  • #7 In 1995 Hasselt discided to do hearings with the public to know the traffic problems. The city was divided in 15 traffic districts. After the hearings 725 bottlenecks were selected. These hearings were the first step to a sustainable urban mobility (SUM) plan which was accepted by the city council in 1999 and also the first step to free public transport. A sustainable mobility for the next century and the next generation was the main goal. It was split in 11 subgoals and work out in other policy plans like: parking policy plan cycling plan speed plan … It made the mobility department like it is today.
  • #8 The Hasselt mobility department is divided in 2 parts. Major traffic policy is responsible for the global mobility policy and the larger projects in Hasselt (mobility plan, masterplan Station, Public Transport network, …) Minor traffic policy (not less important) is the responsible for the on street actions and educative sensibilisations campaigns (small infrastructure, traffic safety campaign to schools, …) and so dealing with the 700 bottlenecks and the problems of people on the street. Since 1999 there were monthly traffic commissions where bigger traffic problems were discussed with city ingeneers, traffic experts, police, city planners and deputy of mayors. Yearly there is at least 1 meeting between the city, the regional gouvernement and the public transport company for solving bigger problems
  • #9 After more then 10 years is it necessery to renew are SUM. After 5 years of study we hope get an approved plan in september 2013. Our new plan is made together with our neigbour the city of Genk. It excist out of 3 main parts: A regional or provincial mobility plan for Hasselt and Genk done by the higher gouvernement and the PT company A local urban mobility plan for Genk A local urban mobility plan for Hasselt The mobility plans must make Hasselt and the region ready for the challenges of the today and the future. With a vision of 2040 we look 30 years futher. The action described in these policy plans are modelled with a cities meso traffic model. With the results of the model we retought the city network for cars, public transport and cyclist. Beceaus the study is still work in progress we may not yet communicate about it. Our city council first needs to give their approval.

  • #15 After the hearing in 1995 it was clear that the inhabitants of Hasselt wanted a better public transport system. Chosing between a third ring around Hasselt (70milj €) of gratis openbaar vervoer en hernieuwd netwerk (1 milj€). The city chosed for a green boulevard with a new integrated busnetwork. Before 1997 we had 8 city busses just 3 buslines. Now we have 42 city busses and 11 city buslines. It gives work to 74 drivers.

  • #19 Since 1974 Hasselt started with car free streets or pedestrians zone in his shopping area. First it was with a lot hesitation but step by step it was a succes story for everyone. In 1990 we introduced a new circulation plan to chase away the car and so that the pedestrian can overwin his place. Every year we rebuild a street in our pedestrian zone to make it more comfortable for the walkers, with attention for the disabled people. Nowadays we have approximaltely 2km of pedestrian zone, where cars are not allowed between 11.00 and 17.30. With 27 eletric popup barriers the pedestrian zone is closed for cars. Only people with a permission can get in (inhabitants, docters, police, city services, …). Together with a close alley network with interesting short cuts, we try to make it easier for pedestrians and to overcome the car use in the city center.
  • #22 Every road to the city centre and to Hasselt his municipalities has a cycle path. At dangerous points we rebuild intersections with tunnels, so that safe passing is garanteed. So now the city focus on cyclepaths that are not lie next to an important road, but on routes that can be a short cut and go through rural area, natural sites or old railway tracks/brigdes. With these we try to make our cycle network integrated without missing links. Besides the engineering part, we do a lot of parallel campaigns to increase cycling. In the city centre we have 4 guarded bike parkings. There is the possibility to rent a bike for free. And also possible to let repare you bike or engrave it to overcome theft. It is possible to recharge you electric bike on two sites in the city centre and we have one mobile charging unit that we use every week at the city market or at events. Also their is a project with electric bike rental together with our national railwaycompany. With the project I Bike I Move it is possible for employers to buy a bike for their employees and get a 50% reduction. In Hasselt cycling is always important, but our province is famous for his recreative cycle network. Hasselt is a startingpoint for a network of almost 2000km of car free cycle network. So if you ever come to Hasselt, bring your bike.
  • #24 With our parking policy plan in 2008 we try to work futher to a city that is carparkfree. Step by step we move our free parking spaces to the city border. Before 1995 we had 1200 parking places in the city centre, in 2000 this was reduced to 700 and nowadays we only have 450 parking places in the city centre. In the the coming years Hasselt plans to build two parking garage with in total 2500 public places. But around 2000 free places will disappear. To help visitors our inhabitants to find a parking place we will introduce a new dynamic traffic sign system in 2012. For inhabitants of the city their are special conditions: they get a free parking card or their is the possibility to rent an underground parking place with an extra reduction. 2010: 2210 betalende parkeerplaatsen parkeergarages 2170 gratis plaatsen 400 straat parkeerplaatsen

  • #31 Because our car free city centre it is not easy to organise your deliveries to the city center. That is why we selected 5 delivery routes and build 50 drop off zone. Another city project is city depot. With city depot it is possible to dropp off your goods outside the city centre between 7.00 and 19.00. With a special bike city depot drops of the good by the shop in de pedestrian area.
  • #34 Why people choice for Hasselt? Looking to the mobility aspects. In a recent survey Hasselt was compared with other cities the results say: A good cylce network The school area is safe for the children The road are well maintained Busstop is near And the city center is easy to reach. Compared to other cities in Flanders, Hasselt had the best score on these points.   • #35  Inhabitants do almost 3 transfers/day, most of these transfers are done by car (67% is a driver or a passenger) Hasselt has 0,5 car / inhabitant, our 1,14 cars / family. This is the highest number compared to other cities in Flanders. 70% choice the car to go to work, only 5 % choice PT Dispite this people of Hasselt are quite happy about finding a parking space Conclusion: in Hasselt we have a high use of private motorised transport, despite our free public transport system and we need to improve the connection between private transport (going by foot or by bike) to public transport. This will be done with better communication (personal manner) and reschedule the busnetwork where necessary. 20% choice PT to go to school, 45% choice to go by foot or by bike
