A 7.2 magnitude earthquake “The Big One” hit
Metro Manila causing structures to collapse and
panic/fear to people from all walks of life. Commercial
establishments and vital installations were
abandoned and threatened to be looted. The
earthquake also caused fires and heavy traffic all
over the Metropolis.

To protect lives and properties affected


by the disaster and to provide support on
the immediate needs of the affected
communities in terms of manpower, SRR
equipment and mobility.

LAW AND ORDER CLUSTER: OBJECTIVES
The Law and Order Cluster will support MMDRRMC’s response
operations through the following:
• Provision of security to the Response Cluster operating in the affected areas;
• Provision of traffic management and control that will facilitate the speedy
movement of people, goods, and equipment to the affected population and
responding agencies;
• Establishment of checkpoints at strategic areas and borders (entry and exit
points of Metro Manila);
• Assistance in the search, rescue and retrieval operations; and
• Maintenance of law and order in the community.

• Provide security services to the following:
o MMDRRMC Operation Centers
o DSWD Packing Hubs and transportation of relief goods or other supplies to and
from packing hubs and/or pick-up points to evacuation camps

o National Food Authority Warehouse

NATURAL DISASTER INCIDENT

In the event of natural disaster incidents,


the PNP shall act as the first responder in the
affected area in order to maintain law and
order and to provide area security and
support to the responders from DRRMOs and
other concerned agencies.

POST DISASTER STAGE – SUPPORT TO RECOVERY AND
REHABILITATION EFFORT
(LEVEL 3 – WHITE)

• Obtain reports from concerned DRRMC on the Damage


Assessment and Needs Analysis of the affected areas.
• Temporarily assume the lead role, being a member of the SRR
Cluster of the Response Cluster under the NDRP. The lead role
shall be handed over to the AFP once they arrive in the area.
• Deploy personnel for evacuation and relief operations.
• Provide security to evacuation centers especially to vulnerable
members of the community.

POST DISASTER STAGE – SUPPORT TO RECOVERY AND
REHABILITATION EFFORT
(LEVEL 3 – WHITE)
• Maintain open communication lines with other concerned agencies
(De-escalation).
• Coordinate with other government agencies such as National
Archives of the Philippines for the recovery and reconstruction of
important government records.
• Submit After Disaster Response Report to the C, PNP copy
furnished MMDRRMO.
• Provide security, traffic assistance, and other public safety services
to returning evacuees.

REHABILITATION EFFORT
(LEVEL 3 – WHITE)

• Maximize utilization of force multipliers for disaster management.


• Forensic Group to assume the lead role as STG Management of the
Dead and Missing. The lead role shall be handed over to the DILG
once they arrive at the area.
• De-activate DIMTG, SCND and CIMC when the situation is already
manageable in disaster-stricken areas.
• Conduct debriefing and post assessment review.

STANDARD OPERATING PROCEDURES
UPON RECEIPT OF THE OFFICIAL ADVISORY OF 7.2 MAGNITUDE EARTHQUAKE,
NCRPO SHALL UNDERTAKE THE FOLLOWING:
• Full alert status to be declared in NCRPO AOR;
• The NCRPO will alert or inform the five Police Districts down to the Police Stations
on the said advisory;
• Provide roving/beat patrol at the premises of affected vital installations;
• Coordinate with the DPWH regarding the identified alternate routes;
• Assist the BFP in crowd control and fire/arson investigation;
• Extend security assistance to DSWD; and
• Provide perimeter and area security to the four quadrants.

REASON FOR THE LACK OF PEACE AND ORDER
 Resource Shortage: Disasters often lead to scarcity of essential resources such

 Communication Breakdown: Disasters can disrupt communication

HOW TO AVOID PREVALENT CRIMES DURING DISASTER
 Prevention through Planning and Preparedness: Develop and implement comprehensive disaster
preparedness plans that include measures to prevent and respond to potential crimes. Identify high-risk
areas and vulnerabilities, and establish protocols for law enforcement agencies, emergency responders,
and community organizations to collaborate effectively.

 Increased Security Measures: Enhance security measures in disaster-prone areas by deploying


additional law enforcement personnel, installing surveillance cameras, and implementing access
controls. Visible security presence can deter criminal activities and provide reassurance to affected
populations.

 Community Engagement and Awareness: Engage with local communities to raise awareness about
