Tourism policy planning is a strategic process that


involves the development and implementation of
guidelines and initiatives to guide the growth and
management of tourism in a sustainable and beneficial
manner. This process aims to maximize the economic,
social, and environmental benefits of tourism while
minimizing its negative impacts.

Effective tourism policy planning ensures that tourism


development aligns with the broader goals of a region or
country, such as economic diversification, cultural
preservation, and environmental conservation. It
involves collaboration among various stakeholders,
including government agencies, local communities,
businesses, and tourists themselves.

 Tourism policy development is a major


consideration in creating economic policy.
 It could be defined as a set of researches, findings,
and practices taken by the government, in
partnership with private or social organizations,
with the intention to achieve various purposes
related to tourism.
Key components of tourism policy planning include:

1. Assessment and Research: Understanding current tourism


trends, market demands, and the socio-economic and
environmental impacts of tourism.
2. Goal Setting: Defining clear objectives for tourism
development, such as increasing visitor numbers, enhancing
visitor experiences, or promoting sustainable practices.
3. Strategy Development: Creating actionable plans and
policies to achieve set goals, including infrastructure
development, marketing strategies, and regulatory measures.
4. Implementation: Executing the strategies through
coordinated efforts and resource allocation.
5. Monitoring and Evaluation: Continuously assessing the
effectiveness of policies and strategies, making adjustments
as necessary to address emerging challenges and
opportunities.
By following a comprehensive and inclusive
approach, tourism policy planning can foster a
thriving tourism industry that benefits all
stakeholders while preserving the natural and
cultural heritage for future generations.
 The areas that the tourism policy has to address can
be summarized as follows:

only as a leisure activity. Therefore, the importance should be
stressed in terms of its capacity to create employment.
Furthermore, policy should ensure that the economic benefits
of the industry increase to all people of the region, not to
specific vested interests and groups.
 The areas that the tourism policy has to address can
be summarized as follows:

It should be known that the tourism market is multifaceted. It
involves an innumerable of potential visitors with different
needs and expectations. The policy should have the intention
to exhibit the full range of the market. Policies should also
focus on both local mass market and the international
market.
 The areas that the tourism policy has to address can
be summarized as follows:

as the single most important issue facing the tourism industry
in the next century. Tourism policies should be premised on
improving human resources to its full potential and

When formulating tourism policy, several fundamental issues need to be addressed to
ensure the development of a sustainable, inclusive, and effective tourism sector.
These issues include:

resources, wildlife, and ecosystems. Policies should promote sustainable
practices to minimize negative impacts.

opportunities.

infrastructure to facilitate easy access to tourist destinations.
2. Accommodation and Amenities: Ensuring the availability of quality
accommodation, dining, and other amenities to meet the needs of tourists.

Tourism policy can as well take many methods or forms. Listed below
are some of the basic issues that need to be addressed in policy
formulation:

Economic reasons - providing employment for the local community, earning


foreign exchange, increase in government revenues using tourism as an
agent of growth and development.
Social Reasons - encourage cross-cultural exchange, platform for education,
deliver recreation opportunities.
Environmental reasons - help in the conservation and preservation of natural
and cultural resources.
Market-led vs. Product-led - destination development that will attract a broader
market over destination development on compatibility between environment and
society.

Level of development allowed - limiting tourism, maintain tourism at a medium


level, or tourism be a major factor to increase economy.

Growth rate - often a policy consideration is the growth rate of tourism intended
for slow, medium or fast growth.

Corresponding roles - government, private sectors, and tourism stakeholders’ roles


in developing and managing tourism can be an important policy consideration.

action to attain those goals, executing the preferred alternative and evaluating
the choices to find out if it is successful.

 Planning tourism at all levels is crucial for achieving successful tourism


development and management

 Destinations that have permitted tourism to advance without the benefit of


planning are often suffering from environmental and social problems.

 These are unfavorable to local residents and hostile for many tourists, resulting
in marketing difficulties and decrease in economic benefits.
Why plan for
tourism?
 Tourism plan and development program can provide strategies for
areas in which the government and the private sectors have little
or no experience on how to develop these areas.
 Tourism plan is essential to coordinate the different tourism
sectors to better service the needs of tourists and the general
public.
 Direct and indirect economic benefits of tourism can be achieved
through a cohesive tourism plan.
 Can accomplish environmental conservation ideas through the
improvement of tourist destinations, facilities, and infrastructure.
 Can accomplish cultural conservation objectives and produce
socio-cultural benefits.
 Resources for tourism are sustained in the development process.

 Tourism development refers to the growth and maintenance of the tourism
industry in a given locality. And of course, tourism planning is a very
important part of tourism development.

 On a basic level, tourism development can be defined as creating strategies


and plans to increase, develop, and encourage tourism activities for a
destination.

