DHRDD was created on
November 01, 1993.
• Assist the Chief, PNP in the formulation of policy
and in the planning, direction, coordination and
supervision of all matters pertaining to human
resources and doctrine development.
• Advise the Chief, PNP on education and training
of PNP personnel and on doctrine pertaining to the
organization, administration and operation of the
PNP.

Formulate plans and policies for
the supervision and
administration of police training;
Prepare the budget; and
Formulate and evaluate PNP
doctrines.
