The paper presents a novel optimized cluster establishment and cluster-head selection (OCE-CHS) approach to improve energy efficiency and packet delivery ratio in wireless sensor networks (WSNs). It discusses a clustering algorithm that periodically selects an optimal set of cluster heads based on node speed and energy levels, aiming to mitigate energy depletion and enhance network longevity. Through simulation analysis, the results indicate that the proposed method outperforms conventional approaches by optimizing energy consumption and throughput.
