INTRODUCTION
The department of women and child development was
set up in the year, 1985 as part of the ministry of resource
development to give the much needed impetus to the
holistic development of women and children, with effect
from 31-1-2006, the department has been upgraded to a
ministry.
The ministry formulates plans, policies and
programmes for the upliftment of different sections of
society.the ministry also implements certain innovative
programmes for women and children.all these are directed
to ensure that women are empowered both economically
and socially and thus become equal partners in national
development

Kerala women and child development department is headed by Dr.MK
Muneer. The Social justice department was formed on 9 september 1975
for the implementation Of social welfare programmes and services in
kerala. It initiates and implements.
Welfare programmes for women and children, destitute orphans and
neglected street children are initiated and implemented.
The proper implemntation of the following legislations are also done.
1. The Juvenile Justice Act, 2000.
2. The dowry prohibition Act, 1958,
3. The domestic Violence Act, 2008.
4. The Immoral Traffic Act, 1986.

ICDS(INTEGRATED CHILD DEVELOPMENT SCHEME)
• is a Government of India sponsored programme which is India’s
primary Social welfare scheme to tackle malnutrition and health
problems in children below6 years of age and their mothers, the main
beneficiaries of the scheme were aimed to Be the children below 6 years
of age, pregnant and lactating mothers and adolescent girls .
• The Gender promotion of the girl child by trying to bring her at par
with male child is the key Component of the scheme.
ICPS(INTEGRATED CHILD PROTECTION SCHEME)
ICPS is a centrally sponsored scheme aimed at developing a protective
environment for children in difficult circumstances as well as other vulnerable
Children through Government-civil society partnership. Both ICDS & ICPS are
Controlled by women and child development ministry.

INTRODUCTION
India is a country where 2.68 crore disabled persons live.disability is the
Result of an impairment that may be physical,mental, cognitive or some
Combination of both. When taking the above fact very seriously actually there is a
Need for an independent ministry.even though such a dream has not yet come true,
We have a separate department under social justice and empowerment ministry.
And this department is given atmost important all around India even though
Differently abled persons are still asking for an independent ministry.
POLICY AND CENTRAL GOVERNMENT SCHEMES
NATIONAL POLICY FOR PERSONS WITH DISABILITIES
National policy for persons with disabilities has been announced
In february 2006. the persons with disability are valube human resource
For the country and seeks to create a platform for their growth and
development
CENTRAL GOVERNMENT SCHEMES:-
o Revised scheme of assistance to disabled persons for purchase of fitting
of Aids(adip scheme.
o Scheme for national awards for empowerment of persons with disabilities
o Scheme for providing employment to differently abled persons.
o The central social justice and empowerment ministry is headed
by shri.Mallikarjun Gharge.

IN kerala, Dr.MK, Muneer is the minister of social justice and
Empowerment. Disability affairs comes under this ministry like the
Centre. The commissionerate of persons with disabilities is operating in
Kerala for providing welfare mesures to the disabled.
