After working for a well-know environmental and civil engineering firm in Miami for 12 years, Jeff founded Miami Environmental & Civil Engineering, LLC. His project experience includes the development of contaminated and waste disposal sites, site assessment and remediation, stormwater management, dewatering design and permitting, solid waste engineering, industrial facilities and air permitting, air monitoring, canal dredging and slope stabilization, water/sewer engineering and general site civil engineering. He has worked with private and public sector clients including commercial and residential developers, government agencies, architects and engineers, contractors, manufacturers, facility operators, and land management organizations. Examples project experience includes the following: Port of Miami Tunnel Project, City of Miami, Florida Project Manager and Engineer of Record for environmental consulting services in support of soil management and reuse, dewatering activities, contamination assessment, and design of temporary construction facilities. Specific work included preparation of soil management plan for the tunnel spoils, which included the coordination of toxicological analysis of soil conditioning agents used in the tunnel boring operation; soil classification of soils from Dodge and Watson island roadway relocation work; dewatering permits (DERM Class V and SFWMD water use) for work on Dodge and Watson islands; water and sewer connections and relocations for construction facilities; stormwater and industrial permitting for temporary construction facilities; stockpile management plans for Virginia Key landfill soil reuse; and general consulting and coordination with various regulatory, public, and activist agencies.

E . , P r e s i d e n t R e s u m e 2 o f 8 Biscayne Landing, North Miami, Florida Project Director and Engineer of Record for a 200-acre mixed use development project on a former landfill, providing environmental and civil engineering design including conceptual stormwater master planning for numerous master site plans, cut/fill mass grading planning, site assessment, lakefill permitting, site civil design (paving, grading and drainage, water and sewer) for, landfill gas management. Responsible for the associated permitting requirements with the South Florida Water Management District, DERM Water Control and Pollution Remediation Sections, the FDEP (Solid Waste Closure permitting), and local departments. Procacci Sweetwater Brownfields Project, Sweetwater, Florida Project Director and Engineer of Record for 10-acre brownfields redevelopment project on former solid waste lakefill property. Work included Phase I and Phase II due diligence environmental site assessments, regulatory driving site assessment, interim site improvement/development plan design and permitting, assistance with the Brownfield Site Redevelopment Agreement (BSRA), and stormwater management design consulting. Project involved intensive regulatory agency coordination. Blanche Park Corrective Actions, Miami, Florida Project Manager and Engineer of Record for the corrective action design and permitting to remediate a park contaminated from historical incinerator ash filling with chemicals of concern including dioxins, lead, arsenic, and other metals. Remedial design included excavation and offsite disposal of contaminated soils, alternative engineering controls (artificial turf and rubber mulch), sub-grade spray-applied impervious liner, sub-grade liner drainage and overall drainage. Planned and implemented perimeter air monitoring program for the remedial construction activities and provided consulting for the contractor’s site specific health and safety plan. Project was meticulously scrutinized by the environmental regulatory agency due to the high level of public interest. Merrie Christmas Park Corrective Actions, Miami, Florida Project Manager and Engineer-of-Record for the corrective action design and permitting to remediate a park contaminated from historical incinerator ash filling with chemicals of concern including dioxins, lead, arsenic, and other metals. Remedial design included excavation and onsite relocation of contaminated soils which required detailed, multi-phased grading design to balance material onsite and provide required clean fill cover over onsite impacted soils while also protecting natural grades around huge canopy trees within impacted areas. Design also included ADA sidewalk design over significant elevation change between park entrance and playground areas. Olinda Park, Miami-Dade County, Florida Project Manager and Engineer-of-Record for a 7.5-acre park developed a remediation/closure design consisting of site re-grading, material balancing to limit offsite disposal of contaminated soil, and geosynthetic clay liner (GCL) with 2’ of clean fill cover. Provided site civil design, and park amenities design including the coordination of electrical, structural and landscaping design, and associated permitting. Responsible for construction phase engineering services, including management of review of contractor’s health and safety plan (HASP) oversight of contractor’s compliance with HASP,

