There should also be an external agency which would be set to investigate law enforces because they would not be able to investigate themselves.
- #13 During recruitment it is necessary that the police officers are well vetted to ensure they get police officers who are upright. Code of conduct need to be reviewed and be taught to all police officers.

They have as well established Houston police department programs, robbery and tactical division which is acclaimed in United states. Traffic mobility is being manned by use of aerial surveillance and they have implemented plate scan systems in patrol cars.