 The fundamental reason behind planning and implementing strategies for


developing the tourism sector is primarily to make money and to
subsequently increase the Gross Domestic Product (GDP) of a country or
locality.

Tourism development consists of many elements including but not
limited to: developing and managing private-public partnerships,
assessing the competitors to gain competitive advantage, ensuring
responsible and sustainable development, viewing tourism as an
interconnected system and a demand driven sector, assessing private

and involvement by the government.
The Benefits of Tourism

Tourism development planning enables to benefit all tourism stakeholders
involved, for example:
- it increase income and jobs from tourist spending
- it helps preserve cultural and natural heritage for tourists and locals
- it increases understanding of other cultures
- it builds new facilities and infrastructure

There are also some costs which must be considered and planned for in terms
of tourism development, which include:
- costs of implementing tourist facilities can be expensive
- the natural landscape can be destructed to make room for hotels etc. to be
built
- social standards may be destabilized
- the natural environment may be polluted
Formulating an Approach to tourism
Policy and Planning
 There are ‘six golden rules’ that should be applied when formulating an approach
to tourism planning and policy, as outlined by Inskeep (1991).

 Goal oriented - clear recognition of tourism’s role in realizing an extensive


national and community goals.

 Integrative - integrating tourism policy and planning into the core of planning for
the economy, land use and infrastructure, conservation and environment

 Market driven - planning for tourism development that crafts effectively in a


viable global marketplace.
Formulating an Approach to
tourism Policy and Planning
 Resource driven - developing tourism which shape the destination’s
intrinsic assets while protecting and enhancing the attributes and
experiences of current tourism assets.

 Consultative - uniting the broader community attitudes, needs and wants


to determine what is suitable to the population.

 Systematic - drawing on primary or secondary research to provide


conceptual or analytical support for planners including the experiences of
other tourism destinations.

There are six major components of tourism, each with its
own sub-components.

These are: travel services, tourism board, transport


services, accommodation services, conferences and
events, attractions, and tourism services.
Travel Services
- Travel services sector helps travelers or
tourists arrange and reserve their vacation or
business travels.
- This sector is made up of businesses and
organizations that work in synchronized effort
to provide travelers with seamless
arrangements to maximize their travel
experience.
Tourism Board
- An important sector of tourism and an
essential part of the structure of the tourism
industry.
- Primarily responsible for the promotion of
tourism in a particular area – may it be a city,
province, a region, or a country.
- Tourism board is usually government funded.
Transport Services
- One of the main components of tourism is
accessibility, also known as transport
services.
- Accessibility to a place is the most essential
thing in travel as it helps a person to reach
the place of attraction.
Accommodation Services
This sector makes up an important
part of the structure of the
tourism industry (hotels, resorts,
motels, inns).
Conferences and Events
Conferences, meetings and exhibits
often come under business tourism,
come in all shapes and sizes around
the world.
Tourist Attractions
- Elements within the destination’s
tourist attraction support as the
principal motivation for tourists.
- Natural, man-made, cultural, and
social.
Tourism Services
This component is made up of the
organizations, associations, government
agencies, companies that specialize in
serving the needs of tourism industry as
whole rather than the individual needs of
tourists.

At the international level tourism planning


typically involves; international transportation
services; the movement and scheduling of the
tours of tourists among different countries; the
development of major tourist attractions and
facilities in neighboring countries and the
working strategies and promotional programs of
many countries.
National Tourism Planning
The national level of tourism planning is concerned with; tourism policy;
infrastructure facilities and a physical structure plan which includes
important tourist attractions, selected tourism development regions,
international entry points, facilities, and services. It is also concerned
with; the amount, kinds and quality of accommodation and other
required tourist facilities and services; the important tour routes in the
country and their regional connections; tourism organizational entities;
laws and investment policies; tourism marketing strategies and
promotion; education and training programs and environmental,
economic, and socio-cultural analysis.
Regional Tourism Planning
- Regional planning looks at aspects including; regional policy; regional entry
points and transportation facilities and services; kinds of tourist attractions
and their locations; the amount kinds, and location of tourist accommodation
and other tourist facilities, and services and location of tourist development
areas including resort areas.
- In addition, they will manage; socio-cultural , environmental, economic and
impact analysis; education and training programs on the regional level;
marketing techniques and promotion; organizational establishments, laws
regulations and investment policies and implementation methods which
include project plans and regional zoning regulations.
Local Tourism Planning

Local level participants will consider tourism


planning goals/objectives, analysis, plan
preparation, outputs, outcomes, and
evaluation at grass roots level.
Site Planning Level
- Site planning refers to planning for specific site of
buildings and structures, recreational facilities,
conservation and landscape areas and other facilities
carried-out for a particular development site such as
accommodation building or other structures, or it may
also involve the plan for landscaping and engineering
design based on the site plan.
- The approach and implementation of tourism policy and
planning differs significantly between different levels
and destinations.