Management of perimeter air sampling for PAHs, dust, metals, and dioxin/furans. Environmental Site Assessment and Remedial Activities, Miami-Dade County DERM, Throughout Miami-Dade County, Florida Project Manager responsible for site assessment and remedial activities for numerous sites throughout Miami-Dade County for the DERM-08 Contract. Many sites located within the Miami International Airport, typically impacted by petroleum related releases. Managed source removal activities, surface soil sampling, vertical and horizontal delineation of contaminants of concern, groundwater sampling, industrial wastewater treatment assessment, tank removal and closure for various sites. Beacon Countyline, Flagler Development Group, Miami, Florida Lead Engineer responsible for the overall Landfill Closure Plan for the proposed 500-acre commercial development on a former construction and demolition (C&D) landfill including: coordination and review of overall stormwater management system for the final development; development of a comprehensive conceptual gas management plan for the site and the proposed buildings; coordination with regulatory agencies and various consultants and engineers engaged in the project, including DRI and wetland coordination; preparation of final landfill closure application including financial cost assurance, groundwater monitoring requirements, long term care, closure procedures, gas management, and waste relocation procedures. Landfill Closure and Redevelopment Permitting and Design/Build, City of Homestead, Florida Lead Engineer for the 32-acre former Homestead Landfill re-development project, mainly responsible for preparing the stormwater management design and stormwater modeling for the proposed park development. Also, prepared the detailed grading plan for the park, including park surface features (fields, courts, sidewalks, etc.). Also responsible for the design of the landfill gas mitigation components of the landfill closure design. Obtained approvals/permits from DERM’s Water Control and Pollution Remediation Sections and the FDEP and construction certification. Virginia Key Landfill, City of Miami, Florida Lead Engineer responsible for the conceptual closure plan for the former landfill including a stormwater management system using drainage wells and dry retention areas, final grading and cover plan, groundwater remediation plan, and gas management plan. Coordination with various regulatory agencies and project stakeholders, including the Miami-Dade County Department of Solid Waste bond engineer in order to develop a schedule of values to be the basis of grant funding by the County to the City for the closure. Munisport Landfill Comprehensive Landfill Closure Plan (CLCP), Miami-Dade County Dept. of Solid Waste Management, Florida Project Engineer responsible for aiding in the third party review of the CLCP for the Munisport Landfill, especially related to the in-situ groundwater remediation system being implemented to remove ammonia contamination at the site. Activities included: an in depth file review, including the review of legal resolutions between the City of North Miami and the Miami-Dade DSWM, permit application and issued permits, and technical reports on the remediation system; and the development of a cost estimate for the full scale system.

E . , P r e s i d e n t R e s u m e 4 o f 8 Waterford Professional Center, The Hogan Group, Miami, Florida Lead Engineer for site development and gas management design for 15-acre commercial development subject to an overall development order with environmental concerns. Site development included paving, grading and drainage consisting of exfiltration trenches with dry and wet retention, and water and sewer main extensions. Facilitated ERP permitting by the SFWMD. Also required gas management design for buildings and utilities due to methane levels existing in site soils due to former filling activities at the site. Waterford Core Site, The Hogan Group, Miami, Florida Project Manager and Engineer-of-Record responsible for the phased civil design for the proposed 21 acre Waterford Core Site commercial development located with the Blue Lagoon area of Miami. The proposed development consisted of four office buildings, four parking garages, retail area, surface parking and associated surface roadways. Civil design included stormwater management design, water and sewer design, paving, grading and drainage, and offsite right-of-way improvements. Stormwater design required consideration of existing groundwater contamination at the site. Permitting included the following agencies: SFWMD, DERM, WASD, Health Department, Fire Rescue, and Public Works. Electrical Substation Site Civil Designs, Florida Power and Light, Throughout Southern Florida Project Manager/Lead Engineer/Engineer-of-Record. Responsible for the preparation of site development designs for several new transmission substations and expansions to existing substations in Miami-Dade and Lee counties. Design scope includes paving, grading and drainage; water, sewer and fire service utility connections; right of way improvements; and other miscellaneous site civil requirements. Drainage designs have included exfiltration trench systems, dry retention systems, dry detention systems with control structures, and underground injection wells. Permitting services was provided for a variety of permits including DERM Class VI, FDEP ERP and UIC, SFWMD Water Use, County Health Department, Local Developer’s Agreements, Local Site Plan and Building Permit reviews and FDOT Connection and Drainage Permits. Construction phase support services included preparing construction cost estimates; responding to contractor Requests for Information; reviewing shop drawings; inspections; and preparing final certifications. LFG to Energy Plant Site Civil, Ingenco, North Dade Landfill, Florida Project Manager/Engineer-of-Record. Responsible for the site civil design and coordination of architectural, structural, and mechanical/electrical/plumbing design for proposed a landfill gas (LFG) to energy facility on the Miami-Dade County Department of Solid Waste (DSWM) North Dade Landfill (NDLF). The proposed building was set upon an area of existing groundwater contamination and some waste material, which required a unconventional drainage design. Title V Air Operations Permitting, Miami-Dade County Dept. of Solid Waste Management, Florida Project Engineer. Responsible for providing support in preparing a Title V Air Operations Permit renewal application. Reviewed all relevant documents with regards to previous permit applications, utilized FDEP’s online permit application process to access information, developed an emission source and control inventory, aided in emission calculations, and aided in the preparation of the final air permit application.

