Benefits of Contracting
 Since 1954, The Los Angeles County Sheriff’s Department (LASD) has provided contract municipal law enforcement to
cities in Los Angeles County. LASD currently provides these services to 42 of the 88 contract cities in the County.

 Cost savings are based upon economies of scale and a consolidated model. All cities pay the same rates regardless of
service levels or city size.
 Municipal Contracting Study (Nelligan, 2011): California Contract Cities pay on average 39% less per capita for law enforcement service
vs a city with its own police department.

What creates the foundation for LASD as it
relates to contract law enforcement services?
 Board of Supervisor’s Policy

 51350 of the California Government Code, commonly known as the Gonsalves Law

51350. A county which provides services through its appropriate departments, boards, commissions, officers or employees, to
any city pursuant to contract or as authorized by law shall charge the city all those costs which are incurred in providing the
services so contracted or authorized. A county shall not charge a city contracting for a particular service, either as a direct or
an indirect overhead charge, any portion of those costs which are attributable to services made available to all portions of the
county, as determined by resolution of the board of supervisors, or which are general overhead costs of operation of the
county government. General overhead costs, for the purpose of this section, are those costs which a county would incur
regardless of whether or not it provided a service under contract to a city.

Any determination of general overhead costs shall be subject to court review as to the reasonableness of such

determination This section does not apply to the contract or agreement in effect on December 31, 1983, made by a

county.

What is a Deputy Sheriff Service Unit
 The Deputy Sheriff Service Unit is the primary description of the law enforcement service provided by the Sheriff’s Department.

 40 Hour Non-Relief Deputy Sheriff Service Unit


 A one Deputy unit assigned to work 40 hours per week. There is no relief when the Deputy is off work for benefit time (vacation, holiday, military leave,
etc…).
 40 Hour With Relief Deputy Sheriff Service Unit
 A unit assigned to work 40 hours per week. One Deputy assigned. There is relief when the Deputy is off work for benefit time.
 Scheduled for deployment on eight hour shifts – five days per week or ten hour shifts – four days per week.
 56 Hour Deputy Sheriff Service Unit
 A unit assigned to work 56 hours per week. More than one Deputy assigned There is relief when the Deputies are off work for benefit time.
 Scheduled for deployment on eight hour shifts – seven days per week.
 70 Hour Deputy Sheriff Service Unit
 A unit assigned to work 70 hours per week. More than one Deputy assigned. There is relief when the Deputies are off work for benefit time.
 Scheduled for deployment on ten hour shifts – seven days per week.

 The Sheriff’s Department generally does not contract for a specific number of personnel, but for a specific level of service (e.g., 5
days a week, 7 days a week).
 The necessary number of personnel is then provided to ensure that the specified service level is properly maintained despite
employee vacations, sick time, and compensatory and elective leave.
