Regional Cohesion Policy(1/2) • Regions have the greatest share of resources for promo0ng territorial innova0on and are where the benefits are most visible. • They cannot afford the “policy delay” from innova0ve thinking at the EU level to policy implementa0on in regional programmes. • Regions can instead take a leading, demand-‐driven role in introducing transversal innova0on policies, mixing technical and non-‐technical par0cipa0on and linking Crea0ve Region strategies to territorial innova0on (Living Labs). Regional Cohesion Policy(2/2) • Regions through its territorial coopera0on programmes as well as through its mul0-‐layer governance system under shared management, can foster cross-‐border and trans-‐ na0onal integra0on and exchange of good prac0ces. • Regional cohesion policy should con0nue to foster compe00veness, innova0on employment and economic, social and territorial cohesion in the European Union. - 39. Conclusions (1/2) • The big global challenges of our 0me demand mass par0cipa0on of users/consumers/ci0zens. Finding solu0ons to climate change, managing demographic shiIs, presen0ng and managing chronic diseases, providing safe water supplies and maintaining food security will require the pooling of diverse types of knowledge and resources, and harnessing the mo0va0on of millions of individuals and their communi0es. • Technologies are not sufficient to resolve the challenges in a sustainable way, user behaviour transforma0on is required and this can be enabled by the use of ICT and the Living Lab methodologies. • Brazil has embraced with enthusiasm the Living Lab culture and partnerships being forged with the European movement aims to contribute to a stable and sustainable mutual development. - 40. Conclusions (2/2) • Europe needs to address its poli0cal integra0on leading to more Europe. The current crisis has uncovered hidden fragili0es but also fostered new solu0ons. Regions such as Danube and cross-‐border collabora0on using Living Lab methodologies can accelerate a faster and more effec0ve integra0on. • The European RDI policies encourage the use of Living Lab eco-‐ systems and methodologies to achieve faster and more efficient results. • Universi0es need to be more involved with the other stakeholders of the innova0on system. Technology is important but needs to be complemented with other knowledge and exper0se such as entrepreneurship culture and innova0on and business prac0ces. 40 Innovating 4 Development, Rome, 25-26 January 2011