Responsible for preparing state and county air permit application for a fiberglass boat manufacturer using polyester resins and gelcoat. Developed emission calculations for the facility and compiled all other necessary information for the permit application. Subsequently prepared state Federally Enforceable Synthetic Non-Title V permit after facilities usage exceeded the general permit consumption limits. Printing Press Air Permitting, Miami Herald, Doral, Florida Project Manager. Responsible for county air construction permit for Miami Herald production building printing operation. Successful in recalculating emissions from previous operations to reducing the permitting burden to the Client. SWPPP Updates, Miami-Dade County Aviation Department, Florida Project Manager. Responsible for the update of the Stormwater Pollution Prevention Plans (SWPPP) for the Opa-Locka Airport, Kendall-Tamiami Airport and Miami International Airport. SWPPP updates required by the FDEP NPDES Generic Permit for Industrial Activities. SWPPP updates included a stormwater pollution audit of each of the numerous tenants operating at each airport and recommendations of best management practices for facilities. Canal Conveyance Capacity Program, South Florida Water Management District, Florida Lead Engineer. Responsible for assessing the canal conveyance capacities by conducting field reconnaissance and data collection and fathometer surveys. In addition to meeting a strict deliverables schedule with a nine-month duration. Developed inspection procedures and reports that were standardized and used as templates for others involved in the CCCP. Services included: Detailed planning and coordination with SFWMD staff for field reconnaissance and survey activities, Development of canal inspection criteria, data recording format, and report content, Collection and review of existing data including original ACOE design, As-Built, and Right-of- Way drawings, and SFWMD survey maps, Conducting field reconnaissance along the 200 miles of canals and levees, and preparing reports and maps, Conducting fathometer surveys of the canals’ centerline, as well as cross-section surveys, Preparing a comprehensive report for each canal presenting the analysis of field data, detailed canal plan, profile and cross-section drawings identifying areas of concern, and recommendations for remedial action. FEMA and NRCS Canal Repairs, South Florida Water Management District, West Palm Beach, Florida Design Engineer. Responsible for preparing contract documents for the repairs of numerous canals throughout southern and central Florida that were damaged during the hurricanes of 2004. Activities included: inspecting and evaluating canal bank damage; the selection and design of the appropriate method of repair including backfill and compaction of earthen banks, installation of riprap bank stabilization systems, sand-cement riprap headwalls, geotextile tube protection systems, and articulated block stabilization systems; development of detailed drawings and technical specifications describing and governing the required work; development of construction cost estimates; preconstruction phase engineering services including attending pre- bid/pre-quote meetings and pre-construction meetings, and answering technical questions from potential contractors. This project required working very closely with SFWMD staff to see each project through the procurement process.
J e f f r e y P . T h o m p s o n , P . E . , P r e s i d e n t R e s u m e 6 o f 8 ADA Bus Stop Compliance Survey, Miami-Dade County Public Works, Miami-Dade County, Florida Project Engineer. Conducted a detailed survey of bus stops in various areas of Miami-Dade County to determine if they were in compliance with the Americans with Disabilities Act (ADA). A detailed record was made of those bus stops that were not ADA compliant including a photographic record and detailed sketches. This project required extensive communication and coordination with multiple consultants working on this project. Road Reconstruction Design, City of Quincy Dept. of Public Works, Quincy, Massachusetts Civil Engineering Aide. Responsible for the preliminary design of a road reconstruction project. Conducted surveys of roadways to be considered for reconstruction, including roadway measurements, topographic surveys, inventory of utility structures (i.e. catch basins, manholes, etc.). Drafted construction drawings detailing the work that was to be preformed. Developed multiple cost estimates, encompassing multiple reconstruction options, for each roadway considered. Site Assessment Report for Active Lakefill, Community Asphalt Corp., Miami-Dade County, Florida Project Engineer. Responsible for preparing an in-depth site assessment report (SAR) for an operating lakefill where the contaminants of concern included ammonia, metals, and phenolic compounds. Coordinated and supervised all onsite field activities including numerous monitoring well installations, soil boring installations, and groundwater and surface water sampling. Organized and evaluated chemical data results and developed conclusions. Developed monitoring well installation plans in order to fully delineate the contamination at the site. Prepared SAR and created numerous drawings and tables to clearly communicate findings and conclusions to the client and DERM. Remedial Alternatives Investigation, Waste Management, Medley, Florida Project Engineer. Evaluated the effectiveness of prior remedial actions for ammonia- contaminated groundwater at the 200+ acre Class I Landfill. Reviewed the remedial action plan and historical analytical data and performed a trend analysis in order to assess whether fluctuations in contaminant concentrations were influenced by the operation of the facility, natural features, or environmental conditions. Provided client with opinion of the plausible alternatives for the site. Performed remedial alternatives study and a bench-scale test of bio- sparging to determine if it would have the capability to reduce the contaminants below regulatory standards at this specific site. Also provided a scaled-up cost estimate for a full scale remediation system. Class IV Freshwater Wetland Permitting, The Lowell Dunn Company, Miami-Dade County, Florida Project Engineer. Responsible for providing support in preparing supplemental information for a Class IV permit application. Reviewed documents for relevant information, aided in the design of a littoral shelf wetland, created AutoCAD drawings, and the development of a littoral shelf monitoring plan.

