The Observatory on regional labour market of Veneto Lavoro
 Estabished within Veneto Lavoro by Regional Law No
3 of 13 March 2009 (art. 12),
 Mission  to provide constant and updated knowledge
on the structure and the dynamics of the regional
labour market.
Veneto Lavoro
- technical in-house
agency of the Veneto
Region;
- Responsible for the
coordination of the
Regional PES
Network and the
implementation of the
ALMPs.

VENETO LABOUR
INFORMATION SYSTEM -
SILV
INSITUTIONAL MONITORING
 Employment & unemployment dynamics /
transitions
 Labour demand
 ALMPs and PES services
IN-DEPTH ANALYSIS
 Emerging phenomena or transformation
processes of the regional labour market

Veneto Labour Information System (Sistema informativo lavoro veneto - SILV)
Administrative data  information generated and
recorded when people interact with public services
 Employment events  contract activations,
terminations/conclusions, modifications + data on
employees, companies and type of contracts (source:
Comunicazioni Obblicatorie – CO);
 Administrative unemployment (source: Dichiarazioni di
Immediata Disponibilità – DID);
 Data on Labour Market Policy measures and services
provided by the regional PES.
 Geographical
limitation
 Lack of information
on self-employment
 Estimation of
workers’ stock 
SILV does not record
individuals who have
never changed their
employment status
since 2008.
5
Veneto Labour Information System – STRENGHTS and ADVANTAGES
1) Real-time updating of information
To capture and early detect signals of change or potential crisis (nowcasting).
Veneto. Dependent employment positions in the industrial sector. Monthly changes, January 2019 – April 2025
Early signals of crisis of
the automotive sector and
other sectors of the “made
in Italy” production
6
Veneto Labour Information System – STRENGHTS and ADVANTAGES
2) Quality and soundness of data
The availability of a consolidated historical dataset makes the SILV an essential resource
for tracking individual employment histories and “trajectories”  longitudinal analysis
aimed at detecting labour market transitions – the movements of individuals between
employment, unemployment and economic inactivity – with a high level of detail and
accuracy.
An example: longitudinal analysis on unemployed people registered with PES…
7
Veneto Labour Information System – STRENGHTS and ADVANTAGES
Classification of
different target groups
 to tailor services and
measures to users’ needs.
- People who are truly
available to work
- People who are in need
for an intensive support
- People who “don’t want
to be disturbed”
- Etc.

ANALYTICAL APPROACH TO LABOUR MARKET MISMATCH
 A multi-faceted phenomenon  integrated analytical approach
that takes into account its different dimensions (different data
sources and research tools)
→ Monitoring of the regional labour demand with SILV data
→ Demographic changes and their impact on the regional labour force
→ In-depth studies on specific sectors experiencing labour shortages, (e.g.
logistics, tourism, etc.)
→ Analysis on workers recruitment pools, to identify the trajectories of workers
mobility (e.g. seasonal workers in touristic areas)
→ Qualitative investigations
