Stakeholder Roles
Application Process
• Submit application with complete
documentary requirements
• Includes Letter of Intent, PDS, PRC License,
TOR, Performance Ratings
• Submit to HRMO or designated sub-
committee
Initial Evaluation by HRMO
• Check qualifications: Education, Experience,
Training, Eligibility
• Evaluate performance (IPCRF ratings)
• Classify applicants as Qualified or Disqualified
Comparative Assessment by
HRMPSB
• Assessment of Qualified Applicants only
• Use PPST rubrics for COI and NCOI
• Include Demo Teaching, BEI, Portfolio Review
Point System and Ranking
• Education, Training, Experience: 10 points
each
• Performance: 30 points
• COI: 25 points, NCOI: 15 points
• Top 5 ranked applicants listed in CAR
Roles and Responsibilities
• HRMO: Receives, checks, and forwards
applications
• HRMPSB: Conducts evaluations and submits
CAR
• SDS: Designates committees and appoints
candidates
• Applicants: Ensure truthful and complete
documents
Transparency Measures
• Vacancies posted on CSC and DepEd platforms
• Use of application codes to protect identities
• Results posted publicly and with data privacy
compliance
