This document discusses building information communities through spatially enabled data. It describes how information is siloed across different domains and agencies and how spatial identifiers and reference frameworks can link these disparate data sources through a spatial information and reference framework (SIRF). The document also provides examples of how SIRF is being implemented in Indonesia to better integrate information across government agencies to support social protection programs. It emphasizes that enabling open data, standards, and technologies while understanding socio-political contexts are important for building effective information communities.