Responsible for conducting multiple Phase I investigations throughout Miami- Dade County for various clients. Phase I investigations included detailed site inspections of subject properties for visual evidence of recognized environmental conditions, limited soil and groundwater sampling, the review of applicable federal, state, and local environmental databases, interviews with property owners, and preparation of reports, including recommendations. Site Assessment Report for Completed Lakefill, The Lowell Dunn Company, Miami-Dade County, Florida Project Engineer. Responsible for preparing an in-depth site assessment report (SAR) for a completed lakefill for which the client wished to develop into residential homes. The contaminants of concern for this site included ammonia, metals, and phenollic compounds. Coordinated and supervised all onsite field activities including monitoring well installations, soil boring installations, and groundwater sampling. Organized and evaluated chemical data and developed conclusions based on the data. Prepared the SAR and created numerous drawings and tables to clearly communicate findings and conclusions. This site assessment required extensive negotiation with DERM. Environmental Site Assessment and Remedial Activities, Various Clients, Throughout Massachusetts Technician. Responsible for various site assessment and remedial activities for numerous contaminated sites throughout Massachusetts and surrounding areas. Contamination encountered included metals, volatile organic compounds (VOCs), polycyclic aromatic hydrocarbons (PAHs), chlorinated hydrocarbons, cyanide, polychlorinated biphenyls (PCBs), semi-volatile organic compounds (VOCs), dense non-aqueous phase liquids (DNAPLs) and light non-aqueous phase liquids (LNAPLs) including cold-tar, diesel fuel, gasoline, and #6 fuel oil. Typical activities included groundwater sampling using multi-parameter probes, groundwater level monitoring, subsurface and surface soil sampling, soil boring/monitoring well installation oversight and soil logging, soil screening with PIDs/OVMs, free product thickness measurements using oil-water- interface-probes (OWIPs), passive free product recovery, and in-situ hydraulic conductivity tests (slug tests). Preformed many operations, maintenance, and monitoring activities for remedial systems including soil-vapor extraction systems (SVEs), in-situ bioremediation systems, and pump-and-treat ex-situ groundwater remediation systems. Phase II Comprehensive Site Assessment, Keyspan Energy Corporation, Everett, Massachusetts Technician. Responsible for field work and associated office work for a large scale site assessment project for a former manufactured gas plant with various contamination concerns, including VOCs, PAHs, metals, and cyanide. Conducted oversight of numerous monitoring well and soil boring installations, characterized soil types and recorded boring logs, screened soils for contamination with PIDs/OVMs and groundwater sampling, product gauging and recovery, and in-situ hydraulic conductivity tests. Assisted in maintaining and entering information into a large database containing chemical data for the entire site. Contaminated Soil Excavation Oversight, Various Clients, Throughout Massachusetts Technician. Responsible for the oversight of multiple contaminated soil excavations throughout Massachusetts. Excavations varied in size from small hand dug excavations to massive high rise foundation excavations. Asbestos Abatement in Schools, Various Clients, Throughout Massachusetts Industrial Hygienist. Responsible for project monitoring of asbestos abatement projects. Supervised contractor to ensure applicable regulations and the project scope were being met. Kept detailed daily notes of onsite activities and communicated activities to the client. Inspected containments upon completion to ensure contractor had sufficiently removed the asbestos. Kept detailed quantities of asbestos removed by the contractor, and collected and analyzed air samples. These projects required extensive coordination and communication with clients and general contractors working on the projects. Assisted in inspecting multiple abandoned buildings for the presence of asbestos containing material (ACM). His project experience includes the development of contaminated and waste disposal sites, site assessment and remediation, stormwater management, dewatering design and permitting, solid waste engineering, industrial facilities and air permitting, air monitoring, canal dredging and slope stabilization, water/sewer engineering and general site civil engineering. He has worked with private and public sector clients including commercial and residential developers, government agencies, architects and engineers, contractors, manufacturers, facility operators, and land management organizations. Examples project experience includes the following: Port of Miami Tunnel Project, City of Miami, Florida Project Manager and Engineer of Record for environmental consulting services in support of soil management and reuse, dewatering activities, contamination assessment, and design of temporary construction facilities. Specific work included preparation of soil management plan for the tunnel spoils, which included the coordination of toxicological analysis of soil conditioning agents used in the tunnel boring operation; soil classification of soils from Dodge and Watson island roadway relocation work; dewatering permits (DERM Class V and SFWMD water use) for work on Dodge and Watson islands; water and sewer connections and relocations for construction facilities; stormwater and industrial permitting for temporary construction facilities; stockpile management plans for Virginia Key landfill soil reuse; and general consulting and coordination with various regulatory, public, and activist agencies.

