About ESS
• ESS Watumishi (Employee Self-Service Watumishi) is a system
within the Watumishi Portal that enables government
employees in Tanzania to manage and access their own HR-
related information.
 ESS Watumishi is designed to provide public servants with
direct access to personal data, employment records, payroll
information, and leave applications.
• A worker solves his/her persnal issues without needing to go
through HR personnel.
HR
• HR stands for Human Resources.
 In an organizational context, HR refers to the department or function
responsible for managing the people within an organization. The
department handles various tasks related to employee recruitment,
management, development, and support, ensuring that employees are
effectively contributing to the organization’s goals.

• Purpose of ESS: An ESS system allows employees to manage their


personal information and HR-related tasks independently, reducing the
administrative workload on HR departments.
Features of ESS
•Personal Information Access: Employees can view and update their personal details,
such as contact infos and addresses, ensuring that HR records remain current.
• Payroll Information: Allows employees to view pay slips, tax deductions, allowances,
and salary history, providing transparency in payroll and benefits.
• Leave Management: Employees can apply for leave, check leave balances, and view
the status of leave requests. This feature simplifies the process of managing and
tracking leave days.
Features of ESS
• Performance Appraisal: ESS provides access to performance review forms
and evaluation feedback, supporting transparency in employee assessments
and career progression.
• Training and Development: Enables employees to register for training
programs, view available courses, and track their professional development
records.
• Retirement and Pension Information: Employees nearing retirement can
check their pension contributions and expected benefits, giving them
visibility into their retirement plans.
Challenges solved by ESS

 Challenges Solved:
Reduces adminstrative burden on HR, by allowing employees to handle
tasks like updating personal information, requesting leave, and accessing
pay slips.
compliance and reporting,ESS platforms allow employees to acess up to
date information about their payroll,benefits, and more at their
convinence, which enhances communication between the employee
and the company.

 Functional Requirements:
o User Authentication and Authorization: Secure login and
permissions for different levels (e.g., employee, HR manager).
o Profile Management: Allows employees to update their contact
information, banking details, etc.
o Leave Management: Employees can apply for leave and track
approval status.
Functional Requirements.

o Payroll Access: Provides access to payslips, tax details, and benefits.


o Attendance Tracking: Employees can view attendance records.
o Document Management: Storage and access to important
documents, like employment contracts.
Non-Functional Requirements.
 Non-Functional Requirements:

o Security: Must ensure data privacy and secure access to sensitive


information.
o Performance: Should handle a high volume of simultaneous user
requests without lag.
o Usability: Intuitive interface, easy to navigate for non-technical users.
o Scalability: Ability to expand with the company as more employees
join.
o Reliability: Consistent uptime and dependable access, minimizing
downtime.
Why ESS is Part of MIS

 An MIS is used to collect, store, process, and provide data for decision-making in an
organization. The ESS module fits into this framework by:
1. Providing Information: ESS gives employees access to their personal information, payroll details,
leave balances, and more, making it an information-providing tool.
2. Supporting Decision-Making: Employees use ESS to make decisions about leave applications,
benefits, and personal information updates, which supports both personal and organizational
planning.
3. Enhancing Efficiency: By automating routine HR tasks (such as applying for leave or viewing payroll),
ESS improves efficiency within the HR system, which is a key objective of MIS.
4. Improving Data Accuracy: ESS allows employees to manage and update their data, which ensures
that information in the system is accurate and up-to-date.
