inputs or suggestions may have been sought from woman
and man beneficiaries but are not considered at all in designing project activities and facilities.
24
WHAT DO THE RATINGS MEAN?

Gender-Sensitive

Gender-sensitive programs / projects recognize and

acknowledge differences in roles, needs, and perspectives of
women and men, possible asymmetries in their relationship, and
the possibility that actions or interventions will have different
effects on and results for women and men based on their gender,
but do not actively seek to address these issues.

25
WHAT DO THE RATINGS MEAN?

Gender-Responsive
Gender-responsive programs / projects substantively
address gender issues identified through a gender
analysis of sex-disaggregated data and gender-related
information; in the case of funding facilities, one that
successfully promote gender responsiveness among its
funded projects.

26
Part IV: Program and Project
Implementation, Management
and Monitoring and Evaluation
(PIMME) (Boxes 16 and 17)

27
What is PIMME?

Set of guidelines to assess gender-

responsiveness of the management,
implementation, monitoring and
evaluation of development projects.

28
When to use the PIMME Checklist?

When reviewing whether or not the mitigating

strategies or interventions to enhance the GAD
rating of the major program or project have
been implemented

• To check how much of the actual cost of the

major or flagship program can be attributed to
the GAD Accomplishment Report
