This document outlines proposed new principles for institutional funding of research organizations in the Czech Republic. It recommends establishing separate budgets for different types of research organizations, such as universities, scientific institutes, and technology organizations. It proposes a funding system with three components: a block grant for stability, a performance agreement to promote development, and a performance-based research funding system to allocate funding based on evaluations. The block grant would initially make up 80% of funding, with 15% from the performance system and 5% from the agreements. The shares may adjust over time based on each organization's needs and performance.
