Bangabandhu: Architect of Bangladesh
The six point movement was a movement in East Pakistan spearheaded by Sheikh
Mujibur Rahman, which called for greater autonomy for East Pakistan
The main agenda was to realize the six demands put forward by a coalition of Bengali
nationalist political parties in 1966, to end the perceived exploitation of East Pakistan
by the West Pakistani rulers

East Pakistan was facing a critical situation after being subjected to continuous discrimination on a regional
basis, year after year. As a result, the economists, intelligentsia, and the politicians of East Pakistan started to
raise questions about this discrimination, giving rise to the historic six-point movement. It is considered a
milestone on the road to Bangladesh's independence

The Constitution should provide for a Federation of Pakistan in its true sense based on the Lahore resolutions, and the
parliamentary form of government with supremacy of a Legislature directly elected on the basis of universal adult
franchise
The federal government should deal with only two subjects: Defence and Foreign Affairs, and all other
residual subjects should be vested in the federating states
Two separate, but freely convertible currencies for two wings should be introduced; or if this is not feasible,
there should be one currency for the whole country, but effective constitutional provisions should be
introduced to stop the flight of capital from East to West Pakistan. Furthermore, a separate Banking Reserve
should be established and separate fiscal and monetary policy be adopted for East Pakistan

The power of taxation and revenue collection should be vested in the federating units and the federal center would
have no such power. The federation would be entitled to a share in the state taxes to meet its expenditure
There should be two separate accounts for the foreign exchange earnings of the two wings; the
foreign exchange requirements of the federal government should be met by the two wings equally
or in a ratio to be fixed; indigenous products should move free of duty between the two wings, and
the constitution should empower the units to establish trade links with foreign countries
East Pakistan should have a separate military or paramilitary force, and Navy headquarters should be in
East Pakistan

The CML (Council Muslim League) decried the six points as a demand for confederation, not
federation; the Jama'at-i-Islami branded it as a separatist design; the Nizam-i-Islam rejected it as a

the grounds that it was parochial and did not include any measures to free East Pakistan from
imperialists agents."

Bangabandu clearly stated that the delegates from East Pakistan Awami
League (EPAL) had rejected not only the proposals passed by the All-
Party Conference but also severed all ties with the leaders of the so-
called conference of the opposition parties. He said that it was not at all

aggrieved and deprived people of East Pakistan

regime to falsely implicate him in the Agartala Conspiracy case
For all practical purposes, the eleven-point student program was an expanded version of the Awami

Sheikh Mujib's arrest in 1966 only served to enhance his popularity to the point where he became the
veritable symbol of Bengali nationalism
The six-point movement evoked widespread enthusiasm in East Pakistan.
Mass meetings and rallies held throughout the province by the East Pakistan Awami League helped to
rejuvenate the moribund party organisation and the Awami-affiliated student party, the East Pakistan
Student's League (EPSL).
Predictably, the six-point movement broadened the Awami League's base of support in East Pakistan

In October 1968, the East Pakistan Students League and the Menon and Matia group of East
Pakistan Students Union formed a political alliance.
These two student organisations jointly formed the 'Chhatra Sangram Parishad' in January
1968 and declared an eleven points charter of demand.

To abandon the policy of provincialisation of the financially solvent colleges and to deprovincialise the colleges
hitherto provincialised including the Jagannath College.
To establish parliamentary democracy through direct election on adult franchise. To promote liberty of
speech, personal liberty and liberty of press. To withdraw prohibitive order imposed upon the Ittefaq
To give full autonomy to East Pakistan on the basis of fulfillment of the following demands:
To constitute sub-federation by giving autonomy to all the provinces including Beluchistan, North-West
Frontier Province and Sind of West Pakistan
To nationalize bank, insurance, jute trade and large-scale industries
To reduce the rate of land revenue and taxes imposed upon the peasants, and to exempt arrear land tax and
outstanding debt

To pay legitimate wage and bonus to the labours and to arrange for their education, housing, medical treatment
etc. To withdraw all black-laws detrimental to the interest of the labours, and to ensure their right to strike and
right to trade union activities.
To take steps towards flood control measures in East Pakistan, and to ensure overall utilization of water
resources.
To withdraw Emergency Act, Safety Act and other repressive Acts
To annul SEATO, CENTO agreements, Pak-American Military Pact and to ensure non-aligned independent
and neutral foreign
To release immediately all the students, labours, peasants, political activists and leaders, detained in different
jails of the country, to repeal warrant and hulia, and to withdraw all the cases instituted on political grounds
including the Agartala Conspiracy Case.

The Six Points demand of Awami League had its wide reflection on the Eleven Points demand of the
Chhatra Sangram Parishad
The demands relating to the interest of the Bangali middle class peasants and workers were also included in
the Eleven Points demand
The Eleven Points movement addressed wide public support in East Pakistan, and the leadership of the
anti-Ayub movement virtually came within the grip of the student leaders
The Eleven Points movement of the students had direct contribution towards preparing the background of
the War of Liberation
