Protocol for Case Management

of Child Victims of Abuse,


Neglect and Exploitation
Purpose:
 Sets the standards and guidelines when assisting a
child victim
Define roles and responsibilities of different agencies
Improves coordination and strengthen the referral
system of the Information and Service Delivery
Network for Adolescents.

All government hospitals should establish a Woman and Child
Protection Unit
Funded by GAD Budget and Philhealth to come up with a
health package for abused women and abused children.
WCPUs will become part of hospital accreditation
Requirements for all hospitals:
WCPU should have a WCPC/ coordinator

barangay help desk person shall talk to the child
 Within 24 hours, contact LSWDO and refer to SW for validation of
complaint and assessment
 If incest, notification of child’s family is left to LSWDO/Law
Enforcement Officer

Joint interview of the child victim shall be conducted by the
LSWDO and LEA as much as possible

investigation to avoid multiple interviews of the child
If a report is made within 72 hours after the commission of the act
complained of, immediately refer the child victim to the nearest
WCPU or public hospital for medico-legal examination as well as
other medical interventions

RESCUE
Role delineation:
• Police – leads rescue operation
• SW – receives the child

Immediate rescue without SW’s presence:
• Time constraints, compromise child’s safety
• Immediate endorsement to SW & entry in blotter
Immediately bring the rescued child to a WCPU or a hospital
to be examined by a doctor
Protective Custody
Primarily by LSWDO
By DSWD - thru SWAD team or SWO II if:
• No functional LSWDO
• No licensed LSWDO
• Due to local political climate
Issue a written document evidencing the taking of
protective custody and authorizing the placement of the
child in a temporary facility
Reviewed every 3 mos. in a multi-disciplinary case
conference – shorten or extend
Petition for Involuntary Commitment
Primarily filed by LSWDO with the assistance of SWAD team and
SWO II
If no licensed LSWDO social worker; the DSWD Field Office Director
shall temporarily assume responsibility
Supported by social case study, police investigation report, medico-legal
report, initial psychological assessment and other relevant documents
SW’s assessment report: Basis of discussion in a case conference so that
a comprehensive action may be taken, if a case will be pursues in court.
Where to file: Family Court or RTC
Period for filing: Within one (1) week after the receipt of the assessment
report
Medical Evaluation/
Medico-Legal Examination
WCPU or medico-legal officer or C/MHO
LSWDO SW will sign consent form in the absence of child’s
family
In case of a child’s suspicious / abuse-related death –
immediately inform LEA & LSWDO for mandatory autopsy
upon verbal request of the child’s parents, written request of
LEA or court order

The investigating prosecutor shall require the presence of a
SW in all stages of the preliminary investigation

resolution/criminal information
