This document outlines Oxfam's approach to monitoring, evaluation, accountability and learning (MEAL) for policy advocacy and campaign work. It discusses key differences between advocacy and other types of work, and why MEAL is important for advocacy to determine what is effective, build stronger teams and alliances, have more impact, and communicate successes and lessons learned. A 6 step approach to MEAL is then presented, including developing a theory of change, setting SMART measures of success, collecting relevant data, analyzing and reviewing progress, conducting external evaluations, and using and communicating learnings. Specific tools and examples are provided for each step.
