• The DO is to have the charge of the men in his


division and supervise their work and is responsible
under the senior officer of the department and the
EXO

WELFARE &
WELFARE ORGANIZATION
• NR chapter 14, Article 1401-1419
• Following Welfare organizations deal with welfare of
personnel:
– Welfare section in NHQ
– Harbour welfare organization under senior officer ashore
– Welfare committee in each ship and organization
• Every ship & establishment with a complement of 50 or
more has a welfare committee
• Objective is to provide free discussion b/w Officers, CPOs
and Sailors on welfare and general amenities that lie in
power of CO and direct Admin authority

• Committee on board ship comprises of
– EXO (Chairman)
– Nominated officer (Welfare officer)
– Supply Officer
– Elected lower deck representative
– CPO (committee secretary)
• Meeting are to held atleast once in every two month or as
and when required
• Welfare funds:
– Public fund
– Non public funds: PN welfare fund/ Benevolent fund/ canteen account

• Requests entertained at DA for cancellation/ deferment of
appointment/ draft including discharge from service
• DOs, Commanding officers and HQs to scrutinize relevant cases
prior forwarding to DA.

HONORS & AWARD
GOOD CONDUCT BADGES
NR chap 12, Section IV Article 1271
– Fulfillment of service and conduct qualification
– 1st badge – 4 years
– 2nd badge – 8 years
– 3rd badge – 12 years
•Whole service in navy counts as qualifying service except :
– Service year after age of 17
– Time during which reduction in conduct is in force
– Time before desertion
– Time for which pay is not allowed i.e. imprisonment, detention, Cells, time in desertion or
awaiting trials
•Minimum requirement is continuous "Very Good Conduct" during the two years of
reckonable service
•For the award of a second or third badge, a man must also have been properly in
continuous possession of the preceding badge for the two years of actual service
immediately
•If conduct is satisfactory, one or more minor punishments within two years can be
disregarded

– DA to verify the entitlement and notify the award in DA Orders

RULES OF ADVANCEMENT
NR chap 9, Article 0971-0975
•Pre-requisite for promotion to CPO/ Artificer Class IV :
– Capacity to command Subordinate
– Ability to organize
– Knowledge of service routine
•Promotion/ Advancement Roster maintained by DA
•Only Qualified to be recommended and recommended CPO and Sailors are
placed on or remain on the Promotion/Advancement Roster.
•Forms F(RP)10 (Half yearly return of CPO and sailors) recommended for
promotion/ advancement are to be rendered on 31st March & 30th Sept by CO
•“VG Conduct” is a qualification criteria for actual promotion/ advancement.
•CO’s discretion
•Passing of Professional exam
•Non recommended for advancement CPO & sailors (qualified) are to have the
facts communicated to them at the time by HOD or DO.

REVERSION/ DISRATING
AND RE-ADVANCEMENT
NR chap 9, Article 0974-0984
•The cause is to be noted in SRB
•The person can volunteer for any other branch for which he is fit, after CNS
approval
•If, After due trial CPO/ Sailor is found unsuitable, he may be reverted for
unsuitability to lower rank/rate by the Captain, if no reduction in confirmed
rank/rate is involved and if it is by CNS.
•Vacancies caused by reverting for unsuitability of higher rank/rate are to be
filled by Promotion/ Advancement roster
•Reverted for unsuitability individual are eligible for re-promotion/ re-
advancement
•Man reverted by more than one step may be re-promoted/re-advanced by
successive steps only through the rank/rates previously held.
•Time served in a higher rank/rate is not to count for any purpose connected
with re-promotion/ re-advancement, except for the periods of continuous "Very
Good Conduct“
•Re-qualification in professional and/or specialist. subjects will be required

DISCHARGES
NR chap 9, Section VIII, Article 0993-0997
•Unsatisfactory Progress During Probationary Period.
– Boys, Artificer apprentices and direct entry sailors under training in an establishment, by
commanding officer concerned
– Boys and direct entry sailors under training afloat, by the Drafting Authority on the
recommendation of the Commanding Officer of the ship in which they are borne.
•Discharge for Fraudulent Entry
– CNS may authorize discharge of any CPO/ Sailor from service, who is found to enter service
by making false statement
– Discharge will be held without prejudice to any disciplinary action.
•Discharge of Incompetent, Unsuitable or Undesirable Chief Petty Officers and
Sailors CO
– CO finds CPO/ Sailor unsuitable on account of his mental or physical incapacity or through
incompetence to perform duties of lowest rank (reversion) in his branch
– Undesirable on ground of conduct & character
– CO is to submit application to DA with such recommendation that the man be discharged
from service.
– Physical incapacity is not be used as a mean of discharge, the case may be referred to
medical board.
– Any chief petty officer or sailor whose efficiency, physical condition or valueto the Service
becomes impaired by reason of repeated fresh infections of venereal disease may 16 be
DISCHARGES

– A Technician 2nd Class/equivalent who has not been advanced to Technician 1st
Class/equivalent on completion of 3 years service in that rate may be discharged from the
Service as "unsuitable“
– “Unsuitable" on grounds of professional incompetence, Commanding Officers are to
establish clearly the fact that the chief petty officer or sailor recommended for discharge has
been given suitable opportunity and warning to improve.
– Discharge SNLR (services no longer required) is not a punishment. It is the appropriate
method of dispensing with the services of a man whose retention is not considered
necessary on account of Service reasons.
– Discharge "undesirable" may be recommended for repeated misconduct indiscipline when
the Commanding Officer is satisfied that it is not in the interest of the Service to retain the
man any further.
– The disposal of each man recommended for discharge, is to be reported to Naval
Headquarters. If sentenced to imprisonment or detention, the names of prison or detention
quarters and of the ship in which he is to be borne during sentence are to be stated. If the
man is drafted before decision on his discharge is received, a duplicate copy.
•Discharge on compassionate grounds
– undoubted material hardship to the chief petty officers, sailors or boy or his dependents is
involved by his retention in the Service
– nothing in these regulations shall interfere with the power of the Drafting Authority to
suspend discharge on compassionate grounds or to refuse discharge in a particular case

DISCHARGES

•Age & Service limit for Normal retirement

– The Chief of the Naval Staff is empowered to sanction an extension of service beyond the
age or service limits prescribed for compulsory retirement, Such extensions may be granted
up to 1 year at a time subject to the condition that the individual concerned is physically fit

ELIGIBILITY CRITERIA
•Engineering Artificer, Mechanical Transport Artificer, Air Engine Artificer, Electrical
Artificer, Radio Electrial Artificer, Air Electrical Artificer, Air Radar Artificer, Ordnance
Artificer, Air Weapons Artificer, Air Frame Artificer, Air Instrument Artificer, Data System
Artificer.
•Engineering Mechanic must have completed 18 months service after undergoing the
Engine Room Artificer - IV course,
•They must have passed a qualifying examination (This examination may be taken by
Engineering Mechanic sailors after they have qualified for Engineering Aritficer Class-IV
course.
•They must be under 30 years of age on the 30th June of the year in which they appear
before a Fleet Selection Board

• As a DO:
– Encourage men to prepare and present themselves for examination of advancement
– Encourage suitable candidate to prepare themselves for promotion to the SD list
Eligbility
• Character must be ‘Very Good’ for continuous period of 4 years with
previous character not below ‘Good’.
• Age b/w 25-38 years, CNS may allow exception
• Educational & Professional examination for SD list as laid down by NHQ
• Medical Fitness
• Selection board
– Date of preliminary professional exam qualification
– Date of passing HET
– Results
– Length of service
– Commanding officer’s recommendation