E . , P r e s i d e n t R e s u m e 2 o f 8 Biscayne Landing, North Miami, Florida Project Director and Engineer of Record for a 200-acre mixed use development project on a former landfill, providing environmental and civil engineering design including conceptual stormwater master planning for numerous master site plans, cut/fill mass grading planning, site assessment, lakefill permitting, site civil design (paving, grading and drainage, water and sewer) for, landfill gas management. Responsible for the associated permitting requirements with the South Florida Water Management District, DERM Water Control and Pollution Remediation Sections, the FDEP (Solid Waste Closure permitting), and local departments. Procacci Sweetwater Brownfields Project, Sweetwater, Florida Project Director and Engineer of Record for 10-acre brownfields redevelopment project on former solid waste lakefill property. Work included Phase I and Phase II due diligence environmental site assessments, regulatory driving site assessment, interim site improvement/development plan design and permitting, assistance with the Brownfield Site Redevelopment Agreement (BSRA), and stormwater management design consulting. Project involved intensive regulatory agency coordination. Blanche Park Corrective Actions, Miami, Florida Project Manager and Engineer of Record for the corrective action design and permitting to remediate a park contaminated from historical incinerator ash filling with chemicals of concern including dioxins, lead, arsenic, and other metals. Remedial design included excavation and offsite disposal of contaminated soils, alternative engineering controls (artificial turf and rubber mulch), sub-grade spray-applied impervious liner, sub-grade liner drainage and overall drainage. Planned and implemented perimeter air monitoring program for the remedial construction activities and provided consulting for the contractor’s site specific health and safety plan. Project was meticulously scrutinized by the environmental regulatory agency due to the high level of public interest. Merrie Christmas Park Corrective Actions, Miami, Florida Project Manager and Engineer-of-Record for the corrective action design and permitting to remediate a park contaminated from historical incinerator ash filling with chemicals of concern including dioxins, lead, arsenic, and other metals. Remedial design included excavation and onsite relocation of contaminated soils which required detailed, multi-phased grading design to balance material onsite and provide required clean fill cover over onsite impacted soils while also protecting natural grades around huge canopy trees within impacted areas. Design also included ADA sidewalk design over significant elevation change between park entrance and playground areas. Olinda Park, Miami-Dade County, Florida Project Manager and Engineer-of-Record for a 7.5-acre park developed a remediation/closure design consisting of site re-grading, material balancing to limit offsite disposal of contaminated soil, and geosynthetic clay liner (GCL) with 2’ of clean fill cover. Provided site civil design, and park amenities design including the coordination of electrical, structural and landscaping design, and associated permitting. Responsible for construction phase engineering services, including management of review of contractor’s health and safety plan (HASP) oversight of contractor’s compliance with HASP,

Management of perimeter air sampling for PAHs, dust, metals, and dioxin/furans. Environmental Site Assessment and Remedial Activities, Miami-Dade County DERM, Throughout Miami-Dade County, Florida Project Manager responsible for site assessment and remedial activities for numerous sites throughout Miami-Dade County for the DERM-08 Contract. Many sites located within the Miami International Airport, typically impacted by petroleum related releases. Managed source removal activities, surface soil sampling, vertical and horizontal delineation of contaminants of concern, groundwater sampling, industrial wastewater treatment assessment, tank removal and closure for various sites. Beacon Countyline, Flagler Development Group, Miami, Florida Lead Engineer responsible for the overall Landfill Closure Plan for the proposed 500-acre commercial development on a former construction and demolition (C&D) landfill including: coordination and review of overall stormwater management system for the final development; development of a comprehensive conceptual gas management plan for the site and the proposed buildings; coordination with regulatory agencies and various consultants and engineers engaged in the project, including DRI and wetland coordination; preparation of final landfill closure application including financial cost assurance, groundwater monitoring requirements, long term care, closure procedures, gas management, and waste relocation procedures. Landfill