Introduction

 The Lesotho Planning Process involves stakeholder


intense consultations to improve implementation of
development Agenda
 The country strives to achieve integrated planning and
budgeting to improve coordination, accountability and
efficiency
 The Ministry of Development Planning is mandated to
lead the development of National Plans, Policies and
Strategies.

LONG-TERM PLANNING

The long term plan for Lesotho is the National Vision


The Vision provides a long-term perspective within which short to medium-term
plans and strategies are formulated.
The specific objectives of the Vision include:
 Establish a long-term Vision for Lesotho looking beyond the short-term plans
and adjustment programmes;
 Explore the options for economic, political and human development;
 Identify alternative development strategies suitable for the Lesotho;
 Promote a process of open dialogue and consultation with socio-economic
groups country wide;
 Create an environment in which Basotho will actively participate in achieving
the Vision;
 Develop a focus along the horizon in the direction of which development plans
can be rolled out.

MEDIUM-TERM PLANNING

 The Medium term plan defines a desired destination and identifies the
role different sectors need to play to reaching the desired goal.
 The plan provides an analysis of objectives and priorities in response
to identified national challenges,
 It mainstreams global and regional frameworks such as Agenda 2030,
Agenda 2063 and SADC Vision 2050 and RISDP 2020-2030.
The National Plans are intended to achieve:
 Inclusive Growth and Employment Creation
 Reduced Poverty and Inequality
 Improved Skills
 Improved Health
The plan is developed in consultation with all stakeholders and is
approved by Cabinet

Lesotho has had a number of medium-term development plans since


independence, this include:
 First Five Year Development Plan 1970/71 – 1974/75
 Second Five Year Development 1975/76 – 1979/80
 Third Five Year Development Plan 1980/81 – 1984/85
 Fourth Five Year Development Plan 1986/87 – 1990/91
 Fifth Five Year Plan 1991/92 – 1995/96
 Sixth Five Year Development Plan 1996/97 – 1998/99
 Poverty Reduction Strategy 2004/05 – 2006/07
 Interim National Development Plan 2009/10 – 2010/11
 National Strategic Development Plan I 2012/123 – 2017/18
 National Strategic Development Plan II 2018/19 – 2022/23

SECTOR PLANS

 A Sector Plan is a plan for a specific sector or geographic


area, e.g Health Sector Plan, Berea District Plan

 The Sector Plans are the building block of the National


Plan (NSDP)

 They present a clear outline of the development path for


the sector
 They highlight the Priority Programmes for the sector

 The Plan also integrates the global and regional


frameworks that Lesotho has ratified

The implementation of the development priorities is through:

 Integration of NSDP Priorities in the National Budget

 Sector alignment of sectoral and districts budgets to the


sector plans and NSDP

 Development of Programmes and Projects aligned with


the sector Plans and NSDP
 Alignment of programmes and projects of development
partners e.g UN Development Assistance Framework
(UNDAF)
 Alignment of Private sector annual plans with NSDP

that create jobs and inclusive growth

Conclusion

• The successful implementation of NSDP II requires


stronger linkages between Planning and Budgeting

• It is important that the sectoral budgets are aligned to the


programmes and projects proposed by NSDP II.

• Sector Plans and Strategies should be aligned to NSDP II

• I therefore, urge everyone, in all the districts of Lesotho


to be fully committed to the implementation of NSDP II.
