GLOBAL GOVERNANCE
Global governance -is a collective
management of common transnational or
global problems – those that were created
exacerbated by globalization, and
which cannot be managed at the nation-state.
Management of these problems is provided
through a highly complicated,
flexible and loose system of rules, institutions
and processes and involving huge
number of state and non-state actors.
Global Governance Problems They Deal With
Global climate change and pollution of the environment
Poverty and management of economic development
Deficit of fresh water
Financial instability and management of financial markets
Global economic crisis or recessions
Management of global trade and investments
Global energy markets and their instability
Global migration
Pandemic (such as Ebola virus and COVID-19)
Transnational terrorism
Transnational crime, etc.
Challenges of Global Governance in the 21st Century
In her remarks, Bokova note that while new technologies
have created new pathways to prosperity, trade and inter-cultural dialogue,
the increasing fragmentation of the international community is a cause for
concern.
Climate change, poverty, violent conflict, intolerance and extremism
present direct threats to the community and well-being of the international
community.
Bokova, also observed that the alarming number of individuals displace by
conflict, which reached a record high in 2015, continues to put pressure on
countries across the globe.
Migration to Europe has put core values to the test, while the capacities of
receiving states in the Middle East, like Lebanon and Jordan, are being
pushed to limit.
Attacks on cultural rights and cultural heritage, particularly in Syria, Iraq
and Mali, threaten inter-cultural tolerance.
Bokova suggested three points of focus for efforts to address these
challenges:
First, openness of mind and out-of-the-box thinking is crucial. New
ideas must be transformed into norms. Bokova highlighted the historic
changes brought about by the idea of human rights and human dignity.
In this, the United Nations must take a leading role.
Secondly, the international community must focus on building resilient
societies. By fighting exclusion and fostering inclusion societies become
stronger. Key to this resilience is the role of women. To facilitate
meaningful change, the international community must improve the
standing and participation of women in all sectors.
Third, Bokova urged new thinking about peace building. The world
urgently needs legitimate and effective peace efforts, before, during and
after conflicts. Preventive measures are key, and must involve the soft
power embodied by UNESCO's educational and
inter-cultural programs.

GLOBAL GOVERNANCE
Global governance- refers to the collective efforts
identity, understand and address worldwide problems
that go beyond the problem- solving capacities of
states. (Weiss, 2010).
Global governance - encompasses activities that
transcend national boundaries at the international,
transnational, and regional levels and is based on
rights and rules that are enforced through a
combination of economic and moral incentives.
Global Governance Actors
Individuals or entities with the power and authority to
influence global processes.
Two categories of actors
1. State Actors
Those that we’d refer as countries. In global governance,
state actors influence global processes through domestic
and foreign policy.
2. Non- state actors
Those organizations and individuals who have power to
influence aren’t affiliated with particular state.

Both decision-making and sovereignty, when governments
choose
independently determine whether a particular course of action for
the cause of
human rights protection is in their national interest and erosion
of sovereignty open the door to more atrocities within and ac
states boundaries.
Power in the current system of global governance has become
more diffuse.
The Western ideas of privatization, autonomous markets and
open capital
accounts are challenged by state-controlled approaches to
development in the countries of so-called Global South.
Those developments have led to the conclusion, by some
scholars, that the most liberal features of global governance order
are being contested by rising powers (Stephen, 2014).
The shifting global power configuration challenges each
type of multilateral setting whether it concerns it concerns
international institutions that have a selective western-based
membership.
Economic and political inequality has long lasting
implications for governance both within and between states.
Diversification of financial sources of development aid
complicates the tasks of applying a common framework,
based on individuals’ needs and development interests
approach
Thus, the observed changes in socio-economic and
political aspects of the current world pose new questions and
create new challenges for previously active participants of
global policy processes.