Closure and Redevelopment Permitting and Design/Build, City of Homestead, Florida Lead Engineer for the 32-acre former Homestead Landfill re-development project, mainly responsible for preparing the stormwater management design and stormwater modeling for the proposed park development. Also, prepared the detailed grading plan for the park, including park surface features (fields, courts, sidewalks, etc.). Also responsible for the design of the landfill gas mitigation components of the landfill closure design. Obtained approvals/permits from DERM’s Water Control and Pollution Remediation Sections and the FDEP and construction certification. Virginia Key Landfill, City of Miami, Florida Lead Engineer responsible for the conceptual closure plan for the former landfill including a stormwater management system using drainage wells and dry retention areas, final grading and cover plan, groundwater remediation plan, and gas management plan. Coordination with various regulatory agencies and project stakeholders, including the Miami-Dade County Department of Solid Waste bond engineer in order to develop a schedule of values to be the basis of grant funding by the County to the City for the closure. Munisport Landfill Comprehensive Landfill Closure Plan (CLCP), Miami-Dade County Dept. of Solid Waste Management, Florida Project Engineer responsible for aiding in the third party review of the CLCP for the Munisport Landfill, especially related to the in-situ groundwater remediation system being implemented to remove ammonia contamination at the site. Activities included: an in depth file review, including the review of legal resolutions between the City of North Miami and the Miami-Dade DSWM, permit application and issued permits, and technical reports on the remediation system; and the development of a cost estimate for the full scale system.

E . , P r e s i d e n t R e s u m e 4 o f 8 Waterford Professional Center, The Hogan Group, Miami, Florida Lead Engineer for site development and gas management design for 15-acre commercial development subject to an overall development order with environmental concerns. Site development included paving, grading and drainage consisting of exfiltration trenches with dry and wet retention, and water and sewer main extensions. Facilitated ERP permitting by the SFWMD. Also required gas management design for buildings and utilities due to methane levels existing in site soils due to former filling activities at the site. Waterford Core Site, The Hogan Group, Miami, Florida Project Manager and Engineer-of-Record responsible for the phased civil design for the proposed 21 acre Waterford Core Site commercial development located with the Blue Lagoon area of Miami. The proposed development consisted of four office buildings, four parking garages, retail area, surface parking and associated surface roadways. Civil design included stormwater management design, water and sewer design, paving, grading and drainage, and offsite right-of-way improvements. Stormwater design required consideration of existing groundwater contamination at the site. Permitting included the following agencies: SFWMD, DERM, WASD, Health Department, Fire Rescue, and Public Works. Electrical Substation Site Civil Designs, Florida Power and Light, Throughout Southern Florida Project Manager/Lead Engineer/Engineer-of-Record. Responsible for the preparation of site development designs for several new transmission substations and expansions to existing substations in Miami-Dade and Lee counties. Design scope includes paving, grading and drainage; water, sewer and fire service utility connections; right of way improvements; and other miscellaneous site civil requirements. Drainage designs have included exfiltration trench systems, dry retention systems, dry detention systems with control structures, and underground injection wells. Permitting services was provided for a variety of permits including DERM Class VI, FDEP ERP and UIC, SFWMD Water Use, County Health Department, Local Developer’s Agreements, Local Site Plan and Building Permit reviews and FDOT Connection and Drainage Permits. Construction phase support services included preparing construction cost estimates; responding to contractor Requests for Information; reviewing shop drawings; inspections; and preparing final certifications. LFG to Energy Plant Site Civil, Ingenco, North Dade Landfill, Florida Project Manager/Engineer-of-Record. Responsible for the site civil design and coordination of architectural, structural, and mechanical/electrical/plumbing design for proposed a landfill gas (LFG) to energy facility on the Miami-Dade County Department of Solid Waste (DSWM) North Dade Landfill (NDLF). The proposed building was set upon an area of existing groundwater contamination and some waste material, which required a unconventional drainage design. Title V Air Operations Permitting, Miami-Dade County Dept. of Solid Waste Management, Florida Project Engineer. Responsible for providing support in preparing a Title V Air Operations Permit renewal application. Reviewed all relevant documents with regards to previous permit applications, utilized FDEP’s online permit application process to access information, developed an emission source and control inventory, aided in emission calculations, and aided in the preparation of the final air permit application.

