  Constitution Details: The GrahamKirkham Foundation in India, was registered under Indian Trusts Act of 1882 with Reg. No – 85/2012, dated on 27th July 2012. Today, as a national level development trust (NGO), working with migrants and people displaced for various reasons. Main goal is to promote the welfare of the migrants and people displaced. Introduction: While our Tamilnadu Government have been taking great efforts to impart developmental activities in support of private investments, power and energy for both public and industries are in shortage. To overcome this challenge, Govt. planned to form various power projects in different parts of the Tamilnadu state. However, some profit making people are initiating protest movements against the projects by campaigns to spread misunderstanding on Govt. activities. When the local communities are given with enough compensation, housing, Livelihood and awareness, they will support the developmental endeavors. Nation is expecting this kind of support with great sacrifice from its own people for the prosperous future. As a citizen of the country, it is our great duty to serve the nation. In this view, we submit this proposal for your kind consideration. Short information of port promotion and coal based thermal power project in Manapad: In partnership with private sector, Tamilnadu State govt. is taking great efforts to establish a port in 1000 acres and thermal power plant for 800 MW and udangudi power project 1600 MW at the coastal area of Kulasekaranpattinam, Manapad and Koodal nagar on the east road side of between Thiruchendur and kaniyakumari for supplying coal to the power plants in Tuticorin District and other southern part of Tamilnadu.   the port isbeing developed in the Koodalnagar. More than 1000 acres of land is being acquired by the Revenue Authorities of Tamilnadu Govt. in and around Manapad which is very beautiful coastal village. It is also a famous holy tourist place where in St. Xavier an Italian missionary priest from Jesuit Congregation started his services and baptized fisher men folks and formed a R.C. church 450 years ago. Find more details about port in the Annexure 1. Findings of The Graham Kirkham Foundation in India: A fact finding team visited Manapad and kulasekaranpattinam on 2014 August 30th and 31st . Key findings urged us to prepare this proposal that is herewith given.  People do not know the installation of thermal power project in Manapad. One thousand acres of land was acquired by the Revenue Authorities but the compensation was not sufficient  People have already carried out a strong protest Movement and placed a demand regarding the compensation and livelihood. They claimed compensation about Rs. 10 lakhs.  No public hearing is organized by Tuticorin District collector to bring peace and solve the issues.  Local communities claimed new settlement with housing nearby coastal area. They demanded Govt. to provide motor boats with fishing net while they go for fish.  In KulasekaranPattinam 1000 acres of agricultural land in the west portion of the road side was taken by the Govt. for udangudi thermal power plant which will generate 1600MW.

  A surface pondwas leveled. Due to the scarcity of ground water and short rain fall, most of the farmers are ready to sell their land but they anticipated good compensation.  Both fishermen and farmer communities can be displaced from their native villages if the plant will be established in the planned area. They are unskilled labours. Fisher men of Manapad and other coastal villages will be pathetic and very helpless because they and their youths are leading their life by fishing only. Similarly the farmer’s case, they do not know other skills for earning.  When the port and thermal power project will be landed, total economy of this region will be jumped up. Employment opportunities would be multiplied beyond our imagination. Pre-requisite is that the local community would be given with enough vocational skill development.  Proposed Tuticorin district is an industrial area with ancient port. It is resulting with the high movement of many heavy vehicles but pedestrians, two wheeler riders and drivers have not traffic sense. While our visit, we found some demolished vehicles which met road side accidents.  After the formation of port and power plants, large scale of coals would be stored and high movements of heavy coals carriers would be promoted. Mitigation and prevention of fire should be aware among the local communities. In this view of the key findings, we prepared this proposal to strengthening the developmental activities in and around Manapad villages. Local community leaders and victims whose land was acquired for port and/ power project will be invited. Their statements will be recorded by Honorable Judge and report of the public Hearing will be submitted into Tuticorin District Collector and Chief Minister of Tamilnadu. 2. Press and Media meet: Report of the Public Hearing will be distributed to the Press and Media People. Findings and Recommendations will be explained. 3.   4. Campaigns: Throughwall paintings, posters and handbill distribution, awareness will be generated on Road safety, First aid, Mitigation and prevention of fire accidents. 5. Vocational skill development courses: To make use of the employment opportunities created by port and thermal power projects, manpower of local communities will be improved by vocational skill training. The changing situation will lead them to search alternative employments instead of traditional jobs. Each course will be for 3 months only. Morning sessions will be theoretical and afternoon trainees will do practicals.   Expected Impacts;  Localcommunity would be given with good sum of compensation, housing and livelihood  Developmental project like port and thermal power project would be implemented with the cooperation of local habitants and with peace.  Due to better understanding, local protest movements would be curbed at the earlier.  Issues in relation with law and order problem would be reduced.  Land acquisition about 2000 acres would be easy.  People would reject profit making protestors.  Local communities would make use of the employment opportunities created by new port and thermal power plant  Due to the increase of awareness on road safety, transport of coals and other goods in the port would be safe. Loss would be minimized.  Economical life of the local communities would be uplifted.  Trained manpower would be accessed at local to meet the need of port and thermal power plant.  Due to increase of awareness on mitigation and prevention of fire, fire accidents would be removed so that life and property loss in the zone would be avoided.  Both port and thermal power plant projects would be prosperously implemented within the planned time frame and investments.  Local communities would be rehabilitated and their livelihood would be rebuilt.

  Annexure: 1 Development ofPort in Manapad region Name of the Project: Development of Greenfield ports in Manapad region Location: Thoothukudi District, Tamil Nadu Area: 1,000 acres Investment: Rs. 1,900 Crore Time Frame: 2020 Mode of Finance: Public Private Partnership Implementing Agency: Tamil Nadu Maritime Board, Govt. of TN. Description: The objective of development of a Greenfield Port at Manapad of 20 million ton (MT) capacity to provide logistics infrastructure for the imported coal based thermal power plants at Udangudi and other cargo from Southern Tamil Nadu. The project entails development of a port with breakwaters, approach channel, dry bulk/liquid jetties, coal jetties, cargo handling equipment, communication/navigational aids, port service vessels (pilot, mooring, tugs), firefighting equipment, pollution control equipment, office/operational buildings and utilities.

  Targeted Impact: The proposedManapad port will have a multiplier effect on the economy of Thoothukudi district, provide employment to local people during construction/operations and will change the economic landscape of the district. Implementation Strategy: GoTN had declared Manapad as a minor port in 1998 for captive use of a private developer for their proposed 2000 MW Gas Turbine project. Coastal land had been allotted to the developer for construction of port facilities. In the event of this project not taking off within the prescribed timeframe, GoTN will take steps to develop a multi-user port at this location on Public Private Partnership mode on Design, Build, operate and Transfer basis.
