Quad Staff Concept
- It is a of law-enforcement approach that involves
the use of four major staff.
- It primarily deals with the functions of Investigation,
Intelligence, Operations and Police-Community Relations that has to
be applied in all types of peace operations such as
a. peace–making
b. peace-keeping
c. peace-enforcement and
d. peace-building.

value targets, enhancement of the PNP reward system are given

• One of the inherent powers of the state is “Police Power”.
• The “state has that inherent power to defend herself against societal
elements which threaten her sovereignty.”

intelligence in Internal Security, the PNP in upholding the Rule of Law, is
mandated to conduct law-enforcement operations in the suppression of

D. Police-Community Relations –
• “Beyond the armed struggle is the political struggle defined in
simple terms as the “Battle of the hearts and minds” of the people.
• The government shall have to address the politico-socio-cultural-
economic dimension of the problem;
• The PNP being the most visible and the most accessible
government instrumentality, being organized in all levels of the
political and geographical subdivisions of the country, must ably
represent the government.