Responsible for preparing state and county air permit application for a fiberglass boat manufacturer using polyester resins and gelcoat. Developed emission calculations for the facility and compiled all other necessary information for the permit application. Subsequently prepared state Federally Enforceable Synthetic Non-Title V permit after facilities usage exceeded the general permit consumption limits. Printing Press Air Permitting, Miami Herald, Doral, Florida Project Manager. Responsible for county air construction permit for Miami Herald production building printing operation. Successful in recalculating emissions from previous operations to reducing the permitting burden to the Client. SWPPP Updates, Miami-Dade County Aviation Department, Florida Project Manager. Responsible for the update of the Stormwater Pollution Prevention Plans (SWPPP) for the Opa-Locka Airport, Kendall-Tamiami Airport and Miami International Airport. SWPPP updates required by the FDEP NPDES Generic Permit for Industrial Activities. SWPPP updates included a stormwater pollution audit of each of the numerous tenants operating at each airport and recommendations of best management practices for facilities. Canal Conveyance Capacity Program, South Florida Water Management District, Florida Lead Engineer. Responsible for assessing the canal conveyance capacities by conducting field reconnaissance and data collection and fathometer surveys. In addition to meeting a strict deliverables schedule with a nine-month duration. Developed inspection procedures and reports that were standardized and used as templates for others involved in the CCCP. Services included: Detailed planning and coordination with SFWMD staff for field reconnaissance and survey activities, Development of canal inspection criteria, data recording format, and report content, Collection and review of existing data including original ACOE design, As-Built, and Right-of- Way drawings, and SFWMD survey maps, Conducting field reconnaissance along the 200 miles of canals and levees, and preparing reports and maps, Conducting fathometer surveys of the canals’ centerline, as well as cross-section surveys, Preparing a comprehensive report for each canal presenting the analysis of field data, detailed canal plan, profile and cross-section drawings identifying areas of concern, and recommendations for remedial action. FEMA and NRCS Canal Repairs, South Florida Water Management District, West Palm Beach, Florida Design Engineer. Responsible for preparing contract documents for the repairs of numerous canals throughout southern and central Florida that were damaged during the hurricanes of 2004. Activities included: inspecting and evaluating canal bank damage; the selection and design of the appropriate method of repair including backfill and compaction of earthen banks, installation of riprap bank stabilization systems, sand-cement riprap headwalls, geotextile tube protection systems, and articulated block stabilization systems; development of detailed drawings and technical specifications describing and governing the required work; development of construction cost estimates; preconstruction phase engineering services including attending pre- bid/pre-quote meetings and pre-construction meetings, and answering technical questions from potential contractors. This project required working very closely with SFWMD staff to see each project through the procurement process.

Conducted a detailed survey of bus stops in various areas of Miami-Dade County to determine if they were in compliance with the Americans with Disabilities Act (ADA). A detailed record was made of those bus stops that were not ADA compliant including a photographic record and detailed sketches. This project required extensive communication and coordination with multiple consultants working on this project. Road Reconstruction Design, City of Quincy Dept. of Public Works, Quincy, Massachusetts Civil Engineering Aide. Responsible for the preliminary design of a road reconstruction project. Conducted surveys of roadways to be considered for reconstruction, including roadway measurements, topographic surveys, inventory of utility structures (i.e. catch basins, manholes, etc.). Drafted construction drawings detailing the work that was to be preformed. Developed multiple cost estimates, encompassing multiple reconstruction options, for each roadway considered. Site Assessment Report for Active Lakefill, Community Asphalt Corp., Miami-Dade County, Florida Project Engineer. Responsible for preparing an in-depth site assessment report (SAR) for an operating lakefill where the contaminants of concern included ammonia, metals, and phenolic compounds. Coordinated and supervised all onsite field activities including numerous monitoring well installations, soil boring installations, and groundwater and surface water sampling. Organized and evaluated chemical data results and developed conclusions. Developed monitoring well installation plans in order to fully delineate the contamination at the site. Prepared SAR and created numerous drawings and tables to clearly communicate findings and conclusions to the client and DERM. Remedial Alternatives Investigation, Waste Management, Medley, Florida Project Engineer. Evaluated the effectiveness of prior remedial actions for ammonia- contaminated groundwater at the 200+ acre Class I Landfill. Reviewed the remedial action plan and historical analytical data and performed a trend analysis in order to assess whether fluctuations in contaminant concentrations were influenced by the operation of the facility, natural features, or environmental conditions. Provided client with opinion of the plausible alternatives for the site. Performed remedial alternatives study and a bench-scale test of bio- sparging to determine if it would have the capability to reduce the contaminants below regulatory standards at this specific site. Also provided a scaled-up cost estimate for a full scale remediation system. Class IV Freshwater Wetland Permitting, The Lowell Dunn Company, Miami-Dade County, Florida Project Engineer. Responsible for providing support in preparing supplemental information for a Class IV permit application. Reviewed documents for relevant information, aided in the design of a littoral shelf wetland, created AutoCAD drawings, and the development of a littoral shelf monitoring plan.

