Traffic management in Tampere
 Challenges to manage growth in a sustainable way: city
structure and traffic network between two big lakes
 Real time operations are centralized to Finnish Transport
Agency´s new traffic management center
 City of Tampere has also operator in center
Traffic lights in Tampere
 About 175 traffic light intersections in Tampere region
(Tampere & surrounding cities)
 City of Tampere is responsible for operating
 planning, building and maintenance
 Maintenance contract of traffic lights with Tampereen
Vera, local electricity company, owned by City of
Tampere
 New traffic lights central system and data network for
traffic management
 ImFlow - new adaptive traffic light controlling –system in ten
intersections
 Policy based optimization of traffic flows within the existing
infrastructure

 message displays on streets and in buses
Public Transport Real Time
Information System
 priority system in traffic lights for public transport
 different kind of public transport services
New Priority System for Public
Transport
 New Priority system in traffic lights for public
transport called LIVA 2.0 → the system uses that
new communication network
 real time traffic situation
 variable message signs in roads to city centrum
Traffic information system

VIP – Vehicle Inductive Profile - Travel times
• Measuring real time Travel times in
average, median, max, min, nr of
matches
• based on the inductive loops. No security
issues.
• Open interface-> KPIs transferred in XML
to the 3rd
parties
• Data can be utilized in VMS’s, public web
portals, navigators, traffic designing and
estimations
 number of different sources of data, integration of
information, i.e. traffic volumes, travel times, road
conditions
Real time traffic situation
 information of incidents via open standard interface
Traffic incident management tool
Traffic portal
 Traffic information to private car drivers, cyclists and pedestrians
 vehicles, cycles and public transport passengers
Traffic statistics tool
Innovative procurement of real time
traffic situation
 After the procurement process six pilot-projects
were selected and are now in progress
 In CGI's pilot public transport buses are sensors Internet of
Things (IoT) basis by identifying traffic incidents and road
surface slippery in real time.
 DDS Digital Dispatch Mobisoft project will be produced data
from taxis, both drives observations and FCD. Real time
weather and traffic information based on sensors in vehicles.
 Infotripla´s project goal is to develop and test new traffic
information analysis and distribution methods of FCD
 Innovator Network´s project goal is to provide real time
information parking places in Tampere
 Mattersoft´s project focuses on the production of traffic flow
information. The solution utilizes open data sources and
generate new analyzed data to open interfaces.
 Nodeon project provides a new kind of real-time traffic
information of the Tampere urban and residential areas using
traffic camera recognition technology and public open traffic

• Hernesaari (Helsinki) – Otaniemi (Espoo) – Hervanta
(Tampere) 2016 - 2018
• Project offers an open ”busline” where companies can
come to test and develop new product and service ideas
needed or enabled by automated transportation
• Common theme is the automatization of urban
transportation and new business opportunities it can open
SOHJOA – automated buses
Other ITS Projects…
CityTrack – pilot project of indoor
positioning
• Test site & platform for local
companies to develop new
services
• In the area, positioning works
seamlessly both indoors and
outdoors
The site contains in a dense area
•Railway Station (a mobility hub)
•Parking hall(s)
•Congress Center
•Concert hall(s)
•Shopping & restaurants
•Tourist attractions
•University campus
 projects in Tampere i.e. Drive C2X, Carlink, WiSafeCar,
CoMoSeF, TEAM, Telefot
Cooperative ITS
Examples of Smart mobility
projects,
MoveUs Pilot cities: Madrid, Genoa ja Tampere
 focus on mobility management, new
services, impact of services
Streetlife
 Pilot cities: Berlin, Tampere ja Rovereto
 the goal is in to decrease CO2-emissions with ITS
 in Tampere pilot carried out real time based journey
planner including real time traffic situation i.e. park
and ride
 Gamification, mixed reality
Mobility as a Service…
What is MaaS?
 Collecting necessary
transportation services
under a single operator
 A very prominent issue both
nationally and
internationally
 The Ministry of Transport
and Communications Traffic
Lab project and the Finnish
Transport Agency have
drawn significant attention
to MaaS services
MaaS & City of Tampere
 MaaS-projects made in Tampere
• 2014: MaaS, prestudy
• 2015: MaaS, technical capability to enable the MaaS-services in
Tampere
• 2016: Demola-project MaaS Effect
• 2016: Active discussions with market and companies
• 2016: Functional Specification: “MaaS operation and integration with
demand-responsive transport in Tampere”. System Architecture for
MaaS Operation.

eMobility…
Strategy for eMobility in Tampere
 eMobility connected nearly to smart mobility
 eMobility strategy consists of three parts:
prestudy, deployment research and action plan
 Strategy has been ready since summer 2014
 city council role in eMobility
Buses switch to electricity
 Electric buses have signicant
potential for cost savings
 Starting the procurement process
of electric buses  scaling out
 Building a charging point 
Scaling out charging
infrastructure
 First line using ebuses will start in
autumn 2016
”Electric buses look good in paper.
They deserve a proper testing in
practice.”
Strengths
•Small energy costs
•No local emissions
•Less noise
•Possibility to use renewable energy
Weaknesses
•Need for investment
•Risks in technology and risk
management
