Professor Peter Dutton
Territorial conflicts in maritime East Asia are growing as disputes over un-delineated maritime borders and features are being resolved through coercion and displays of power rather than cooperation, challenging the region's norm of a liberal maritime order and freedom of access upon which commerce relies. Major maritime states must cooperate to reinforce international maritime rules and norms and preserve open access.
