AREAS OF EXPERTISE/ACCOMPLISHMENTS • DADD 4-3, NDHQ Ottawa – July 2015 to present. • Director of Operations/Officer in Charge Canadian Forces Air Warfare Centre, Detachment Ottawa – March 2013 to June 2015. • Effectively manage a 14 member team to include Canadian Forces personnel, a technical team, an IT section and civilian contractors. • Responsible for annual business plan allocations and operating budgets in excess of 1.7 million dollars to include infrastructure, IT and contracted services. • Led the incorporation of the Canadian Army Fidelity Systems FAC/JTAC Trainer into the synthetic environment, providing connectivity to Fighter and Rotary Wing simulators enabling FAC’s and Pilots alike, meet currency quotas. • Managed the development of a versatile vignette data base focused on training CAOC personnel and Red Card Holders within the synthetic environment. • CFAWC Distributed Mission Operations Centre lead for all RCAF synthetic environment involvement in JOINTEX 4C, JOINTEX 13-5 and CAGE IIIB. • Canadian Air Component Command Element Director, Ali Al Salem Airbase Kuwait – July 2012 to February 2013. • Planned, developed and implemented strategic plans for the insertion and extraction of 2300 plus Canadian Forces members in the Afghanistan theatre of operations. • Responsible for daily flight and logistical operations to include scheduling, flight line maintenance, personnel security and safety, aircraft operations, transport and storage of re-supply equipment and food, and local acquisition of sustainment supplies. • Expertly managed a 42 person team to facilitate the movement of over 80 C-17 Globemaster sustainment flights, ensuring safe transport of essential equipment and food, in excess of 3200 tons delivered into theatre. Adaptability and flexibility were keys to success, as we were the first team to achieve a service and delivery rate of 95% into the Afghanistan theatre. • Responsive to the National COAC in Canada, I was responsible for all South West Asia C-17 and C- 130 Hercules operations. • As the Director of Operations and Canadian Liaison Officer to the CAOC at Al Udeid, I coordinated and planned all functions to include flight planning, diplomatic clearances, landing slot clearances and boulevard deconfliction for all Canadian flight operations. Staley 6616Marina Dr. Manotick, ON H: 613-692-6475 O: 613-996-5029 [email protected] • RCAF Synthetic Environment Coordination Officer, Canadian Forces Air Warfare Centre Detachment Ottawa – June 2011 to July 2012. • Responsive to the Commander of the RCAF and responsible to the Commanders of 1 and 2 CAD for the development and production of all RCAF synthetic environment (SE) strategic and operational guidelines and policy. • Developed an inclusive SE implementation plan for the RCAF, rewrote governance DAOD’s, developed and implemented the current CONOPS documentation and framework to include an exhaustive Master Implementation Plan. • Senior Offensive Duty Officer, SOUTHCOM CAOC Tucson Arizona – July to September 2011. • As an experienced Air Battle Manager, Command selected to run the Offensive Operations Cell during two consecutive iterations of Coalition Virtual Flag. Coalition Virtual Flag is a HAF/A3/5 sponsored exercise designed to provide operational and tactical warfighters training in the synthetic, theatre-level joint combat environments. • CEFCOM Lessons Learned Officer – July 2010 to June 2011. • Operations Officer/Deployment Commander, NATO Airborne Early Warning and Control Squadron Geilenkirchen Germany – March 2007 to June 2010. • Demonstrating outstanding organizational skills and resourcefulness, lead and managed a Squadron level contingent of 100 personnel from 17 different nations. • Backed by a laudable organizational commitment and forceful mission-focused style, I was command selected to represent NATO AWACS in the planning, development and implementation of Airborne Early Warning Air Operations within the European area of responsibility. Delegated as Senior Liaison Officer to CAOC operations within the European Theatre. • Produced detailed plans with built in flexibility to ensure NATO AWACS met the daunting tempo. Accountable to Force Command as the Chief of Mission Crew training, managed a multitude of instructors ensuring mission crew personnel met all combat training requirements. • Lead coordinator with a multitude of coalition agencies, promoting the adoption of successful practices to improve operational efficiency and effectiveness. • Tactical Air Control Party Commander/G3 Air/Air Liaison Officer to the Canadian Army, 2 Combat Mechanized Brigade Group, Petawawa Ontario – July 2000 to December 2006 • Responsive to the Royal Canadian Air Force Commander (RCAF) and responsible to the Canadian Army (CA) Brigade Commanders for all Air Land Integration, domestic and international. • As the Subject Matter Expert for Air Ops attached to the CA, I ensured that FAC training and FAC readiness met force generation quotas for deployed combat operations. • Senior FAC/JTAC Instructor, FAC/JTAC Evaluator and Standards Officer. • Senior Air Range Safety Officer, national qualification. Accumulation of 102 live drops to include CRV7 Rockets, LGTR’s, MK82/83/84, GBU10/12/24, JDAM and Gun Strafe.