Responsible for conducting multiple Phase I investigations throughout Miami- Dade County for various clients. Phase I investigations included detailed site inspections of subject properties for visual evidence of recognized environmental conditions, limited soil and groundwater sampling, the review of applicable federal, state, and local environmental databases, interviews with property owners, and preparation of reports, including recommendations. Site Assessment Report for Completed Lakefill, The Lowell Dunn Company, Miami-Dade County, Florida Project Engineer. Responsible for preparing an in-depth site assessment report (SAR) for a completed lakefill for which the client wished to develop into residential homes. The contaminants of concern for this site included ammonia, metals, and phenollic compounds. Coordinated and supervised all onsite field activities including monitoring well installations, soil boring installations, and groundwater sampling. Organized and evaluated chemical data and developed conclusions based on the data. Prepared the SAR and created numerous drawings and tables to clearly communicate findings and conclusions. This site assessment required extensive negotiation with DERM. Environmental Site Assessment and Remedial Activities, Various Clients, Throughout Massachusetts Technician. Responsible for various site assessment and remedial activities for numerous contaminated sites throughout Massachusetts and surrounding areas. Contamination encountered included metals, volatile organic compounds (VOCs), polycyclic aromatic hydrocarbons (PAHs), chlorinated hydrocarbons, cyanide, polychlorinated biphenyls (PCBs), semi-volatile organic compounds (VOCs), dense non-aqueous phase liquids (DNAPLs) and light non-aqueous phase liquids (LNAPLs) including cold-tar, diesel fuel, gasoline, and #6 fuel oil. Typical activities included groundwater sampling using multi-parameter probes, groundwater level monitoring, subsurface and surface soil sampling, soil boring/monitoring well installation oversight and soil logging, soil screening with PIDs/OVMs, free product thickness measurements using oil-water- interface-probes (OWIPs), passive free product recovery, and in-situ hydraulic conductivity tests (slug tests). Preformed many operations, maintenance, and monitoring activities for remedial systems including soil-vapor extraction systems (SVEs), in-situ bioremediation systems, and pump-and-treat ex-situ groundwater remediation systems. Phase II Comprehensive Site Assessment, Keyspan Energy Corporation, Everett, Massachusetts Technician. Responsible for field work and associated office work for a large scale site assessment project for a former manufactured gas plant with various contamination concerns, including VOCs, PAHs, metals, and cyanide. Conducted oversight of numerous monitoring well and soil boring installations, characterized soil types and recorded boring logs, screened soils for contamination with PIDs/OVMs and groundwater sampling, product gauging and recovery, and in-situ hydraulic conductivity tests. Assisted in maintaining and entering information into a large database containing chemical data for the entire site. Contaminated Soil Excavation Oversight, Various Clients, Throughout Massachusetts Technician. Responsible for the oversight of multiple contaminated soil excavations throughout Massachusetts. Responsible for project monitoring of asbestos abatement projects. Supervised contractor to ensure applicable regulations and the project scope were being met. Kept detailed daily notes of onsite activities and communicated activities to the client. Inspected containments upon completion to ensure contractor had sufficiently removed the asbestos. Kept detailed quantities of asbestos removed by the contractor, and collected and analyzed air samples. These projects required extensive coordination and communication with clients and general contractors working on the projects. Asbestos Inspections, Confidential Client, Throughout Massachusetts Assistant Asbestos Inspector. Assisted in inspecting multiple abandoned buildings for the presence of asbestos containing material (ACM).
