I. TITLE: GROUP EXECISE:
Preparation of Performance Agreements (PA) by
Groups
II FACULTY: Prof. Prajapati Trivedi
III. ISSUES: 1. This is a ā€œgroupā€ exercise in which each group is expected
to draft a PA / performance contract / performance
agreement for a government department in a country with
which at least one member of the group is quite familiar.
Each group is expected will have to prepare an ā€œidealā€
performance agreement for a selected government
department. This exercise has the following broad
objectives:
a. To get a feel for what is involved in designing and
drafting PA / Performance Contracts.
b. To employ the principles of public sector performance
evaluation discussed and developed in this Workshop in
the context of real-world government departments /
agencies.
c. To bring together (or integrate) all the insights gained in
the Workshop.
IV. MODUS
OPERANDI OF
GROUP WORK
1. Please meet with your colleagues in the group in break-out
rooms and develop a draft PA for a government department
/ agency that has been selected by consensus. If a member of
your group already has a PA / Performance Contract for a
government department, he or she is familiar with, your
group may use that as a starting point for this exercise. Each
group is expected to prepare a ā€œmodelā€ draft PA for the
department chosen by the group. As mentioned earlier,
groups may decide to draft a new PA from scratch.
Sometimes it is easier to do so.
2. We should use all the knowledge acquired in the workshop
to prepare these model PAs. The focus of this exercise is on
the ā€œstructureā€ of the PA / Performance Contract and not on
the ā€œnumbers.ā€ Each Group is expected to prepare this PA
using RFMS software. Our Resource Persons will be
available for assistance with RFMS.
3 Each group should use the RFD Evaluation Methodology
(REM) to ensure that their PA has the highest possible
composite score or quality of the draft.
4. Each group should hand in the revised PA / performance
contract by 5:30 PM on Tuesday, June 23, 2015. Once we
get these draft PAs, we will make additional copies and
distribute them to all participants on Wednesday, June 24,
2015.

Discuss and Evaluate the quality of PA prepared by
other groups

DISCUSSIONS:
1. This is also an exercise for individual groups in breakout
rooms. When you meet on Wednesday, June 24, 2015, each
group should ā€œcritiqueā€ the draft PAs / Performance
Contracts prepared by the respective groups. That is, each
group should discuss and evaluate the ā€œqualityā€ of these
drafts (prepared by other groups) using REM Guidelines.
Each group will have to come up with critical points. We do
not want to focus on the strengths of the drafts, rather, the
emphasis will be on pointing out those aspects of the
respective PAs / Performance Contracts that can be improved
further.
2 Each group should calculate the REM score for all other PAs
and prepare a PowerPoint on their own group’s PA

I TITLE CRITIQUES OF PERFORMANCE AGREEMENTS:
Group discussion in the plenary to determine which
group prepared the best PA

DISCUSSIONS:
1. This exercise will be conducted in the plenary session. We
will sit together s groups and discussion will be among group.
Each group will get 20 Minutes. They will be expected to
make a five minute presentation on their group’s
Performance Agreement.
2 After the five minute presentation, each group will point out
major flaws in the drafts prepared by this group.
3. Then each member of the group will be asked to give a REM
score. This individual score can differ from the group view.
The group performance will be judged on two counts. First,
the average of REM Composite Score for the PA as evaluated
by all participants. Second, we will have a set of criteria that
will include how well the respective groups are able to
defend their work.
4. However, please note that you cannot make ā€œjust any pointā€
and get credit for it. The point made by the group criticizing
the other group’s draft PA / Performance Contract will have
to be accepted as a ā€œvalid critiqueā€ only then the group
making the point will get credit for it.
5. We will go in a round-robin fashion and each group will be
allowed to make one point at a time. Therefore, it is easy to
see that the ā€œwinningā€ strategy would include a serious
critique of other PAs.
